Promoting cooperation between Ho Chi Minh City and 9 northern and north central provinces

On the morning of October 2, in Ho Chi Minh City, a conference was held to review the implementation of the Socio-Economic Development Cooperation Agreement between Ho Chi Minh City and a number of localities in the North and North Central regions for the period 2023-2024 and the Implementation Plan for the period 2024-2025.

The conference was jointly organized by the People's Committee of Ho Chi Minh City and 9 provinces: Cao Bang, Bac Kan, Ha Nam, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue.

On March 25, in Vinh City (Nghe An), Ho Chi Minh City and 9 provinces: Cao Bang, Bac Kan, Ha Nam, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue signed a memorandum of understanding on socio-economic development cooperation until 2025 in the fields of investment; tourism, culture; agriculture; industry and trade; science and technology; information and communications; digital transformation; education, training and health.

The cooperation goal is to transform the potential and advantages of the parties into specific values, contributing to the development of each party and the region; create a bridge for businesses of both sides to connect and cooperate with each other; promote public-private cooperation on the principle of mutual benefit and contribute to the common development of the parties; exchange experiences in administrative reform, state management and support for business development, and improve people's lives.

Practical, comprehensive results

In the 2023-2024 period, the leaders of Ho Chi Minh City and the Northern and North Central provinces have paid attention to directing local authorities at all levels; at the same time, creating favorable conditions for enterprises and investors to implement the contents of the cooperation agreement to contribute to socio-economic development and strengthen long-term cooperation between localities.

In 2023-2024, Ho Chi Minh City and the provinces have carried out specific activities, such as: The 17th Ho Chi Minh City International Tourism Fair with the theme "Connection, development, sustainability"; The program "Quintessence of craft villages and regional specialties in 2023" with the participation of more than 20 provinces and cities, including the provinces of Cao Bang, Bac Kan, Ha Nam, Ha Tinh, Nghe An, Quang Binh, Thanh Hoa, Quang Tri, Thua Thien Hue; Conference connecting supply and demand between Ho Chi Minh City and provinces and cities, with 5/9 provinces in the Northern and North Central regions participating.

There are 33 bilateral coordination contents between Ho Chi Minh City and some localities in the North and North Central regions; of which, 26/33 coordination contents have been implemented, the remaining 7 events will continue to be implemented in 2024 and 2025.

Ho Chi Minh City departments and branches have also organized many regular activities to improve trade and investment promotion skills and support businesses in updating market information and developing brands; organizing the OCOP product week and regional specialty products in 2023.

With Thanh Hoa, in 2023-2024, cooperation between Ho Chi Minh City and Thanh Hoa will continue to be promoted. Coordinating e-commerce platforms and implementing incentive programs, communication methods and promoting OCOP products, regional specialties, etc. has brought many products of Thanh Hoa province to meet consumer demand in Ho Chi Minh City, while promoting production of Thanh Hoa enterprises.

In 2023, implementing Plan No. 200/KH-UBND dated August 10, 2023 of Thanh Hoa Provincial People's Committee, Ho Chi Minh City introduced and called for 92 projects in 6 priority areas of Thanh Hoa to investors in Ho Chi Minh City. In particular, the conference on linking tourism development of Thanh Hoa province with Ho Chi Minh City and the Southeast provinces in Ho Chi Minh City brought practical results when the parties worked, exchanged and learned experiences in cultural heritage management.

Enhancing the effectiveness of bilateral and multilateral cooperation

In the 2023-2024 period, Ho Chi Minh City and the Northern and North Central provinces plan to continue implementing and expanding cooperation with many bilateral and multilateral activities.

Accordingly, Ho Chi Minh City and the Northern and North Central provinces agreed to continue implementing 7/11 regional events in 2024; 13 regional events in 2025; 111 bilateral cooperation activities in 2024 and 2025. The parties will also coordinate to deploy e-commerce platforms with incentive programs, communication methods and promotion of OCOP products, regional specialties, and promote product consumption.

With Thanh Hoa, bilateral cooperation continues to be studied, with plans to attract investment in 4 dynamic economic centers, 3/5 growth pillars of Thanh Hoa province, which are also strengths of Ho Chi Minh City such as processing and manufacturing industry; agriculture; tourism; 6 economic development corridors; organizing Thanh Hoa cultural days in Ho Chi Minh City; sharing experiences in digitizing, operating, exploiting databases and information management systems for people with meritorious services to the revolution; coordinating, cooperating, resolving difficulties and problems in the process of moving, receiving records of people with meritorious services and relatives of people with meritorious services...

At the conference, leaders of the Northern and North Central provinces discussed specific plans to realize cooperation orientations between Ho Chi Minh City and a number of Northern and North Central localities in the 2024-2025 period.

In particular, leaders of the provincial People's Committees analyzed specific socio-economic conditions, potential for continued exploitation, investment, and cooperation in the following areas: public-private partnership in the fields of transportation, industrial development, tourism, digital transformation, high-quality human resource training, healthcare, employment, social security, etc.

At the conference, comrade Le Minh Nghia, member of the Provincial Party Committee, Director of the Department of Planning and Investment of Thanh Hoa province, said that in the past, there have been 15 projects with a total investment capital of over 29,000 billion VND invested by investors from Ho Chi Minh City in Thanh Hoa province. A number of large-scale projects have been and are being implemented, contributing to the growth of the province.

In order to enhance the cooperation between Ho Chi Minh City and other provinces in general, Thanh Hoa - Ho Chi Minh City in particular in the coming time, he proposed that Ho Chi Minh City continue to strengthen the exchange of experiences and technology transfer; focusing on Ho Chi Minh City's strengths, such as: information technology, digital economy, services, and building a logistics system for localities.

He also proposed that Ho Chi Minh City leaders study and issue mechanisms and policies to support businesses participating in investment in the Northern and North Central provinces, creating a driving force for the government to accompany businesses in bilateral and multilateral cooperation with the provinces. Study and organize specialized promotion conferences, promote and attract Ho Chi Minh City businesses to invest in Nghi Son Economic Zones, industrial parks and industrial clusters in Thanh Hoa province; coordinate to organize joint investment promotion forums; in which introduce Thanh Hoa's potential to large enterprises of Ho Chi Minh City and vice versa; create a favorable environment for start-up businesses from Thanh Hoa to participate in start-up support programs in Ho Chi Minh City, connect and encourage businesses of the two localities to sign long-term cooperation contracts.

In addition, the two sides will develop joint tourism promotion campaigns between the two localities, focusing on cultural, sports and festival events to attract domestic and foreign tourists; regularly exchange and share experiences, methods, practices and models in state management of the health sector; promote the implementation of cooperation programs and medical and doctor exchanges between hospitals of the two localities.

Ho Chi Minh City is committed to continuing to accompany the Northern localities and the North Central provinces in introducing potential investors for development cooperation and investment in areas suitable for the localities. In particular, Ho Chi Minh City will research and propose support for a number of programs and projects to support the renovation and restoration of infrastructure and livelihoods for the Northern localities heavily affected by recent natural disasters.
