(MPI) - Prime Minister Pham Minh Chinh has just signed and issued Directive No. 03/CT-TTg dated February 4, 2025 on urging the implementation of key tasks after the 2025 Lunar New Year holiday, requiring relevant ministries, agencies, localities, organizations and individuals, according to their assigned functions, tasks and powers, to immediately focus on handling work after the Lunar New Year holiday, especially unfinished work in 2024, unfinished work due to the Tet holiday, not to delay and affect production, business activities, socio-economic development, ensuring national defense, security, social order and safety.
Continue to urgently, seriously, synchronously and effectively implement the projects, tasks and solutions stated in the resolutions and conclusions of the Central Committee, the National Assembly and the Government, especially the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more, Resolutions No. 01/NQ-CP, 02/NQ-CP dated January 8, 2025 of the Government and directives of the Prime Minister; strongly promote production and business activities, create jobs and livelihoods for people, ensure comprehensive, modern, inclusive and sustainable social security; at the same time, immediately deploy key tasks.

The Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, according to their assigned functions, tasks and powers, to closely monitor the developments in supply and demand, market prices of important and essential goods and services after Tet in order to promptly have solutions to balance supply and demand, stabilize market prices. Strengthen inspection and supervision of price declaration, posting, selling at the correct listed price; strictly handle acts of unreasonable price increases, adding additional fees to collect higher than the declared and listed prices.
Urgently complete investment procedures, specifically allocate the 2025 Public Investment Plan, allocate excess revenue in 2024, accelerate implementation and disbursement of public investment capital from the beginning of the year. Proactively review and promptly remove difficulties and obstacles for each project during implementation, especially important national projects and works, and national target programs. Speed up the implementation of strategic transport projects, airports, seaports, expressways, inter-regional and inter-provincial projects, striving to exceed the target of having 3,000 km of expressways by the end of 2025.
The Prime Minister requested to resolutely and effectively carry out the work of reorganizing and streamlining the apparatus according to the direction of the Central Committee, the National Assembly, the Government, and the Prime Minister. Carry out work related to the consolidation of Party Committees directly under the Government Party Committee to soon put them into operation. Urgently complete the decrees regulating the functions, tasks, powers, and apparatus organization of ministries, ministerial-level agencies, and agencies under the Government after reorganization and streamlining to submit to the Government for consideration and promulgation. Organize the implementation of the National Assembly's Resolution to operate the new apparatus of the Government; prepare drafts and submit them to the National Assembly for approval on time on the Law on Organization of the Government and the Law on Organization of Local Government. Complete the project on organization and operation of the inspection agency system to report to competent authorities.
Effectively implement Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of organizational restructuring of the political system. Focus on training and fostering to improve the quality of human resources and moral qualities of cadres and civil servants to meet the requirements after restructuring and streamlining the organization and apparatus.
The Ministry of Home Affairs guides ministries, agencies, and localities to urgently arrange organizational apparatus, arrange cadres, civil servants, and public employees, handle surplus public assets after the arrangement, and ensure early stability for the organization of party congresses at all levels in 2025.
At the same time, the Prime Minister also requested to launch, promote and effectively organize patriotic emulation movements, peak emulation periods, strive to excellently complete political tasks, socio-economic development targets in 2025, make practical achievements to celebrate major holidays and important events of the country, especially Party Congresses at all levels and the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress.
Urgently complete the work of making proposals for the 2026 Law and Ordinance Development Program, draft laws under the 2025 Law and Ordinance Development Program, and documents detailing laws and resolutions that have come into force, including 56 outstanding documents; carefully prepare contents for the 9th Extraordinary Session of the 15th National Assembly.
In the Directive, the Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with agencies and localities to closely coordinate, promptly report and explain to the agencies of the National Assembly in the process of approving the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more; complete the draft scenario of assigning growth to ministries, branches, localities and enterprises into a separate resolution, report to the Government for consideration and decision at the regular Government meeting in January 2025 (assignment in the spirit of based on the proposals of ministries, branches and localities and increase by 0.3% - 0.5% depending on the capacity of ministries, branches and localities).
Propose breakthrough solutions to increase investment attraction in new industries and fields, high technology such as semiconductor chips, artificial intelligence, cloud computing... to the Government in the first quarter of 2025. Urgently develop and effectively implement the Project on mechanisms and policies for the formation and development of ethnic enterprises, playing a pioneering and leading role.
The Prime Minister assigned the Ministry of Finance to preside over and coordinate with agencies and localities to urgently guide the scope and subjects to strive to save an additional 10% of regular expenditures to increase the 2025 budget compared to the 2024 budget (in addition to the 10% savings in regular expenditures to create a source for salary reform according to regulations) to supplement investment for the Lao Cai - Hanoi - Hai Phong railway line according to Resolution No. 01/NQ-CP dated January 8, 2025 of the Government.
Improve the effectiveness of revenue management, prevent revenue loss, smuggling, trade fraud, tax evasion, ensure correct, full and timely collection, focus on revenue management for e-commerce activities, digital platform business, cross-border transactions, food and beverage services, accommodation, etc.; strengthen inspection and supervision of the issuance and use of electronic invoices, strive to collect the highest level of state budget in 2025.
Continue to research and propose appropriate policies to reduce taxes, fees, and charges, and report to competent authorities in February 2025. Complete the dossier to draft a National Assembly Resolution on exemption of agricultural land use tax, and submit it to the Government in the first quarter of 2025 for consideration and decision by the National Assembly.
Provide rice, national reserve goods, timely support for people in localities affected by natural disasters, storms and floods... Propose to allocate sources to increase revenue, reduce expenditure, report to the Government and Prime Minister immediately in February 2025, do not let it extend to March 2025.
The State Bank of Vietnam shall preside over and coordinate with agencies and localities to closely monitor and implement solutions to stabilize the gold market; promptly summarize, research, and propose amendments and supplements to Decree No. 24/2012/ND-CP dated March 3, 2012 on the management of gold trading activities, and submit it to the Government in the second quarter of 2025.
Direct credit institutions to direct credit to production and business sectors, priority sectors and traditional growth drivers such as consumption, export, investment and new growth drivers such as digital economy, circular economy, creative economy, knowledge economy, sharing economy, green economy, etc., key projects and works; strictly control credit in high-risk sectors; continue to strive to reduce lending interest rates.
Promptly complete the plan to restructure credit institutions associated with bad debt settlement in the 2021-2025 period approved by competent authorities; focus on handling weak credit institutions, promptly submit the plan to restructure Saigon Commercial Joint Stock Bank.
The Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with agencies and localities to promote production and business right after the Tet holiday, especially in key industries; urgently remove difficulties and obstacles for industrial production projects to put them into operation soon.
Grasp the market situation, supply and demand of goods, especially essential goods, have solutions to regulate production, promote circulation, and boost growth right from the first months of 2025. Closely monitor the import and export of agricultural products at the northern border gates, coordinate with relevant agencies to take timely management measures to avoid congestion.
Continue to direct Vietnam Electricity Group (EVN) and related units to ensure the progress of investment and construction of important power source and grid projects. Urgently issue documents detailing and guiding the implementation of the Electricity Law (amended); mobilize maximum resources to ensure sufficient electricity supply for production and people's daily life in all situations.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to closely monitor weather developments to direct and guide localities to have appropriate production plans, complete the 2025 winter-spring rice crop production plan; strengthen disease prevention and control on crops and livestock; proactively develop plans to prevent and combat natural disasters, especially severe cold, hail, drought, and saltwater intrusion; manage the quality of agricultural, forestry and fishery products, and ensure food safety and hygiene.
The Ministry of Transport shall preside over and coordinate with agencies and localities to actively remove difficulties and obstacles in implementing large-scale infrastructure projects, striving to complete the goal of having 3,000 km of expressways and over 1,000 km of coastal roads nationwide by 2025. Focus on accelerating the implementation of component projects of the North-South expressway in the East in the 2021-2025 period; key infrastructure projects, creating development momentum such as Ring Road 4 of the Hanoi Capital Region, Ring Road 3 of Ho Chi Minh City, Long Thanh International Airport, etc. Strive to complete procedures and start construction in 2025 for the Lao Cai - Hanoi - Hai Phong railway; accelerate the preparation for completing investment procedures for the entire high-speed railway project on the North-South axis.
Ensure the capacity, quality and safety of freight and passenger transport activities, and prevent passengers from returning to work or school after Tet; minimize delays and cancellations; strictly handle organizations and individuals that allow illegal vehicles and stations to carry more people than permitted, and increase ticket prices against regulations.
Effectively deploy solutions to control and minimize traffic accidents and congestion; regulate, divert traffic, promptly clear traffic, and prevent prolonged congestion, especially on main routes to and from Hanoi and Ho Chi Minh City, routes connecting to stations, airports, ports, and festival areas. Ensure that the electronic toll collection system operates continuously and does not cause congestion at toll stations.
Focus on completing the draft Resolution of the National Assembly on policies and mechanisms for investment in the standard gauge railways of Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong... to submit to the National Assembly at the 9th Extraordinary Session (February 15, 2025).
In the telegram, the Prime Minister also assigned specific tasks to relevant ministries and branches in removing difficulties and obstacles in implementing real estate projects; not organizing widespread festivals, causing waste; strengthening prevention and control of infectious diseases that are at risk of outbreaks in the winter-spring season; supporting businesses to overcome labor shortages; supporting students to return to school after Tet holiday; fighting and preventing crimes that tend to increase in the early spring; focusing on inspecting areas with high risks of corruption and public concern; supporting poor and disadvantaged households, households in ethnic minority and mountainous areas; stepping up propaganda on traffic safety, fire prevention and control, food safety and hygiene; ensuring production and business activities right from the first day and month of the new year.
The Prime Minister requested the Chairmen and General Directors of State-owned corporations and groups to promote the spirit of self-reliance, self-strengthening, proactiveness, creativity, daring to think, daring to do, daring to take responsibility, for the benefit of the nation and people; to arrange and streamline the apparatus, innovate the corporate governance model in a modern direction, in line with international practices. Implement approved strategies, production, business and investment development plans; focus resources on key business areas, invest in large, focused and key projects with spillover effects, create momentum, promote socio-economic development, resolutely overcome the situation of scattered, ineffective investment; proactively plan to welcome workers back to work right after the Tet holiday, ensuring production and business activities right from the first day and month of the new year.
Officials, civil servants, public employees, and workers in state administrative agencies, relevant agencies, and organizations must promptly resolve and handle work from the first working day, especially unfinished or unfinished work due to Tet holidays; strictly implement administrative discipline and labor discipline, do not organize spring outings, celebrate Tet, or attend festivals during working hours; do not use state budget, means, or public assets against regulations for festival and entertainment activities./.
