(MPI) – The Central Steering Committee has issued Notice No. 01-TB/BCĐTW on the Conclusion of General Secretary To Lam, Head of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation at the First Session of the Steering Committee.

Accordingly, General Secretary To Lam requested to thoroughly grasp a number of principled viewpoints in directing the implementation of Resolution No. 57-NQ/TW dated December 22, 2024, specifically: The implementation needs to focus on key points, emphasizing the core contents stated in Resolution 57-NQ/TW and agreeing in the conference to thoroughly grasp and prioritize solving urgent issues such as perfecting institutions and policies to remove barriers, promoting the rapid development of science and technology, innovation and digital transformation.

Promoting the individual role of each member and taking advantage of the contributions of intellectuals, scientists, leading experts, as well as the creative spirit from the grassroots, ensuring solutions that are highly practical and scientific, including professional policy issues. Professional issues require expert advice, specific issues, specific situations, and specific requirements that need to be resolved need to be focused on, not waiting for each other.

The Steering Committee and its members need to focus on substantive actions, avoid formalities, and coordinate closely to ensure consistency in direction and implementation, avoid overlap, say-no-do-what, or bring personal interests into work. The Steering Committee does not replace the work of the authorities.

Implementation must be drastic, urgent and measurable. Each task must be specifically assigned, linked to individual responsibility and the presiding agency, ensuring transparency and clarity. Tasks need to have clear measurement indicators, based on data over time to monitor progress and evaluate implementation effectiveness in a scientific and transparent manner.

Regarding the Steering Committee's Work Program for 2025, during the implementation process, it is necessary to select key and key issues to direct, creating breakthroughs of a widespread nature to carry out other tasks. In each quarter of 2025, it is necessary to identify specific tasks to urge and promote. Right in the first quarter, it is necessary to perform the tasks well, in which the Minister of Planning and Investment, a member of the Steering Committee, directs the development and submission to competent authorities to issue public-private partnership policies to develop science and technology, innovation and national digital transformation. This is a very important issue, connecting and ensuring public-private partnership, overcoming the situation where public-private projects cannot cooperate with each other, even projects of two agencies in the same public sector cannot cooperate with each other.

The members of the Steering Committee proactively develop their own programs and work plans to carry out assigned tasks; proactively lead, direct, inspect, supervise, and urge the implementation of policies, orientations, and breakthrough solutions; are highly encouraged and will report in accordance with the Working Regulations that the Steering Committee has unanimously issued. The tasks assigned to each member of the Steering Committee will continue to be implemented by the governing body after the organization is completed.

Regarding the group of issues to perfect the operational foundation of the Steering Committee, it is basically consistent with the draft Regulations on the operation of the Steering Committee and the assignment of tasks to the members of the Steering Committee proposed by the Central Party Office. Regarding the National Advisory Council, the Head of the Steering Committee requested: The structure of the National Advisory Council needs to ensure a balance between scientists, leading experts and representatives from enterprises. The Advisory Council needs to have experts in natural sciences, social sciences, science, technology and innovation, digital transformation, with priority given to those with prestige, outstanding research achievements, and the ability to make strategic recommendations. In addition, a number of business representatives and managers are needed to ensure that the recommendations of the Advisory Council are consistent with reality, supporting the conversion of research products into products for commercialization. Invite more prestigious Vietnamese experts in the international community, learn from the experiences of developed countries, especially experts in key fields that Vietnam is in great need of such as artificial intelligence, renewable energy, biotechnology, big data, etc.

Regarding the set of indicators to monitor and evaluate the implementation of Resolution No. 57-NQ/TW, the Steering Committee highly appreciates the proposal to develop this set of indicators. This set of indicators will be an effective tool for the Steering Committee to monitor, supervise and evaluate the implementation results in a practical, transparent and effective manner; at the same time, promptly detect bottlenecks to adjust strategies and plans when necessary. Agree in principle to develop and deploy this set of indicators to quickly put the system into operation in the second quarter of 2025, serving the direction and operation of the Steering Committee and relevant agencies and units in implementing Resolution 57-NQ/TW.

The Steering Committee not only plays an orientation role but must also take drastic actions to create real change. This is a great responsibility, but also an opportunity to bring the country into a new stage of development, based on knowledge and creativity. The Head of the Steering Committee requested the entire Steering Committee, each member, supporting agencies and relevant agencies to continue to promote the sense of responsibility, determination and creativity, turning the goals and orientations of Resolution No. 57-NQ/TW into specific and practical results, meeting the expectations of society, people, businesses and scientists./.
