On the afternoon of February 6, the Ministry of Education and Training (MOET) held a conference to disseminate and implement Conclusion No. 91-KL/TW, Resolution No. 57-NQ/TW of the Politburo and the Education Development Strategy to 2030, with a vision to 2045.
Deputy Minister Nguyen Van Phuc, Deputy Minister Pham Ngoc Thuong and Deputy Minister Hoang Minh Son chaired the conference. The conference was held in person and online with localities and higher education institutions across the country.

Thoroughly implementing Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo to continue implementing Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration" (Conclusion 91), Deputy Minister Nguyen Van Phuc said that after 10 years of fundamental and comprehensive innovation of education and training, our country's education has achieved many outstanding achievements.
Specifically, universalizing preschool education for 5-year-old children; firmly maintaining and gradually improving the quality of universalizing primary and secondary education; improving the quality of mass and spearhead general education, shifting from mainly equipping knowledge to comprehensively developing learners' qualities and capacities.
Continuing education has developed in a variety of content and forms; vocational education has developed strongly in quantity and focused on improving quality. University education has continued to innovate, associated with increased autonomy, creating new momentum, creating strong changes in quality and efficiency in human resource training and scientific research; innovating teaching and learning methods, and testing, examination and evaluation to become increasingly modern, substantial and effective.

In addition, the teaching staff has been standardized, gradually ensuring quantity; facilities and teaching equipment have been improved, initially meeting the requirements of educational and training innovation.
Deputy Minister Nguyen Van Phuc emphasized that Conclusion 91 requires: Promoting the achievements, effectively overcoming the above limitations and shortcomings to continue to promote fundamental and comprehensive innovation in education and training to meet the requirements of national development in the new period, adapting to the Fourth Industrial Revolution and the strong development of digital technology and artificial intelligence, bringing Vietnamese education and training to the advanced level of the Asian region by 2030 and to the advanced level of the world by 2045.
The key tasks of the Ministry of Education and Training in implementing Conclusion 91 are: Thoroughly grasping, propagating, raising awareness; perfecting institutions and policies, promoting decentralization and delegation of power; improving the quality of comprehensive preschool, general education, continuing education and political, ideological, ethical, national defense and security education, physical education, school sports activities for students; modernizing vocational education, university education, enhancing scientific research potential in educational institutions.

Perfecting the national education system in an open, flexible, and interconnected direction, promoting a learning society and lifelong learning, accelerating digital transformation in education and training; developing a team of teachers and education managers, attracting and promoting talents to work in the education sector; innovating the management mechanism, ensuring adequate facilities and financial resources for education and training development; promoting international integration, improving foreign language skills of students, gradually making English the second language in schools; increasing the promotion of Vietnamese language and culture abroad.
Regarding the tasks and solutions to implement the Education Development Strategy to 2030, with a vision to 2045, Deputy Minister Nguyen Van Phuc discussed that to achieve the goal of Vietnam's education reaching the advanced level of the Asian region by 2030 and the advanced level of the world by 2045, it is necessary to perfect institutions, innovate education management and school governance.
At the same time, implement equity in access to education; develop a network of educational institutions to meet people's learning needs; innovate teaching content, methods, testing and evaluation of educational quality. On the other hand, develop a team of teachers and educational managers; ensure financial resources and facilities for educational development.
In particular, it is necessary to promote the application of technology and enhance digital transformation in education; promote scientific research and innovation in higher education institutions; and enhance international integration.
Deputy Minister Hoang Minh Son thoroughly implements Resolution No. 57-NQ/TW
Thoroughly implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57), Deputy Minister Hoang Minh Son said that despite many difficulties and challenges, the education sector is facing great opportunities for breakthrough development and strong transformation in the entire sector.
In particular, the development of science, technology, innovation and digital transformation are decisive factors for the development of countries; are the prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of the Nation's rise.
According to the Deputy Minister, Resolution 57 is a strong and revolutionary policy for development. The higher education system plays a pivotal role in the development of science, technology and innovation.
On January 9, 2025, the Government issued Resolution No. 03/NQ-CP: Promulgating the Government's Action Program to implement Resolution 57. Accordingly, the Ministry of Education and Training is developing an action plan, organizing implementation, inspection, supervision, and realizing the goal of making science, technology, innovation, and national digital transformation the top important breakthrough.
Deputy Minister Pham Ngoc Thuong discussed some contents about general education.
Higher education currently has nearly 90,000 lecturers and more than 2 million students. The Deputy Minister acknowledged that this is a strong team of science and technology development. Implementing Resolution 57, the education sector has identified a number of key tasks such as: Perfecting institutions and policies, reviewing and removing "bottlenecks"; granting autonomy to higher education institutions; improving system capacity and effectiveness of state management, optimizing the efficiency of higher education operations; developing a digital higher education network, creating quality improvement goals; building a higher education development framework as a basis for continuing to fundamentally and comprehensively innovate higher education; focusing on training STEM human resources associated with scientific research and innovation...
Regarding the field of general education, Deputy Minister Pham Ngoc Thuong said that, implementing Conclusion 91 and Resolution 57, the Ministry of Education and Training sent an official dispatch to the Departments of Education and Training requesting reports on English teaching, information technology and digital transformation. At the same time, it advised the Government to issue a National Project, gradually making English the second language in schools.
2025 is the first year that the high school graduation exam will be implemented according to the new general education program. Deputy Minister Pham Ngoc Thuong said that the Ministry of Education and Training has issued many guiding documents, from regulations to exam samples according to the new program.
Recently, the Ministry of Education and Training issued a number of circulars such as: Circular No. 30/2024/TT-BGDDT "Issuing the Regulations on Secondary School and High School Admissions"; Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning. Deputy Minister Pham Ngoc Thuong emphasized that this is also the specific content of educational innovation according to the Party's Resolution.

The Deputy Minister requested that leaders of the Departments of Education and Training thoroughly grasp the spirit of innovation in accordance with the 2019 Education Law and the 2018 General Education Program; focusing on teachers and learners.
At the conference, representatives of the Departments of Education and Training and higher education institutions received the guidance of the leaders of the Ministry of Education and Training, and shared specific action programs of localities and schools to effectively implement Conclusion 91, Resolution 57 and the Education Development Strategy to 2030, with a vision to 2045.
Concluding the conference, Deputy Minister Nguyen Van Phuc emphasized: The implementation of Conclusion 91, Resolution 57 of the Politburo and the Education Development Strategy to 2030, vision to 2045 has a huge impact on education and training; therefore, the Departments of Education and Training and higher education institutions need to make efforts to overcome difficulties and seize opportunities for implementation.

The Deputy Minister said that the Ministry of Education and Training will continue to advise the Government to issue an action program. The Ministry will also proactively issue an action program to implement the above Conclusions, Resolutions and Strategies.
The Deputy Minister requested that units proactively disseminate the contents of the document throughout the sector to raise awareness and create consensus in implementation. Departments of Education and Training actively advise localities on the implementation of documents in accordance with the socio-economic development plan; review and propose amendments and supplements to local policies related to education in accordance with the tasks and objectives in the Conclusions, Resolutions and Strategies.
Higher education institutions thoroughly understand and reach consensus in implementing the documents at each institution. At the same time, specify tasks on higher education; review, revise and supplement the school's development strategy in accordance with the documents. Proactively research and implement new policies, especially on training high-quality human resources.
