(MPI) - On February 1, 2025, Minister of Planning and Investment Nguyen Chi Dung joined the working delegation of Prime Minister Pham Minh Chinh to attend the Groundbreaking Ceremony and inspect important national and key projects in the transport sector: Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project through Binh Duong province; Long Thanh International Airport project; Ho Chi Minh City Ring Road 3 construction project, at 2 points: Tan Van intersection and Nhon Trach bridge, Dong Nai.

Accordingly, on the morning of February 1, 2025, Prime Minister Pham Minh Chinh, Deputy Prime Minister Tran Hong Ha, Minister Nguyen Chi Dung and delegates performed the groundbreaking ceremony of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project through Binh Duong province. This is also an important and strategic project for the Central Highlands region.
Also in the morning of the same day, Minister Nguyen Chi Dung joined the working delegation of Prime Minister Pham Minh Chinh to encourage and give Tet gifts to cadres and workers at the construction site and to inspect, urge, continue to grasp, remove difficulties and obstacles, and promote the progress of the Long Thanh International Airport project.
Long Thanh airport project includes 4 component projects: Component project 1 (headquarters of state agencies), Component project 2 (works serving flight management), Component project 3 (essential works), Component project 4 (ground service works).
The Long Thanh International Airport project is a national key project, the largest airport project in our country, of great significance, especially in the context of Tan Son Nhat airport being overloaded with thousands of flights per day. The completion of Long Thanh airport also practically welcomes the 14th National Party Congress and major holidays in 2025.
The Prime Minister requested ministries, branches, localities, units and ACV to urgently implement the Prime Minister's direction at the meeting on January 25 and according to their functions, tasks and powers; review and rebuild the progress critical path according to the target to deploy the work and monitor, inspect and supervise the project investment and construction process, promptly handle problems and arising issues according to their authority, and report urgent issues beyond their authority.
Also on February 1, 2025, Minister Nguyen Chi Dung joined the working delegation of Prime Minister Pham Minh Chinh to encourage and give Tet gifts to cadres and workers at the construction site and inspect, urge and promote the progress of the construction project of Ho Chi Minh City Ring Road 3, at 2 points: Tan Van intersection and Nhon Trach bridge, Dong Nai.
The Ho Chi Minh City Ring Road 3 project has a total investment length of about 76.34 km, passing through Ho Chi Minh City, Dong Nai, Binh Duong and Long An, with a total investment of more than 75,000 billion VND; started in June 2023, expected to be completed in September 2026. Currently, the component projects have cleared 90-100%. Construction projects have reached 22-62%.
Tan Van Interchange in Di An City, Binh Duong Province, part of component project 5 of the Ring Road 3 construction project - started in April 2024 and is expected to be completed in December 2026, with an investment of VND 1,848 billion.
Inspecting the construction site of this intersection, Prime Minister Pham Minh Chinh assessed that this is the most complex and massive intersection of the Ho Chi Minh City Ring Road 3 project as well as in our country at present.
The Prime Minister commended and thanked the construction forces working through Tet at the construction site; highly appreciated Binh Duong province for actively clearing the site, reaching nearly 90%; the Prime Minister requested to continue to complete the remaining 10% of the site; relocate technical infrastructure works, and promote construction to complete on schedule.
The Prime Minister requested the construction of a project to be submitted to competent authorities for consideration so that this intersection can be synchronously connected with the transportation system of the whole region and the whole country; so that when Ring Road 3 in general and Tan Van intersection in particular come into operation, it will ensure connectivity, synchronization, and modernity. In particular, the project to upgrade 15.3 km of My Phuoc - Tan Van road will be built to operate synchronously with Ring Road 3 of Ho Chi Minh City.
Nhon Trach Bridge, part of Project 1A, Tan Van - Nhon Trach section in Dong Nai province, is the largest bridge on Ho Chi Minh City Ring Road 3 - with a route length of 8.22 km, a total investment of nearly 7,000 billion VND, expected to be completed in September 2025.
Inspecting and encouraging the construction force of Nhon Trach bridge, Prime Minister Pham Minh Chinh praised Dong Nai province for completing the handover of 100% of the site to the construction unit; the construction units strictly followed the instructions, the construction output of the project reached 84.15% of the contract, basically meeting the progress according to the direction of the Prime Minister.
On the same afternoon, Minister Nguyen Chi Dung joined the working delegation of Prime Minister Pham Minh Chinh to encourage and give Tet gifts to officials and workers at the construction site and to inspect, urge and promote the progress of the T3 Terminal project at Tan Son Nhat Airport, Ho Chi Minh City.
The Tan Son Nhat Airport Terminal 3 Project is invested by Vietnam Airports Corporation (ACV), with a total investment of more than 10,986 billion VND; construction scale of 1 basement and 4 floors, area of 112,500 m2 with a transport capacity of 20 million passengers/year, equivalent to 7,000 passengers/peak hour. Terminal T3 is connected by 11 passenger bridges.
The project started in August 2023. Up to now, the main works have been basically completed, with the total volume of work done reaching about 83%; striving to complete the entire project, to operate and put the station into operation on April 30, 2025 (about 3 months ahead of schedule).
ACV reported that the project implementation progress was controlled, without any difficulties or problems, and relevant agencies guided and inspected the procedures for project acceptance, fire prevention and fighting acceptance, and project exploitation licensing.
It is expected that the bridge project will be completed on February 20, 2025; the elevator and escalator system will be fully installed in February 2025; the telescopic bridge system will be completed in January 2025; the baggage conveyor system will be completed in February 2025; and the X-ray machine system is expected to be completed in February 2025.
After inspecting the construction site and giving instructions at a meeting with ministries, branches, agencies and units, the Prime Minister acknowledged and commended all relevant entities for their efforts in implementing the project with the spirit of "only discussing work, not backtracking". During this Tet holiday alone, about 600 cadres and workers stayed at the construction site.
The Prime Minister commended Ho Chi Minh City for promptly deploying and basically completing the connecting traffic system; the Ministry of National Defense for closely and effectively coordinating in site clearance work; and thanked the people for giving up their land for the project.
The Prime Minister highly appreciated ACV's progress and maturity in the project implementation process. The achievements, results and experience in implementing Tan Son Nhat Terminal 3 will help ACV and related agencies gain more confidence and courage to carry out other larger infrastructure projects, including the Long Thanh airport project./.
