(MPI) - The key administrative procedure reform plan for 2025 issued in Decision No. 240/QD-TTg dated February 4, 2025 sets out the goal of thoroughly grasping and implementing the direction of the Politburo on administrative procedure reform (AP) in Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation and tasks and solutions as required by the National Assembly in Resolution No. 142/2024/QH15 dated June 29, 2024 and programs, plans, projects and documents issued by the Government and the Prime Minister, ensuring effective implementation and completion of the goals and targets set in 2025 and the 2021-2025 period.

Strengthen strict control over the issuance of regulations on administrative procedures in projects and draft legal documents; strictly implement the assessment of policy and administrative procedure impacts in making proposals, projects and draft legal documents; improve the effectiveness of consultation with affected subjects, appraisal and examination work according to the provisions of law.

Continue to review, reduce and simplify administrative procedures effectively and substantially, focusing on reducing licenses at ministries, branches and localities and immediately eliminating regulations and administrative procedures that are barriers to production and business activities of enterprises, domestic and foreign investors and people's lives to remove bottlenecks, free up resources, save costs for people and businesses, and improve the investment and business environment.

Comprehensively innovate the handling of administrative procedures and the provision of public services regardless of administrative boundaries; successfully pilot the model of a one-level public administrative service center under the provincial People's Committee; improve the quality of online public services and digital services for people and businesses, towards providing comprehensive, personalized and data-based online public services.

Closely linking administrative procedure reform with digital transformation, implementing Project 06, modernizing direction, administration, and serving people and businesses, creating strong changes, innovating thinking and actions; applying scientific and technological achievements, advanced methods, and boldly piloting new initiatives and solutions to meet practical requirements and development trends.

Strengthening supervision, evaluation and accountability of state agencies and competent persons in serving the people; improving the quality of cadres, civil servants and public employees working on administrative procedure reform.

The plan clearly states, thoroughly grasps and implements the Politburo's direction on administrative procedure reform in Resolution No. 57-NQ/TW dated December 22, 2024 and the tasks and solutions as required by the National Assembly in Resolution No. 142/2024/QH15 dated June 29, 2024 and the programs, plans, projects and documents issued by the Government and the Prime Minister, determined to complete the goals and targets assigned by the Government and the Prime Minister in 2025 in Resolution No. 01/NQ-CP dated January 8, 2025, Resolution No. 02/NQ-CP dated January 8, 2025 of the Government and the 2021-2025 period in Resolution No. 76/NQ-CP dated July 15, 2021, Resolution No. 68/NQ-CP dated May 12, 2020. of the Government and Decision No. 468/QD-TTg dated March 27, 2021, Decision No. 06/QD-TTg dated January 6, 2022, the Prime Minister requested the Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on directing the implementation of 3 specific tasks.

Firstly, reforming regulations on administrative procedures and regulations related to business activities (QDKD). Accordingly, controlling regulations on administrative procedures right from the stage of drafting legal documents: Ministries, branches and localities strictly control and strictly implement the assessment of policy and administrative procedure impacts in proposals for drafting, projects and draft legal documents; fully receive and explain opinions on appraisal and examination of policies and administrative procedures; improve the effectiveness of consultation with affected subjects, ensuring proper implementation according to the requirements of the Law on promulgation of legal documents; regularly monitor and track the implementation of regulations and administrative procedures after they are promulgated; promptly listen to and detect to amend and supplement regulations and administrative procedures that are no longer suitable...

Reduce and simplify administrative procedures, administrative procedures and decentralize the authority to handle administrative procedures to facilitate people and businesses: Ministries and ministerial-level agencies urgently develop, submit for promulgation or promulgate under their authority amendments to legal documents in the form of one document amending many documents to reduce and simplify administrative procedures, administrative procedures and citizen papers related to population management according to the reduction and simplification plans approved by the Government and the Prime Minister; organize the implementation of the License Reduction Program at ministries, branches and localities and transfer some licensing tasks and activities to businesses and social organizations for the period 2025-2030 immediately after being approved by the Government; review and simplify administrative procedures in management and implementation of tasks of developing science, technology, innovation and national digital transformation...

Reduce and simplify internal administrative procedures in the state administrative system: Ministries, branches and localities urgently review and fully publicize internal administrative procedures between state administrative agencies, between ministries and agencies with Departments, Divisions and equivalents, between provincial People's Committees with departments, branches and district People's Committees; focus on developing, submitting for promulgation or promulgating under their authority amendments to documents to implement plans to reduce and simplify internal administrative procedures approved by the Prime Minister, Ministers, Heads of ministerial-level agencies and Chairmen of People's Committees of provinces and centrally run cities; review and restructure internal administrative procedures in the following areas: Planning; strategy; human resources; finance - accounting; archives; assets; emulation - rewards...

Second, innovate the implementation, settlement of administrative procedures, and provision of public services to serve people and businesses. Accordingly, ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities shall promptly, fully and accurately announce and publicize administrative procedures on the national database on administrative procedures as prescribed; strictly implement the sending and receiving of electronic documents, and process the entire work dossier in the electronic environment; 100% of administrative procedure dossiers must be received and resolved on the administrative procedure settlement information system at the ministerial and provincial levels and connected and synchronized with the National Public Service Portal so that people and businesses can monitor and evaluate the implementation process.

Promote the implementation of full-process online public services and partial online public services; strive to achieve by the end of 2025 100% of administrative procedures meeting the conditions prescribed by law to be provided in the form of full-process online public services, at least 80% of administrative procedure records are processed completely online; encourage people and businesses to perform administrative procedures in the electronic environment; minimize time and travel costs for submitting records and receiving results of administrative procedure settlement by organizations and individuals; increase publicity and transparency when handling administrative procedures; accelerate the digitization of records and results of administrative procedure settlement; clean data, link digitization with the performance of tasks of cadres, civil servants and public employees in the process of receiving and handling administrative procedures; reuse digitized data between ministries, branches and localities through connecting and sharing data with the Personal and Organizational Data Management Warehouse on the National Public Service Portal.

Organize to strictly receive and handle the reflections and recommendations of individuals and organizations and direct and propose the Administrative Procedure Reform Working Group and the Prime Minister's Administrative Procedure Reform Advisory Council on recommendations, proposals, problems and difficulties related to mechanisms, policies and administrative procedures that are barriers to production and business activities of enterprises and people's lives. Organize to inspect, verify and clarify acts of harassment and difficulties in handling administrative procedures and strictly handle related organizations and individuals in accordance with regulations...

The People's Committees of the provinces and cities: Hanoi, Ho Chi Minh City, Quang Ninh, Binh Duong, Bac Ninh closely coordinate with the Government Office in organizing the pilot implementation of the One-level Public Administration Service Center Model under the Provincial People's Committees according to the direction of the Government, reporting to the Prime Minister on the implementation results before December 10, 2025.

The Government Office shall preside over and coordinate with the Ministry of Public Security and relevant ministries and branches to research, develop, submit to the Government and the Prime Minister for amendment, supplementation and replacement of relevant legal provisions on the National Public Service Portal to ensure a legal corridor for the development, management, operation, exploitation and provision of online public services on the National Public Service Portal at the National Data Center; preside over and coordinate with the Ministry of Public Security and relevant ministries, branches and localities to upgrade and develop the National Database on Administrative Procedures and the PAKN Information System on the National Public Service Portal in the direction of applying artificial intelligence to support people and businesses in accessing information on administrative procedures, promptly grasp and detect difficulties and problems regarding mechanisms, policies, administrative procedures, etc.

Third, direct and operate in the electronic environment associated with administrative procedure reform. Ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities develop and complete the reporting information system towards forming a command and operation information system of ministries, branches and localities connected with the command and operation information system of the Government and Prime Minister according to regulations; connect and share information and data with the command and operation information system of other ministries, branches and provincial People's Committees when requested, to be completed in the third quarter of 2025.

Deploy the Document Management and Operation System, connect with the National Document Interconnection Axis system, the Government and Prime Minister's task tracking system, and internal systems of ministries, branches, and localities to ensure online direction and operation, based on data and the entire process, to be completed in the third quarter of 2025.

The Government Cipher Committee promotes the deployment and integration of specialized digital signatures for public service for document management and administration systems in state agencies in the electronic environment; to be completed in the third quarter of 2025.

The Government Office shall preside over and coordinate with ministries, branches, provincial People's Committees, relevant agencies and organizations to coordinate, connect, communicate, integrate and share information between information systems serving the direction and administration of the Government and the Prime Minister with information systems and databases of ministries, branches and provincial People's Committees serving the leadership, direction and administration of the Government and the Prime Minister in accordance with the law; organize the monitoring and assessment of the quality of information and data connected and integrated to serve the direction and administration of the Government and the Prime Minister./.
