The events of the 2023 Chairmanship will be held in two phases, in June (in Da Nang) and October (in Quang Ninh). From June 13 to 16, 2023, Vietnam will chair the 42nd meeting of the ASEAN Committee on Disaster Management (ACDM) and related meetings.
Vietnam has been demonstrating a spirit of “proactivity, positivity and responsibility” in ASEAN cooperation, in which disaster management is an important content in the Socio-Cultural Community pillar of ASEAN cooperation.
Hosting a major forum on disaster management in the ASEAN region is Vietnam's obligation, and at the same time an opportunity for us to proactively lead, improve efficiency, position and demonstrate Vietnam's role in ASEAN cooperation on disaster management in particular and in building the ASEAN Community and relations between ASEAN and its partners in general.
“From Response to Early Action and Resilience: ASEAN Aims for Global Leadership in Disaster Management” is the theme proposed by Vietnam and unanimously selected by the disaster management agencies of ASEAN countries for regional cooperation on disaster management in 2023.
Although “early action” is a new concept for Vietnam in particular and the region in general, it is essentially activities and intervention measures in the pre-disaster prevention phase that agencies in the field of disaster prevention and control have been proactively implementing based on forecasts, early warnings or pre-disaster risk analysis. The increasing focus of ASEAN countries on early action demonstrates an increased commitment to innovative approaches in disaster risk management and mitigation.
Many statistics show that early action helps to minimize loss of life and property, and strengthen community resilience. The ASEAN Framework for Early Action in Disaster Management was promoted by ACDM during the period from November 2021 to May 2022, with the aim of ensuring that early warnings are translated into effective early actions, thereby minimizing the impacts of natural disasters across the region.
It is expected that at the 11th ASEAN Ministerial Meeting on Disaster Management (AMMDM) held in Quang Ninh (Vietnam) in October 2023, countries will adopt the Ha Long Declaration on Early Action in ASEAN Disaster Management.
By constantly innovating and promoting cooperation among member states in the field of disaster management, ASEAN is also committed to realizing the ASEAN vision of becoming a global leader in disaster management through the exchange and sharing of knowledge and practical experience, as well as contributing to global efforts in responding to disaster risks. That is also the message that the ASEAN Year of Disaster Management Cooperation 2023 wants to convey.
Mr. Pham Duc Luan - Director of the Department of Dyke Management and Natural Disaster Prevention and Control, Chief of the Standing Office of the National Steering Committee for Natural Disaster Prevention and Control said: As the Chair of the ASEAN Committee on Disaster Management in 2023, and also the Chairman of the AHA Center Management Board, Vietnam has proactively led and oriented this cooperation by coordinating with the AHA Center and the ASEAN Secretariat to work with relevant parties and ASEAN Partners to mobilize resources to implement the ASEAN Agreement on Disaster Management and Emergency Response Work Program for the period 2021-2025.
In addition to chairing and organizing the 11th ASEAN Ministerial Meeting on Disaster Management, the Meeting of the Parties to the ASEAN Agreement on Disaster Management and Emergency Response (AADMER), the Ministerial Meeting with ASEAN Partners (China, Korea, Japan), the 42nd and 43rd annual meetings of ACDM in Vietnam as Chair, Vietnam also proactively participates in regional activities to promote cooperation within ASEAN and its partners.
Specifically, Vietnam has guided relevant units (rescue, medical, localities) to participate in the ASEAN regional emergency response exercise (ARDEX) in Indonesia; mobilized and deployed ASEAN humanitarian assistance in Myanmar in response to storm Mocha; coordinated with Singapore, the ASEAN Secretariat, and the AHA Center to organize major events on the occasion of the 20th anniversary of the establishment of ACDM.
In addition, organize forums and seminars for ASEAN countries to introduce their experience in natural disaster prevention, and at the same time introduce Vietnam's people, nature, culture and achievements to international friends; build the "Ha Long Declaration on Early Action in ASEAN Disaster Management" to mark the year of the chairmanship; not only be active in multilateral cooperation mechanisms, with the position of Chairman, also pay great attention to promoting bilateral cooperation mechanisms within ASEAN; make efforts to support East Timor in the process of officially joining ASEAN.
