Promote disbursement of projects with low disbursement rates

As of October 20, Nghe An province has disbursed 52% of the above capital, higher than the same period in 2023. The remaining undisbursed capital is nearly 2,620 billion VND. Therefore, on the morning of October 23, the Provincial People's Committee organized a meeting with units and investors with large remaining undisbursed capital, and a low disbursement rate of public investment capital in 2024. Comrade Bui Thanh An - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired.

Overview of the meeting.

The report of the Department of Planning and Investment shows that, of the nearly 2,620 billion VND that has not been disbursed, there are: 2,210 billion VND of the capital plan for 2024 (accounting for nearly 46%) and 409 billion VND of the capital plan from previous years extended to this year (accounting for nearly 64%). At this point, the whole province has 16 units that have disbursed below the average level and 4 units that have disbursed above the average level. There are 314 out of 671 projects with a disbursement rate below the average level of the province. The total capital of these units that has not been disbursed is more than 2,050 billion VND, accounting for nearly 78.3% of the undisbursed capital of the whole province.

The reasons for the difficulties in disbursement are problems in site clearance (20 projects); in the process of implementing investment procedures (33 projects); lack of supply of raw materials and labor in some mountainous areas; some investors have not actively implemented construction and disbursement. For the 3 national target programs, including socio-economic development in ethnic minority areas and sustainable poverty reduction, the main reason is the problems in site clearance; the time for implementing bidding procedures and converting forest use purposes is prolonged.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Bui Thanh An stated that, up to this point, many difficulties related to public investment disbursement and the 3 National Target Programs have been resolved. Disbursement of public investment capital in Nghe An has had many positive changes, higher than the national average. There are only 2 months left until the end of the year, while unfavorable weather conditions are challenges for the whole province to complete the disbursement target of over 95% in 2024. Therefore, the Vice Chairman of the Provincial People's Committee requested departments, branches, localities and investors to be determined and make efforts; closely follow the plan and commitments from the beginning of the year to focus on solving difficulties and problems; absolutely do not disburse below 95%; investors must closely follow the construction site to speed up progress. For projects that are still stuck, focus on completing documents; remove difficulties to pay compensation for site clearance. At the same time, assign specific tasks to a number of departments and branches. In particular, the Department of Planning and Investment continues to review to advise on adjustments and capital transfers within its authority, to be completed before November 15; provide maximum support to resolve project records and procedures... The Department of Natural Resources and Environment prioritizes speeding up the appraisal of site clearance measurement records.
