The Department of Planning and Investment of Thua Thien Hue has just coordinated with the Department of Enterprise Development and the Department of Business Registration Management (Ministry of Planning and Investment) to organize a workshop to discuss and remove difficulties in business registration and support small and medium enterprises.

Overview of the Workshop.

According to the report of the Department of Planning and Investment of Thua Thien Hue, in 2024, the estimated economic growth rate of Thua Thien Hue is 8.5-9.0%. The gross regional domestic product (GRDP) is estimated at VND 81,844.5 billion (current price), the average GRDP per capita by the end of 2024 is estimated at VND 69.7 million, equivalent to USD 2,850-2,900, an increase of 11.5% over the same period. The state budget revenue is estimated at about VND 13,600 billion, an increase of 12% over the same period.

In the first 10 months, the number of tourists to Hue is estimated at 3,254.4 thousand; tourism revenue is estimated at 6,662 billion VND, up 14.3% over the same period; total retail sales of goods and social consumer services are estimated at 47,293.2 billion VND, up 14.8% over the same period; Export turnover of goods is estimated at 1,008.71 million USD, up 17.5% over the same period.

According to the Department of Planning and Investment of Thua Thien Hue, up to now, there are nearly 6,200 enterprises operating in Thua Thien Hue province. In the first 10 months of 2024, Thua Thien Hue has more than 1,150 newly established enterprises and units (of which the number of newly established enterprises is 660 enterprises with a total registered capital of VND 2,700 billion; an increase of 11% in quantity and a decrease of 69% in capital compared to the same period. It is expected that about 800 enterprises will be granted new business registration in 2024 with a total registered capital of about VND 3,300 billion.

Attending and speaking at the Workshop, Mr. Bui Anh Tuan, Director of the Department of Enterprise Development, Ministry of Planning and Investment, said that in the coming time, enterprises will continue to face many subjective and objective risks and challenges and more than ever need the companionship and support of agencies and organizations supporting small and medium enterprises from central to local levels.

According to Mr. Tuan, in recent times, the Department of Enterprise Development, Ministry of Planning and Investment has proactively advised competent authorities to issue many policies and guidelines to support businesses, from creating a favorable and equal business environment to mechanisms and policies to support small and medium enterprises.

Resolutions on supporting businesses to recover from the pandemic and develop sustainably, such as Resolution 35/NQ-CP in 2016, Resolution 105/NQ-CP in 2021, Resolution 58/NQ-CP in 2023..., especially the Law on Support for Small and Medium Enterprises in 2017 - this is the highest legal document on supporting small and medium enterprises in Vietnam, contributing to the formation of a dynamic, creative, healthy, effective and sustainable small and medium enterprise sector and private enterprises.

However, supporting small and medium-sized enterprises from the state budget still faces many challenges, especially in the process and procedures of budget spending.

Director Bui Anh Tuan emphasized that, with the responsibility of being the Government's general advisory body on supporting businesses, in the context of huge challenges, to support businesses to proactively adapt, recover quickly and develop sustainably, through the Department of Enterprise Development, it is recommended that localities in the coming time need to provide maximum support for business development, considering removing barriers and difficulties for businesses as the top political task. Promoting the spirit of companionship, sharing, and standing side by side with the business community.

Continue to promote the implementation of business support activities, focusing on promoting digital transformation and innovation in businesses, supporting businesses to participate in the value chain based on the advantages and strengths of the region and locality.

Arrange and integrate resources to support businesses and small and medium enterprises to improve competitiveness, sustainable production and business, transform structure and technology towards modernity, and reduce carbon emissions.

Regarding business registration, the People's Committee of Thua Thien Hue province has agreed to support 100% of the postal delivery costs for business registration results and directed the Department of Planning and Investment to receive 100% of business registration applications online and return 100% of results via public postal services.

According to Vice Chairman Phan Quy Phuong, the work of supporting enterprises in the province has also been put into practice and has been highly appreciated by the business community. In addition to central policies, the province has issued and implemented a number of policies to support small and medium enterprises such as raising the level of support for enterprises to a higher level than the provisions of Decree 80 on guiding the implementation of a number of articles of the Law on supporting small and medium enterprises, implementing policies to support production and business premises in industrial parks and clusters, supporting accounting costs for business households converting to enterprises; supporting public digital signatures and electronic invoices for newly established enterprises...

“The above achievements are very remarkable, however, to continue to facilitate people and businesses, towards a modern public administrative service, there needs to be effective participation and coordination between management agencies and the community in proactively researching and proposing solutions to improve the business investment environment. This is a key task that each of us sitting here is concerned about,” Vice Chairman Phan Quy Phuong emphasized.

At the workshop, local leaders and businesses discussed, asked questions, and shared experiences about difficulties and problems so that experts from the Department of Enterprise Development and the Department of Business Registration Management could help answer and remove many important "bottlenecks" to help officials working on business registration and supporting businesses in localities to further improve their professional qualifications, thereby quickly processing business registration dossiers and more effectively implementing business support activities in the area.
