On the morning of February 1 (the 4th day of the Lunar New Year), in Binh Duong province, Prime Minister Pham Minh Chinh gave the order to start construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, the section passing through Binh Duong province.
Strategic route connecting the Central Highlands
At the groundbreaking ceremony, the Prime Minister commended Binh Duong province and investors for actively implementing preparations for the project to start construction in early spring of the new year of At Ty 2025.
Prime Minister Pham Minh Chinh and delegates gave the order to start construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, through Binh Duong province on the morning of February 1.
This is a strategic route, connecting inter-regional highways, from the Southeast to the Central Highlands. The Prime Minister said that this route is not only important for Binh Duong province but also for Binh Phuoc and the Central Highlands provinces. Mobilizing domestic resources for investment is very important, because the budget capital is somewhat limited.
Today, the construction of the section through Binh Duong started, but the 3km section through Ho Chi Minh City and the 7km section through Binh Phuoc have not started yet. The Prime Minister requested that the two localities actively speed up the completion of procedures to start construction soon, synchronize and smoothly complete the project.
In addition, the Chon Thanh - Gia Nghia expressway section has not yet completed procedures. The Prime Minister requested that in the first quarter, localities and ministries must complete all procedures to start the project. Once completed, the expressway will connect Ho Chi Minh City to the Central Highlands.
“This is a project of special importance, people are waiting day and night, there is no reason for ministries, branches and localities to hesitate. We must implement the project soon and quickly to start construction. This is an order from the heart,” the Prime Minister emphasized.
The head of the Government also requested Ho Chi Minh City and Tay Ninh to complete procedures to soon start the expressway project connecting the two localities.
Shorten construction time
Regarding the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, the Prime Minister welcomed investors who have been very proactive in implementing procedures to soon start the project. The Prime Minister asked Binh Duong to review procedures to comply with the law. Resolutely fight against negativity and corruption in the process of project implementation.
The Prime Minister requested to complete procedures to start construction of two sections through Ho Chi Minh City and Binh Phuoc, and to start construction of the Chon Thanh - Gia Nghia expressway in the first quarter of 2025.
Regarding progress, the head of the Government said that the route is only 52km long, and most people have agreed to hand over the land. It is necessary to implement the project in the spirit of "eating quickly, sleeping urgently, overcoming the sun and overcoming the rain" to shorten the progress, completing it on September 2, 2026, instead of completing it by early 2027 as planned.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, the section through Binh Duong province, is over 52km long, planned with 6 expressway lanes, designed speed of 100km/h. This is the first expressway connecting Ho Chi Minh City with Binh Duong, Binh Phuoc and continues to connect with Gia Nghia - Chon Thanh Expressway to connect to the Central Highlands.
In phase 1, the project will invest in 4 lanes, a continuous emergency lane along the entire route, and a roadbed width of 25.5m. The total investment is over VND 8,833 billion, implemented under the public-private partnership (PPP) method. The implementation period is 36 months from the effective date of the contract.
The investor consortium includes the Industrial Development and Investment Corporation (Becamex IDC), the Infrastructure Development Joint Stock Company (Becamex IJC), Becamex Binh Phuoc Infrastructure Development Joint Stock Company (BCMC) and Deo Ca Group Joint Stock Company.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway is of special importance in connecting the Southeast and Central Highlands regions.
Mr. Vo Van Minh, Chairman of Binh Duong Provincial People's Committee, said: The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway connects Ho Chi Minh City Ring Road 3 to Chon Thanh town (Binh Phuoc province), creating development momentum for the Southeast region, expanding urban and industrial space.
When the Chon Thanh - Gia Nghia expressway is completed, it will continue to connect with the Central Highlands region, creating regional connectivity, promoting socio-economic development, while ensuring national defense and security. The project also contributes to realizing the goal of 5,000 km of expressway set by the Party and Government in the 2021-2030 period.
Mr. Minh affirmed that Binh Duong will continue to accompany investors and businesses, promote advantages, take advantage of opportunities to develop strongly and sustainably, making the province an attractive destination in the region.
At the groundbreaking ceremony this morning, Binh Duong province awarded 7 social housing projects worth nearly VND8,500 billion, expected to provide 9,200 apartments as homes for workers and low-income people, contributing to ensuring social security.
At the same time, the province handed over the Decision approving the results of selecting investors for the Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway project through Binh Duong province; 7 foreign investment projects with 2 newly licensed projects, 3 adjusted projects and 2 industrial park infrastructure projects, with a total investment capital of more than 970 million USD.
