French Prime Minister uses "unique trick" to bypass Parliament, what makes him confident he won't be dismissed?

French Prime Minister Francois Bayrou has used special powers, invoking Article 49.3 of the Constitution to pass the 2025 national budget without a vote in the National Assembly.

Speaking before the French National Assembly, Mr. Bayrou defended his actions, declaring that no country can survive without a budget.

The French government is under pressure from the European Commission to control its budget deficit and rising public debt. Prime Minister Bayrou stressed that the budget would help limit the deficit to 5.4% of GDP, although this figure is still higher than most countries in the Eurozone.

On the same day, Mr. Bayrou also used Article 49.3 for the second time to pass the social security budget and may continue to use this measure in the coming days.

According to AFP news agency, using Article 49.3 of the Constitution makes it easier for the government to pass important bills, but also allows the opposition the right to propose a vote of no confidence to overthrow the government.

In total, the opposition needs 288 votes to oust the government. Although the far-right National Rally (RN) party may support the no-confidence motion, Mr Bayrou appears to be firmly in charge as the Socialists have decided not to participate in the process, giving him a crucial victory.

In December 2024, the RN party allied with left-wing parties to overthrow the government of former Prime Minister Michel Barnier.
