The Times of Israel newspaper, citing a statement from Prime Minister Benjamin Netanyahu's office, said that the country's cabinet approved the ceasefire agreement with Hezbollah brokered by the US and France on November 26 with 10 votes in favor and 1 vote against.
Expressing appreciation for US President Joe Biden for “understanding that Israel will maintain its freedom of action in implementing” the ceasefire, Netanyahu said Israel is ready to implement the ceasefire agreement with Lebanon and will “react strongly to any violation” by the Hezbollah movement.
On Lebanon's side, interim Prime Minister Najib Mikati has called on the international community to "act quickly" to stop Israeli aggression "and enforce an immediate ceasefire."
Lebanon's Foreign Minister Abdallah Bou Habib said Beirut was ready to deploy at least 5,000 troops in the south of the country after Israeli forces withdrew under a ceasefire deal. He also said the US could help rebuild infrastructure destroyed in Israeli attacks.
The sources said the ceasefire would last 60 days, with the aim of reducing the conflict and creating conditions for peaceful measures to be implemented. However, the agreement does not imply an end to the conflict but only a temporary halt to hostilities between Israel and the Hezbollah movement in Lebanon.
Specifically, Israel will withdraw its troops from the southern Lebanon area, especially positions near the border and the Litani River. Meanwhile, Lebanon will deploy at least 5,000 soldiers to the southern border area with Israel to ensure security.
At the same time, the United Nations (UN) peacekeeping force in Lebanon (UNIFIL) will increase surveillance of the area, coordinating with the Lebanese army to ensure that the area south of the Litani River is free of Hezbollah's military presence.
A five-nation commission headed by the United States will be responsible for monitoring the implementation of the ceasefire. The agreement allows Israel to retain the right to act against attacks and the buildup of arms by Hezbollah in Lebanon.
After 14 months of conflict, with more than 2 months of fierce fighting recently, the above ceasefire agreement is considered a necessary step to prevent the situation from escalating, while creating conditions for a long-term peace roadmap between Israel and Hezbollah.
In a joint statement on the ceasefire, President Biden and his French counterpart Emmanuel Macron praised “weeks of tireless diplomatic efforts.”
“The agreement is designed to permanently end hostilities,” the two leaders stressed, “and to create conditions for restoring a lasting atmosphere of calm and allowing residents of both countries to safely return to their homes” on both sides of the border.
Washington and Paris said they would work to “ensure that this agreement is fully implemented and enforced and maintain their determination to prevent this crisis from spiraling into another cycle of violence,” as well as lead international efforts to “build the capacity” of the Lebanese army.
According to a separate statement by Mr. Biden in the Rose Garden on November 26, the air ceasefire agreement includes the presence of US troops in southern areas of Lebanon, emphasizing: "This is consistent with my commitment to the people not to put our troops on the battlefield in this conflict."
On the same day, November 26, UN Secretary-General Antonio Guterres welcomed the ceasefire agreement between Lebanon and Israel, expressing hope that this agreement can end the violence, destruction and suffering that people in both countries are experiencing.
He also called on the parties to fully respect and promptly implement all commitments made under the agreement as well as steps towards full implementation of Security Council resolution 1701.
