Upon receiving information about the fire at a mini apartment building in Khuong Dinh ward, Thanh Xuan district, Hanoi, Deputy Prime Minister Tran Luu Quang and Secretary of the Hanoi Party Committee Dinh Tien Dung, representatives of the Ministry of Public Security, were present at the scene to direct the handling of the consequences of the fire.
Regarding this fire, Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 796/CD-TTg dated September 13, 2023 regarding the house fire in lane 29/70, Khuong Ha street, Thanh Xuan district, Hanoi.
Authorities remove victims from the scene of the fire.
The telegram sent to the Minister of Public Security and Chairmen of People's Committees of provinces and centrally-run cities clearly stated:
At 11:22 p.m. on September 12, 2023, a fire broke out in a house (9 floors, 1 attic) at lane 29/70, Khuong Ha street, Thanh Xuan district, Hanoi, causing extremely serious consequences, resulting in many casualties. On behalf of the Government, the Prime Minister sent his condolences to the relatives and families of the victims and gave the following instructions:
The Hanoi People's Committee directed the organization to visit carefully, promptly encourage and provide material and spiritual support to the victims' families; closely coordinate with the Ministry of Public Security to direct functional forces to focus on overcoming the consequences, promptly investigate the cause of the fire, clarify the responsibilities of related organizations and individuals; strictly handle violations (if any) according to the provisions of law.
The Ministry of Public Security, People's Committees of provinces and centrally run cities continue to seriously and resolutely implement the directions of the National Assembly, the Government, and the Prime Minister on fire prevention and fighting in the following documents: Resolution No. 99/2019/QH14 dated November 27, 2019 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting in the period 2020 - 2022, Resolution No. 102/NQ-CP dated August 9, 2022 of the Government, Directive No. 1/CT-TTg dated January 3, 2023 on strengthening fire prevention and fighting in the new situation,...; Regularly inspect and review facilities at high risk of fire in the area, especially mini apartments and rental service businesses with high population density, promptly detect and strictly handle violations according to the provisions of law.
Previously, at around 11:50 p.m. on September 12, a particularly serious fire broke out at house number 37, alley 29/70, Khuong Ha street, Khuong Dinh ward, Thanh Xuan district, Hanoi. This is a 9-storey mini apartment building with a floor area of over 200 square meters, with about 150 residents. At the time of the fire, residents were preparing to go to bed.
