Prime Minister directs three ministries to remove obstacles for karaoke business

The Prime Minister has just requested the three ministries of Public Security, Construction, and Culture - Sports and Tourism to handle fire prevention and fighting problems for karaoke businesses.

This is the Prime Minister's directive that has just been communicated by the Government Office. Previously, in April, Mr. Huynh Manh Hung (Phuc Dien ward, Bac Tu Liem district, Hanoi) represented dozens of karaoke business households in 10 provinces and cities across the country to petition the Prime Minister on a number of issues related to fire prevention, fire fighting, and rescue work.

These businesses want the Government to provide guidance on fire prevention standards to ease the karaoke industry. For establishments that have made changes as requested by inspection teams, they request that the authorities re-inspect them so that they can be accepted and put into operation, avoiding waste.

At the same time, authorities need to dialogue with karaoke business establishments to find solutions and answer their questions.

The above karaoke businesses were suspended and stopped operating due to not ensuring fire safety after inspections by the police of the provinces and cities from October 7, 2022.

The owners said that these businesses were established before Decree 136/2020 and were granted full operating licenses by competent authorities, inspected by competent authorities and concluded to ensure fire safety.

So far, they do not know how to meet the fire prevention requirements of the authorities. The new regulations do not aim to fix the problem but rather to "destroy and rebuild", causing frustration and difficulties for the facilities. Many places have been repaired according to the inspection team's request but have not yet been put into operation.

After the An Phu karaoke fire (Binh Duong) that killed 32 people in September 2022, the Ministry of Public Security conducted a comprehensive inspection of karaoke businesses.

According to a leader of the Fire Prevention and Fighting and Rescue Department (Ministry of Public Security), the unit has tightened fire prevention and fighting inspections at karaoke bars nationwide, especially in big cities. He said that many bars have been repaired but still do not meet the criteria or because the original construction structure is difficult to change, so it has not been approved.

Businesses said that currently the country has about 20,000 officially registered business establishments with an investment of up to 75,000 billion VND, a very large investment.
