(MPI) - On the afternoon of December 11, 2024, Deputy Minister of Planning and Investment Do Thanh Trung, Vice Chairman of the Inter-sectoral Appraisal Council chaired the meeting of the Inter-sectoral Appraisal Council to appraise the Pre-Feasibility Study Report to adjust the Investment Project to build Hoa Lac - Hoa Binh Road and renovate and upgrade National Highway 6, Xuan Mai - Hoa Binh section under the PPP method. Mr. Quach Tat Liem, Vice Chairman of the People's Committee of Hoa Binh province attended the meeting.
Attending the meeting were representatives of relevant ministries and branches who are members of the Appraisal Council as prescribed in Decision No. 448/QD-TTg, including representatives of the Ministries of Transport, Finance, Construction, Natural Resources and Environment, Agriculture and Rural Development, Public Security, National Defense, Justice; leaders of the State Bank of Vietnam; leaders of the Hanoi People's Committee; leaders of the Hoa Binh Provincial People's Committee; representatives of relevant departments and branches of Hoa Binh province and relevant units of the Ministry of Planning and Investment.

Speaking at the opening of the meeting, Deputy Minister Do Thanh Trung said that in Decision No. 448/QD-TTg on the establishment of an interdisciplinary appraisal council to appraise the adjustment of the Pre-feasibility Study Report of the Hoa Lac - Hoa Binh Road Construction Project and the renovation and upgrading of National Highway 6, Xuan Mai - Hoa Binh section under the public-private partnership (PPP) method, the Prime Minister requested the Council, the Chairman of the Council, Vice Chairman of the Council, Council members, and the Standing Body of the Council to exercise their respective responsibilities and powers as prescribed in Articles 10, 11, 13, and 14 of Decree No. 35/2021/ND-CP dated March 29, 2021 of the Government detailing and guiding the implementation of the Investment Law under the public-private partnership method. The appraisal report of the Interdisciplinary Council must have clear comments and recommendations in accordance with the provisions of Form No. 02, Appendix II of Decree No. 35/2021/ND-CP.
Accordingly, Deputy Minister Do Thanh Trung focused on giving opinions on appraisal contents such as assessing the authority, order and procedures for adjusting project investment; the suitability of the adjusted content with the provisions of the PPP Law; assessing the suitability with the conditions for selecting projects under the PPP method; the suitability with the basis for preparing pre-feasibility study reports; investment efficiency, the ability to recover capital for investors; the suitability when applying the mechanism of sharing the reduced revenue; capital sources and the ability to balance capital; project implementation time;...
The investment project to build Hoa Lac - Hoa Binh road and renovate and upgrade National Highway 6, Xuan Mai - Hoa Binh section under the BOT form has a total route length of 56.05 km, including: Hoa Lac - Hoa Binh road about 25.69 km, level I plain road, 2 lanes; the section through Hanoi city is 6.37 km, the section through Hoa Binh province is 19.32 km; Renovate and upgrade National Highway 6 (QL6) Xuan Mai - Hoa Binh section about 30.36 km, level II road, 2 lanes; starting point at Km38+00, ending point at Km70+932.47. The route runs entirely through Hoa Binh province.

At the meeting, Vice Chairman of the People's Committee of Hoa Binh province Quach Tat Liem briefly presented the content of the Pre-Feasibility Study Report on the Project adjustment and said that, implementing Resolution No. 106/2023/QH15 of the National Assembly on piloting a number of specific policies on investment in road construction; Decision No. 216/QD-TTg dated March 2, 2024 of the Prime Minister on decentralization and assignment of competent agencies to invest in road projects according to Resolution No. 106/2023/QH15 of the National Assembly; in which Hoa Binh province was assigned to complete investment procedures for the Hoa Lac - Hoa Binh expressway expansion project.
In which, Hoa Lac - Hoa Binh Road: Investing in building the route according to expressway standards (TCVN-5729:2012), design speed 100km/h. Arrange the roadbed width with 06 car lanes. Build a system of service roads, intersections, rest stops, traffic safety systems, works serving exploitation, control centers, intelligent traffic systems, toll stations,... ensuring synchronization and efficiency according to current standards and regulations.
The Hoa Lac - Hoa Binh Expressway expansion project is a special project, because the route is currently being operated by the investor, according to the increasing traffic demand, on the other hand, the Hoa Lac - Hoa Binh route is one of the connecting sections of Hoa Binh - Hanoi, Hoa Binh - Moc Chau, which is extremely important to soon complete the Hanoi - Hoa Binh and Moc Chau Son La expressways. From the provisions of the law and the necessary needs, adjusting the investment policy of the Hoa Lac - Hoa Binh route is very necessary.
Pursuant to Article 18 of the Law on Investment under the Public-Private Partnership (PPP) model, the People's Committee of Hoa Binh province proposes to adjust the investment policy of the Hoa Lac - Hoa Binh road construction project and the renovation and upgrading of National Highway 6, Xuan Mai - Hoa Binh section, as a basis for completing the investment preparation steps and implementing the investment in the Hoa Lac - Hoa Binh expressway expansion project according to Resolution No. 106/2023/QH15 of the National Assembly and Decision No. 216/QD-TTg dated March 2, 2024 of the Prime Minister.

Participating in the meeting, Council members gave their opinions on the Project Adjustment Pre-Feasibility Study Report; Report of the Standing Body of the Appraisal Council. The opinions basically agreed with the content of the draft report as well as the necessity of adjustment; and at the same time gave their opinions on specific contents such as adjusting the scope and scale of the project; adjusting land use needs; adjusting component projects; adjusting the total project investment; adjusting the capital structure and the state capital portion in the project; criteria in the financial plan; implementation time, capital recovery fee collection; adding the policy of changing the purpose of forest use to another purpose to implement the project.
In addition, opinions also focused on assessing the conformity with the national socio-economic development strategy and plan and related planning; the conformity of projects with the provisions of the PPP Law and specialized laws on the investment sector; the conformity with the provisions of relevant laws; on state capital and the appraisal of capital sources and the ability to balance capital;...
Concluding the meeting, Deputy Minister Do Thanh Trung highly appreciated the working spirit of the Council members; at the same time, assigned the Council's standing agency (Department of Infrastructure and Urban Development, Ministry of Planning and Investment) to synthesize the opinions of the Council members, draft a notice of the meeting's conclusion to send to the People's Committee of Hoa Binh province.
Deputy Minister Do Thanh Trung also requested Hoa Binh province to proactively study, review, and complete the dossier according to the opinions at the meeting, notify the meeting's conclusions, written opinions of the Council members and send them back to the Ministry of Planning and Investment.
The adjustment and expansion of Hoa Lac - Hoa Binh road aims to meet the planned scale, transportation needs, increase traffic connectivity between provinces in the region and the direction of the Prime Minister. The project is of a special nature, because the route is currently being operated by the investor, according to the increasingly high traffic demand, on the other hand, the Hoa Lac - Hoa Binh section is one of the sections connecting Hoa Binh - Hanoi, Hoa Binh - Moc Chau, which is extremely important for the early completion of the Hanoi - Hoa Binh and Moc Chau - Son La expressways./.
