15 tasks and solutions of the Ministry of Education and Training to implement the Government's plan in 2025

The Ministry of Education and Training (MOET) issued an Action Plan to implement Resolution No. 01/NQ-CP dated January 8, 2025 of the Government on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2025.


Accordingly, the agencies and units under the Ministry of Education and Training are determined to maintain the spirit of overcoming difficulties, solidarity, self-reliance, self-strengthening, proactive adaptation, flexibility, drastic, scientific and effective actions, actively innovating and creating in accordance with the spirit of "Discipline and responsibility; proactive and timely; streamlined and effective; creating momentum for breakthroughs" with 5 viewpoints and key directions of the Government; focusing on implementing key tasks and solutions assigned by the Government in Resolution 01/NQ-CP in 2025 for the education sector.

The 15 tasks and solutions of the Ministry of Education and Training to implement the Government's plan for 2025 are as follows:

1. Effectively carry out the task of fundamental and comprehensive innovation of education and training according to Conclusion No. 91-KL/TW dated August 13, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee and the Education Development Strategy to 2030, with a vision to 2045.

2. Focus on perfecting institutions, innovating education management, training and school administration towards modernization and international integration.

3. Complete the organization and apparatus arrangement; strengthen decentralization, delegation of authority, enhance the responsibility of leaders; further promote the work of preventing and combating corruption, waste, negativity, and group interests; tighten administrative discipline and order associated with inspection, supervision, control of power and resource allocation, and improve implementation capacity.

4. Improve the quality of preschool education, innovate the Preschool Education Program, effectively implement the 2018 General Education Program, promote the development of learning models, learning societies, and lifelong learning; strengthen the implementation of fairness and equality in access to education, improve the quality of education in ethnic minority and mountainous areas.

5. Improve the quality of human resource training, especially high-quality human resources associated with scientific research and innovation. Proactively train human resources in key sectors and fields, meeting the requirements of developing a knowledge-based economy, digital economy, green economy, circular economy, especially in basic sciences, engineering, technology, high-speed railways and new sectors such as artificial intelligence, data science, semiconductor chips, etc. Promote the implementation of real university autonomy; the number of university students per 10,000 people in 2025 will reach 220 people. Promote scientific research, transfer and application of science and technology in higher education institutions, in which priority is given to new technology fields. Effectively implement solutions to promote innovative start-up activities among students.

6. Encourage the development of new school models, digital schools, and smart schools.

7. Strengthen innovation and improve the quality of political education, ideology, ethics, lifestyle, life skills, national defense and security education, physical education, and school sports for students, in conjunction with building and promoting the system of cultural values ​​and Vietnamese people. Promote the implementation of building school culture, pay attention to educating students in patriotism, national pride, and self-respect, and arouse the desire to contribute to the development of a prosperous and happy country.

8. Ensure fairness and equality in people's access to education (including attention to ethnic minorities, people living in mountainous areas, areas with particularly difficult economic and social conditions, etc.); continue to improve the national education system towards openness, connectivity, fairness, equality, promote a learning society and lifelong learning; promote the building of a learning society.

9. Develop a team of teachers, lecturers and educational institution managers to ensure sufficient quantity and improve quality, meeting the requirements of educational and training innovation. Continue to address the shortage of teachers at all levels, especially in areas with particularly difficult socio-economic conditions, ethnic minority and mountainous areas.

10. Strengthening facilities, ensuring the quality of education and training activities; effectively using the state budget and mobilizing investment resources for education.

11. Promote the application of information technology and digital transformation in education; complete education sector databases, interconnect education sector data and connect with national databases. Promote administrative reform, enhance the implementation of administrative procedures through online public services and One-stop-shop and One-stop-shop Departments.

13. Strengthen inspection, examination and handling of violations in the field of education and training.

14. Strengthen communication and education work.

15. Effectively implement emulation movements throughout the industry.
