(MPI) – Authorized by the Prime Minister, Deputy Prime Minister Tran Hong Ha has just signed Decision No. 236/QD-TTg promulgating the Plan to implement the Master Plan for sustainable exploitation and use of coastal resources for the 2021-2030 period, with a vision to 2050.
The purpose of the Plan is to effectively implement Decision No. 1117/QD-TTg dated October 7, 2024 of the Prime Minister approving the Master Plan for exploitation and sustainable use of coastal resources for the 2021-2030 period, with a vision to 2050; to determine the implementation roadmap to ensure the achievement of the objectives of the Master Plan for exploitation and sustainable use of coastal resources.
Identify key tasks and solutions, a list of priority programs and projects for the period up to 2030; allocate and use resources and tasks, and coordinate between ministries, sectors, and coastal localities in implementing the Master Plan for sustainable exploitation and use of coastal resources; promote the implementation of relevant programs and projects within the coastal area approved by the Government and the Prime Minister.
The plan sets out key tasks by 2030, including: Completing institutions and policies; implementing zoning for exploitation and use of resources and developing marine economic sectors in coastal areas; investigating and evaluating coastal resources to serve the needs of conservation and socio-economic development; completing infrastructure to serve socio-economic development in coastal areas; protecting the environment, preventing natural disasters and responding to climate change and rising sea levels; applying science and technology and enhancing human resource development.
In particular, the Plan implements the organization of zoning for exploitation and use of coastal resources in regional and provincial planning; completes the establishment and placement of markers for coastal protection corridors in coastal provinces and centrally-run cities according to the provisions of the Law on Marine and Island Resources and Environment.
Survey, investigate, evaluate and identify areas that can be reclaimed from the sea for sustainable development and prosperity of Vietnam's coastal areas according to Resolution No. 48/NQ-CP dated April 3, 2023 of the Government approving the Strategy for sustainable exploitation and use of resources, protection of marine and island environment by 2030, with a vision to 2050; effectively implement the Project to expand and establish new marine protected areas, aquatic resources protection areas, and restore marine ecosystems by 2030 to ensure that the area of marine and coastal protected areas reaches 6% of the natural area of Vietnam's sea according to Decision No. 1539/QD-TTg dated December 10, 2024 of the Prime Minister.
Implement the construction of a multi-purpose, synchronous, modern coastal infrastructure system that adapts to climate change and rising sea levels according to relevant national sectoral plans approved by the Government and the Prime Minister; focus resources on implementing programs, projects, and tasks on developing maritime communications and digital economic infrastructure in coastal areas according to the Information and Communications Infrastructure Plan for the 2021-2030 period, with a vision to 2050, and other relevant plans approved by the Prime Minister.
Promote digital transformation in the management, exploitation and use of marine, island and coastal resources; strive to complete and interconnect the information system and database on marine and island resources and environment in a centralized and unified manner by 2025. Develop and implement the Project to improve living standards and ensure livelihoods for people in the coastal areas of Vietnam in the direction of gradually changing occupations and creating sustainable livelihoods for coastal communities.
In the Plan, the Prime Minister assigned the Ministry of Planning and Investment to preside over reviewing, synthesizing and submitting to competent authorities for consideration, arrangement and assignment of medium-term and annual investment plans to implement programs, projects, tasks assigned in the Plan for implementing the Master Plan for exploiting and sustainably using coastal resources in accordance with the provisions of law; preside over and coordinate with the Ministry of Natural Resources and Environment and relevant agencies to research and submit to competent authorities for promulgation of appropriate mechanisms and policies to attract and mobilize other capital sources other than public investment to effectively implement the Plan and the Plan for implementing the Master Plan for exploiting and sustainably using coastal resources.
Regarding the planned implementation of important programs, projects and priorities, the Ministry of Planning and Investment will coordinate with relevant ministries, departments, sectors and coastal localities to develop a project to improve living standards and ensure livelihoods for people in Vietnam's coastal areas.
Regarding institutional development and policies for planning implementation, the Ministry of Planning and Investment shall coordinate with relevant ministries, sectors and localities with sea to develop policies to support and encourage the development of ecological, green and circular models in socio-economic development, especially the development of ecological urban areas, green urban areas, smart urban areas, industrial parks, green and circular economic zones to reduce waste into the marine environment, and submit them to the Prime Minister in 2026; Research, develop and pilot the application of incentive and preferential policies higher than those currently implemented for particularly difficult areas in areas with the function of combining economic development with ensuring national defense and security in 2026./.
