The first public-private partnership education model in Vietnam

On January 25, Deputy Minister of Education and Training Ngo Thi Minh and her delegation visited and worked at One Sky Preschool Care and Education Center (Lien Chieu District, Da Nang City), which is raising children of poor workers.

Ms. Nguyen Thi Hien, Country Director, Director of One Sky Preschool Care and Education Center, said the center was established in 2017, including 17 classes, with a capacity of 262 students. Currently, the center has 300 students and teachers and this is the first public-private partnership model in the education sector in Vietnam.

"With the facilities, ratio of young teachers, curriculum and teaching methods, this is a school exclusively for poor children. The criteria for admission to the school are children of industrial park workers, children who do not have a home, and an average income of less than 4 million VND/month. Then, they are drawn to study. In the past 7 years, the center has raised more than 850 children from 6 months to 6 years old. Children here are cared for from 6:30 am to 6 pm. Tuition is 800,000 VND/child. And so far, 279 children have completed preschool and entered first grade," Ms. Hien informed.

According to Ms. Hien, with the market price, studying here would cost no less than 8-10 million VND/month/child, but here it is only 800,000 VND/month/child. This has reduced the cost burden and created a good learning environment for students. It is estimated that each year, 2.5 billion VND of state budget is saved.

According to Ms. Hien, the center is also a community learning place for preschool teachers, managers and a training place for young parents who are industrial park workers on parenting skills.

Ms. Hien also added more about the strategic plan for the period 2024-2028. Including improving the quality, TOT One Sky training program for independent preschools. Improving the quality of care and education for preschool children in areas with industrial parks in 18 provinces with large industrial parks nationwide.

Speaking at the meeting, Deputy Minister of Education and Training Ngo Thi Minh praised the results that the center has achieved in recent times. "The center has cared for the children of industrial park workers in difficult circumstances. The Ministry of Education and Training will coordinate with the Vietnam General Confederation of Labor to have more models of care for workers' children, with the hope that young children will develop comprehensively," the Deputy Minister emphasized.

Wish all poor workers can send their children to school

Ms. Vu Thi Trang (from Bac Ninh, a worker at Mabuchi Motor Da Nang Co., Ltd.) has 2 children studying at One Sky. She said that after the Covid-19 pandemic and the economic downturn, workers' lives have been very difficult. Ms. Trang's 2 children were lucky to be on the list to study at One Sky. This is probably what makes her family happy because the total income of the couple is not enough to cover the education of the 2 children. Therefore, when Ms. Trang's 2 children reached the age to go to school, Ms. Trang's family thought a lot because they were worried that they could not afford the tuition and would let 1 child stay at home.

Workers want more models like One Sky Center to ease the economic burden on workers.

"My husband and I's salary can hardly cover the tuition fee of 2.5 to 3 million VND/month/child. So my husband and I had to consider which child to send to school, the other child had to drop out. Luckily, both children were accepted into One Sky and did not have to suffer the fate of being uneducated," Ms. Trang said emotionally.

At the meeting with the Deputy Minister of Education and Training, many other workers expressed their desire to establish more models like One Sky Center to reduce the economic burden on workers, but still ensure a quality learning environment for their children in their early years.

Ms. Ngo Thi Minh, Deputy Minister of Education and Training, commented that this is a model that no other place in the country has, so it needs to be replicated.

"The Government has a project for comprehensive development of children from 0 to 8 years old. However, there are not many good and suitable models for adaptation, although the Party and the State are paying much attention. There are many different ways to do it, but especially the issue of public-private partnership to have good models to help children of workers in industrial parks and export processing zones, where working hours are unstable and income is still difficult," the Deputy Minister commented.

Also at the program, Deputy Minister Ngo Thi Minh, on behalf of the Ministry of Education and Training, presented 2 televisions to One Sky Preschool Care and Education Center in Da Nang City. At the same time, more than 40 Tet gifts were presented to families of children in especially difficult circumstances.
