The Ministry of Education and Training has just announced a draft Circular regulating the storage period of records and documents in the field of education and training, replacing the circular regulating the storage period of professional documents of the education sector issued in 2016.
Accordingly, the draft Circular stipulates the storage period for records and documents in the field of education and training applicable to units under and directly under the Ministry of Education and Training; Departments of Education and Training; Departments of Education and Training; preschool, general education, continuing education, universities, colleges of education, specialized schools, other educational institutions carrying out educational activities under the state management responsibility of the Ministry of Education and Training and related agencies, organizations and individuals.
200 types of records and documents are permanently stored
Accordingly, in this regulation, there are more than 200 types of records and documents that are permanently stored. For example, records approving the policy of establishing or permitting the establishment of universities, records recognizing private universities operating not for profit, records permitting training to the university level.
University admissions documents are among the permanently archived documents in the education sector.
Documents on admission to doctoral, master's, university and college of education degrees such as records determining annual admission targets, records developing plans to ensure quality of admission input, benchmark scores, admission decisions, and admission lists.
Documents on university graduation recognition such as graduation recognition and degree granting decisions, graduation lists, graduation recognition records; records and documents on doctoral training such as records of training permission, suspension of enrollment, revocation of the decision to allow training in doctoral majors and specialties; records of permission to cooperate in doctoral training with domestic educational institutions; transcripts summarizing learning results by semester, school year, course; records of graduation recognition and doctoral degree granting; records of basic-level doctoral thesis evaluation; records of requesting defense of doctoral thesis at school or institute level, etc.
Records and documents kept for 20 years or more
Regarding the 70-year storage period, there is only one file to build a database of civil servants, teachers, and educational administrators. This is new content, previously not included in the 2016 circular.
There are 3 types of documents that are archived for 30 years, including master's thesis evaluation records, master's thesis appraisal records and processing of master's thesis appraisal results in case of a complaint and the master's thesis is assessed by the evaluation council as meeting the requirements or higher.
There are more than 80 paper records that are required to be stored for 20 years, such as records of the establishment of the school council and the appointment of the chairman of the council of public universities; documents on university graduation recognition; university graduation projects and theses that are assessed by the council as satisfactory or higher; records of programs and scientific research topics of lecturers and researchers at the ministry and industry level; records of selection and allocation of pre-university students to study at universities, colleges, and intermediate schools; summary tables of learning and training results of primary school students, etc.
Records and documents kept for 2-10 years
Archived for 10 years are the following documents: transcripts of each subject including test scores, exam scores, university course scores; records of approval of university end-of-course exam results; records of approval of end-of-course exam results, transcripts of each subject including test scores, exam scores, master's level course scores, etc.
Within 5 years, there are documents: graduation projects and theses that do not meet university level requirements; application documents and master's exams; transcripts of each subject including test scores, exam scores, master's level subject scores; documents reviewing the results of final exams, final exams at doctoral level...
Meanwhile, university and college graduation internship reports are archived for 3 years; exam papers and other documents related to university and college graduation exams and exams are archived for 2 years.

Differences between old and new regulations
While the old circular had 274 types of documents, the new draft circular has up to 387 documents. There are some changes such as the old regulation on education and training exchange documents was only kept for 10 years, but the new draft only has 5 years; the old regulation on compilation, selection, appraisal, approval and use of teaching materials and textbooks for all levels of university education was 20 years, but the new regulation is permanent.
In addition, the list of international educational quality assessment and accreditation organizations recognized by Vietnam, according to the old regulations, is kept for 20 years, but the new draft is kept for 10 years. Records of establishment or permission to establish, dissolve, change name, grant, re-grant operating licenses, suspend educational quality assessment activities for educational quality assessment organizations in the old circular are kept permanently, but the new draft is kept for 10 years...
