Minister of Education and Training Nguyen Kim Son asked units to focus on doing well some stages in organizing the 2025 High School Graduation Exam.

On the afternoon of February 19, Minister of Education and Training Nguyen Kim Son chaired a meeting on preparations for the 2025 High School Graduation Exam. Attending were Deputy Minister Pham Ngoc Thuong and leaders of Departments and Bureaus.
Reporting at the meeting, Director of the Department of Quality Management Huynh Van Chuong informed about the basic differences between the organization model of the High School Graduation Exam in 2025 and the Exam in 2024, and also informed about the progress of preparations for the Exam up to now.
Accordingly, with the importance of the first High School Graduation Exam implemented under the 2018 General Education Program, the preparation work for the Exam has been carried out early and remotely by the Ministry of Education and Training. Up to this point, the basic system of documents, instructions, and Directives has been issued.
The Ministry of Education and Training has advised the Prime Minister to issue Directive No. 37/CT-TTg dated October 7, 2024 on strengthening the direction, coordination, and organization of high school graduation exams and university and vocational education admissions in 2025. This is the first time the Prime Minister has issued a Directive on exams right from the beginning of the school year.
The plan for organizing the exam and the regulations for the high school graduation exam from 2025 have been issued 4 months earlier than in previous years. Currently, the draft guidelines for organizing the exam are in the process of collecting opinions and are expected to be issued in early March 2025.
To ensure the work of creating exam questions and building a question bank for the High School Graduation Exam from 2025 in an open direction, promoting collective intelligence of the whole industry, and at the same time being suitable for the method of one program with many textbooks, the Department of Quality Management, Ministry of Education and Training has organized training sessions for teachers nationwide.
As a result, teachers have become familiar with the form of competency assessment according to the 2018 general education program.
In October 2024, the Ministry of Education and Training announced 18 reference questions that ensure compliance with the regulations on the structure and format of the High School Graduation Exam from 2025 issued by the Ministry of Education and Training, while closely following the 2018 General Education Program, focusing mainly on grade 12 to help teachers proactively teach and review right from the beginning of the school year. Compared to previous years, this year's reference questions were announced 5 months earlier.
The technology, engineering, and software systems supporting the exam are all deployed according to schedule, ensuring timely organization of the 2025 High School Graduation Exam.
On the local side, up to this point, most localities have issued Directives or documents directing the education sector to implement the tasks of the 2025 High School Graduation Exam after receiving the Prime Minister's Directive and the exam regulations of the Ministry of Education and Training.
Localities have also allowed 12th graders to register for the first trial exam of subjects they plan to choose for the high school graduation exam, in addition to the two compulsory subjects of Math and Literature - and organized study and trial exams according to the exam format announced by the Ministry of Education and Training.

In the coming time, the Ministry of Education and Training will issue an official dispatch guiding the organization of exams; complete the exam organization software systems and conduct large-scale testing, check and evaluate security and safety before putting them into use; continue to train teachers to develop exam questions.
In addition, the Ministry of Education and Training also continues to organize conferences and training seminars so that localities can clearly understand the model, organization method of the exam, exam format structure, exam time, exam schedule, etc.
Localities decentralize and delegate authority clearly and fully, and take full responsibility for the local examination.
At the same time, develop plans and prepare adequate human and material resources. Focus on organizing teaching and assessment closely following the program and exam content, and organize mock exams so that teachers and students can get familiar with the exam organization method.

Prepare for the 2025 High School Graduation Exam with caution
At the meeting, leaders of the units informed about the coordination work and implementation of tasks to prepare for the 2025 High School Graduation Exam. Advantages, difficulties, proposed methods and solutions to organize the Exam to ensure the requirements were also discussed.
Noting the general spirit that regardless of whether the Exam is conducted in the new or old way, there is no subjectivity, Deputy Minister Pham Ngoc Thuong has made specific comments on the advantages and challenges in organizing the 2025 Exam and requested the Departments and Bureaus to forecast in advance the issues that may arise to minimize difficulties, while increasing support and guidance for localities.
Concluding the meeting, Minister Nguyen Kim Son highly appreciated the initiative in preparing for the 2025 High School Graduation Exam in all stages, especially in preparing the exam model, exam organization method, exam preparation, etc.
According to the Minister, preparations for the 2025 Exam have been more proactive than in previous years in all stages, showing awareness of the importance of the 2025 exam season.
With the requirement to anticipate all problems and see all challenges to prepare with caution, the Minister requested units to focus on doing well some stages in organizing the 2025 High School Graduation Exam such as setting questions, training, inspection, communication, etc.
With the first exam conducted in the spirit of innovation, the Minister paid special attention to the rehearsal stage to gain experience.
“The goal of ensuring quality and having a safe exam has not changed,” emphasizing this directive, the Minister also mentioned the requirement to increase decentralization, streamlining and accountability of localities in organizing the exam.
