Yesterday, US time, Prime Minister Pham Minh Chinh spoke at the Climate Ambition Summit, the High-Level Conference on Pandemic Preparedness and Response; and had a series of substantive and effective bilateral meetings.
Net zero emissions
The strongest message from the head of the Vietnamese Government at the Climate Ambition Summit was "to establish a new vision, new thinking, new determination, and drastic action for green development and zero net emissions ". To contribute to realizing that goal, the Prime Minister said that "it is necessary to accelerate the process of fair and equitable green energy transition; in which people are the center and the subject, and no one is left behind".

From that ambition, the Prime Minister called on developed countries and international organizations to actively support developing countries and underdeveloped countries in green technology, green finance, green management and green human resource training; build a renewable energy industry and smart power transmission systems... "In particular, we need to build new generation partnerships, while promoting the mobilization of green finance for the climate in the form of public-private partnerships, in which public investment leads private investment," said Prime Minister Pham Minh Chinh. Although a developing country still facing many difficulties, "with the spirit of action for a green earth", the Prime Minister affirmed that Vietnam is determined to fulfill its commitment to achieving net zero emissions by 2050.
In fact, Vietnam is one of 30 countries that have submitted their Nationally Determined Contributions (NDCs) and one of the first three developing countries to join the Just Energy Transition Partnership (JETP). "We will be able to strive to rapidly reduce greenhouse gas emissions by 43.5% by 2030 and achieve a renewable energy ratio of more than 70% by 2050," the Prime Minister added.
At the High-Level Conference on Pandemic Preparedness and Response, speaking to heads of state at the UN headquarters in New York, the Prime Minister also conveyed that international cooperation and solidarity, both bilaterally and multilaterally, are crucial in improving the capacity to prevent and respond to epidemics, especially in developing countries. The Prime Minister suggested prioritizing the enhancement of timely and equal access to vaccines, treatment capacity, forecasting, technology, safety, effectiveness, public awareness, promoting technology transfer, improving the capacity to produce vaccines and treatment drugs, and providing effective financial support for developing and underdeveloped countries.
The Prime Minister affirmed that Vietnam supports the call for the international community to agree to make global health security a priority on the agenda to promptly prevent, prepare for and effectively respond to epidemics; with the spirit of caring for and protecting people's health and lives above all, first and foremost for sustainable development and leaving no one behind.
No defense measures on agricultural products for farmers' livelihoods
The meeting between Prime Minister Pham Minh Chinh and US National Security Advisor Jake Sullivan was decided quickly but was a meeting with a particularly sincere atmosphere with substantive and effective exchanges. In order to quickly implement the important results of President Joe Biden's recent visit to Vietnam, Prime Minister Pham Minh Chinh suggested that the US side prioritize promoting the roadmap for recognizing Vietnam's market economy status, not using trade defense measures against Vietnamese goods, especially agricultural products because they are related to farmers' livelihoods, on the basis of ensuring balance, equality and mutual benefit.
Mr. Sullivan agreed with Prime Minister Pham Minh Chinh on the need to realize the contents of the Comprehensive Strategic Partnership and said he would push for the US to soon recognize Vietnam as a market economy. Mr. Sullivan also affirmed his support for Vietnam to strengthen cooperation with the US in the fields of high technology, green energy transition, climate change cooperation, education and training, etc., in order to continue to deepen the cooperation between the two countries, in a more substantial and effective manner.
Mr. Sullivan affirmed the central role of ASEAN, highly appreciated the proactive and active role of Vietnam in regional and international forums such as ASEAN, APEC, and the United Nations. The two sides emphasized the importance of maintaining peace, stability, ensuring security, safety and freedom of navigation and aviation in the East Sea, resolving disputes by peaceful means on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), contributing to maintaining peace, stability, cooperation and development in the region and the world.
