On November 1, the 8th Session of the 15th National Assembly continued its eleventh working day at the National Assembly House, Hanoi.

Morning: Content 1: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for National Defense and Security Le Tan Toi present the Report on explanation, acceptance and revision of the draft Law on Fire Prevention, Fire Fighting and Rescue. After that, the National Assembly discussed a number of contents with different opinions of the draft Law on Fire Prevention, Fire Fighting and Rescue. At the discussion session, 10 National Assembly deputies expressed their opinions; in which, the opinions basically agreed with many contents of the draft Law and the Report on explanation, acceptance and revision of the National Assembly Standing Committee. To continue perfecting the draft Law, the deputies focused on discussing the following contents: explanation of terms; examination, appraisal of designs, acceptance and inspection of acceptance work on fire prevention and fighting; principles of fire prevention, fire fighting, rescue and rescue; Fire alarms, situations requiring rescue; methods of handling false fire alarms; fire prevention for houses and houses combined with production and business; State policies on fire prevention, fire fighting, rescue; fire prevention in electricity installation and use; construction, arrangement of forces and tasks of fire prevention and fire fighting forces; ensuring conditions for fire prevention, fire fighting, rescue and relief activities; funding for fire prevention and fire fighting; implementation. At the end of the discussion, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi spoke to explain and clarify a number of issues of concern to National Assembly deputies. (The meeting was broadcast live on Vietnam National Assembly Television) Content 2: Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly held a plenary session in the hall to listen to the following contents: Minister of Culture, Sports and Tourism Nguyen Van Hung, authorized by the Prime Minister, presented the Report on the investment policy of the National Target Program on Cultural Development for the period 2025 - 2035; Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh presented the Report on the appraisal of the investment policy of the National Target Program on Cultural Development for the period 2025 - 2035. After that, the National Assembly discussed the investment policy of the National Target Program on Cultural Development for the period 2025 - 2035. At the discussion session, 12 National Assembly deputies spoke. The majority of delegates basically agreed with the Government's Submission and the Verification Report of the National Assembly's Committee on Culture and Education.
In addition, National Assembly deputies focused on discussing the following contents: specific targets in each component project; training, coaching, fostering, and human resource arrangement; remuneration policies for cultural human resources working in disadvantaged areas and ethnic minority areas; decentralization to localities in resource allocation; building cultural centers abroad; promoting and preserving the cultural values of ethnic minorities; solutions to implement the Program; reviewing and supplementing beneficiaries of the Program; consensus on component content; using digital technology and digital transformation in cultural development; capital sources for cultural development; determining the local capital ratio... At the end of the discussion, Minister of Education and Training Nguyen Kim Son and Minister of Culture, Sports and Tourism Nguyen Van Hung spoke to explain and clarify a number of issues of interest to National Assembly deputies. Afternoon: National Assembly deputies studied documents. Monday, November 4: The National Assembly spent the whole working day discussing in the hall the following contents: Assessment of the results of the implementation of the socio-economic development plan for 2024, the expected socio-economic development plan for 2025; The implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee; Policy on adjusting the National Land Use Planning for the period 2021 - 2030, with a vision to 2050. Policy on additional investment of state capital at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB).
