THOUSANDS OF TEACHERS NEEDED
At this time, districts in Ho Chi Minh City are implementing plans to recruit teachers at all levels for the new school year 2023 - 2024. Mr. Tran Khac Huy, Head of the Department of Education and Training of Tan Binh District, said that the teacher recruitment process usually lasts about 2 months, including rounds such as testing, examining records, oral exams, practicing lectures, etc.
Therefore, according to Mr. Huy, it is necessary to calculate so that the first round of recruitment can be completed in early August, so that schools can easily arrange and assign tasks for the new school year. If there is still a need, the second round will be organized immediately after that so as not to affect the opening of the school year.
According to statistics from the Department of Education and Training, in the 2023-2024 school year, Ho Chi Minh City needs to recruit about 4,000 teachers and staff for public schools from kindergarten to high school. Each district needs to recruit an average of 200 to more than 500 teachers and staff in schools.
Hoc Mon District is one of the localities that needs the most education staff. Specifically, this district needs to recruit 543 staff including 484 teachers and 59 employees. Secondary school has the highest recruitment demand with 252 personnel (221 teachers, 31 employees).

Tan Phu District also needs to recruit nearly 200 teachers, of which secondary school needs 95 teachers, primary school needs 71 teachers, and preschool needs 10 teachers...
In the center of Ho Chi Minh City, for the new school year, the plan of the Department of Education and Training of District 1 also needs to recruit nearly 300 teachers, of which preschool needs 86 people (77 teachers, 9 staff), primary school needs 125 people, secondary school needs 57 people.
THERE IS A SHORTAGE OF MUSIC AND ART TEACHERS EVERYWHERE
Mr. Nguyen Van Hiep, Head of the Department of Education and Training of Hoc Mon District, informed that the number of teachers needed for the new school year is mostly fine arts, music, information technology, English, and teachers of many subjects at the primary level. These are also subjects that have been difficult to recruit for many years, despite the large annual quota.
Mr. Ngo Van Tuyen, Head of the Department of Education and Training of Binh Tan District, said that implementing the 2018 General Education Program, the district is facing many difficulties in recruiting teachers. Currently, Binh Tan District is short of 26 music teachers and 30 art teachers.
Unable to recruit teachers, schools have to implement part-time teaching contracts to ensure educational activities. Faced with this situation, Mr. Tuyen once said: "Through talking to contract teachers about why they do not participate in recruitment, most of them said that the income is low, and moreover, there are many tasks like "children" so they are not dedicated. Instead of being on the payroll at one school, they have contracts with several schools and sing outside, which also has a good income compared to the salary of a music teacher. Inner city districts are difficult, outlying districts and suburbs are even more difficult."
Mr. Luu Hong Uyen, Head of the Department of Education and Training of District 6, is also worried about the difficulty in recruiting teachers for the new school year. Last school year, despite organizing two recruitment rounds, District 6 still lacked teachers, mainly in IT at primary schools; and music and fine arts at primary and secondary schools.
Similarly, a leader of the Department of Education and Training of District 1 shared that like most other districts, this district is also in a "headache" situation because of the source of recruiting art and music teachers.
For example, Nguyen Du Secondary School (District 1) is located in the city center, but Ms. Nguyen Doan Trang, the school's principal, said that in the 2023-2024 school year, the school still needs to recruit music and art teachers. "Especially in the past 5 years, every year the school has announced the recruitment of art teachers but there have been no candidates. Therefore, the school always has to proactively plan to have enough teachers to meet the needs in the new school year in case recruitment is not possible," Ms. Trang said.

SOLUTIONS TO ATTRACT HUMAN RESOURCES
Teacher shortage has been a long-standing problem in schools in Ho Chi Minh City for many years. Since the 2017-2018 school year, in order to attract human resources for the education sector, Ho Chi Minh City has removed the requirement that candidates must have permanent residence in Ho Chi Minh City. However, despite the loosening of regulations, recruiting teachers for some subjects is still difficult.
Faced with this reality, a head of the Department of Education and Training in Ho Chi Minh City proposed a more open direction in recruitment to increase the source of candidates. For example, the city once proposed that the Ministry of Education and Training allow candidates with a bachelor's degree (college or university) majoring in subjects such as information technology, music, fine arts, etc., who do not have a certificate of pedagogical training, and have not taught at a general education institution, to teach under a contract or as a guest lecturer at educational institutions. These candidates commit to supplementing their pedagogical training certificate within 12 months from the time they start teaching.
In addition, it is possible to reduce the criteria for recruiting art and music teachers at primary and secondary levels. Specifically, instead of the current regulation requiring a bachelor's degree in a major, candidates with intermediate level or higher can be recruited because knowledge of these subjects is at the basic, introductory level, not in-depth, and for talent training.
A leader in charge of education levels of the Department of Education and Training informed that the Department is in the process of developing policies to support and attract primary school teachers and specific subjects to consult with the City. Currently, these contents are in the process of collecting opinions from districts, departments and branches to come up with the most optimal policies, suitable to the actual conditions of Ho Chi Minh City.
