Sending petitions to the Ministry of Home Affairs, many localities, such as Thai Nguyen, Lam Dong, Dak Lak, Dak Nong, Bac Kan provinces... proposed to supplement the teacher payroll for the 2024-2025 school year.

Regarding this, the Ministry of Home Affairs said that in the period of 2022 - 2026, to ensure the principle of "where there are students, there must be teachers in the classroom" and to immediately overcome the shortage of teachers, the Ministry of Home Affairs has consulted and reported to the Government Party Committee to submit to the Politburo to supplement 65,980 teacher positions for localities.

The Ministry of Home Affairs cited that Thai Nguyen province was supplemented with 1,157 positions for the 2022-2023 school year, 1,092 positions were supplemented for the 2023-2024 school year, and 428 positions were supplemented for the 2024-2025 school year.

Meanwhile, in the 2022-2023 school year, Bac Kan province will have 16 additional positions, and in the 2023-2024 school year, 24 positions will be added.

According to the Ministry of Home Affairs, based on the number of students for each level and each region, and comparing the regulations on teacher staffing standards of the Ministry of Education and Training, in the 2024-2025 school year, Bac Kan province will have 623 surplus teacher positions compared to the prescribed standards.

Autonomy where possible

Many localities have proposed not to apply the policy of streamlining staff in the direction of "equalization", including staff in the education sector.

Responding to this content, the Ministry of Home Affairs stated that streamlining the payroll associated with restructuring the organizational apparatus is a major policy of the Party, the National Assembly and the Government, requiring all agencies, organizations and units to ensure that in the 2022 - 2026 period, at least 5% of the civil servant payroll and 10% of the career payroll receiving salaries from the state budget are reduced compared to 2021.

Regarding the education career establishment, according to the Ministry of Home Affairs, in the period of 2015 - 2021, localities have proactively allocated and adjusted the establishment quota. Through synthesis, it shows that in the period of 2015 - 2021, the education career establishment receiving salaries from the local state budget decreased by 5.5% compared to 2015 (lower than the general rate of the whole country).

The Ministry of Home Affairs affirmed that consulting and submitting to competent authorities to add 65,980 teachers to the above-mentioned payroll is an important solution to promptly supplement human resources for the education sector.

To meet the demand for teachers in the context of increasing student numbers, the Ministry of Home Affairs has advised localities to implement synchronous solutions. In particular, localities need to review and rearrange the structure of schools and classes, ensuring the number of students per class according to regulations, suitable to the reality of each region and locality.

In addition, localities also need to restructure and rationally arrange the staff to solve the situation of both surplus and shortage of teachers in a locality; implement solutions to overcome the shortage of teacher recruitment sources; At the same time, the Ministry of Home Affairs also noted that it is necessary to promote autonomy of public service units in "conditional" regions, areas and fields.

Should we delegate the right to proactively manage staffing?

The Draft Law on Teachers, recently submitted to the National Assembly for comments at the 8th session, proposes to give the education sector the initiative in recruiting and using teachers' payroll.

This proposal has received the attention of many National Assembly deputies when giving their opinions on the draft law. Supporting this proposal, Mr. Thai Van Thanh (delegate of Nghe An) said that when the education sector is in charge of recruitment and staff management, it will proactively rotate, meet requirements and limit the situation of local surplus and shortage.

"Being proactive in staffing will facilitate the implementation of professional standards and teacher standards, creating a legal corridor to improve the quality of teachers," said the delegate.

Similarly, delegate Le Thi Thanh Xuan (Dak Lak delegation) also said that if there are no regulations on decentralization of recruitment, use and arrangement of staff, the current situation of surplus and shortage of teachers will not be resolved.

"Training, fostering and using teachers must be a continuous axis, only then can the capacity of teachers be promoted," said the female delegate.
