Viet Yen Town: Boost from 100 peak days of site clearance for projects

Many land clearance projects are slow.

Viet Yen town is implementing 34 key projects to build industrial parks, clusters, civil works and transport systems in the area. Of these, 17 projects use public investment capital and 17 projects use non-budgetary capital, with a total land area to be recovered and compensated for site clearance of more than 900 hectares, involving thousands of households. In the past, site clearance for these projects has encountered many difficulties, mainly due to the lack of consensus among the people; the completion of documents for converting agricultural land use purposes has been slow.

Some land clearance projects are delayed from 3 years to a decade, such as: Bich Dong Northeast New Urban Area Project, with a scale of more than 15.3 hectares. According to the plan, by the end of April 2022, Viet Yen town must complete compensation for land clearance and hand over land for the entire project. However, by March 20, 2025, there was still 1 household out of a total of 336 households that did not agree to land acquisition. Currently, the investor is completing the dossier to request project adjustment.

At the Trung Son - Ninh Son Industrial Cluster construction investment project (area of ​​about 75 hectares), due to problems with converting the purpose of using rice-growing land and compensation for site clearance (total area of ​​more than 10 hectares) involving dozens of households in Ninh Son, Quang Minh wards and Tien Son commune, it was necessary to request an extension from the fourth quarter of 2020 to the fourth quarter of 2025. In particular, the Quang Chau Industrial Park project was established in 2006 (total area of ​​426 hectares) but currently there are about 11.7 hectares related to the territory of 3 wards: Van Trung, Nenh, Quang Chau that have not yet been cleared.

Slow site clearance leads to prolonged project implementation, abandoned land, wasting investment resources of the state and enterprises. In particular, it affects the opportunity to attract investment for local socio-economic development.

Create room for development

The year 2025 is of special importance, the year of acceleration and breakthrough to the target of implementing the 5-year socio-economic development plan 2021-2025, the year of consolidating new development foundations in implementing the socio-economic development plan for the period 2026-2030. Therefore, the Town People's Committee has determined the key target of increasing production value by at least 20.7% compared to 2024. At the same time, it has determined specific targets on all aspects to ensure harmonious development between socio-economic and environmental protection, national defense and security.

Comrade Nguyen Dai Luong, Chairman of the People's Committee of Viet Yen town, shared that in order to achieve the set growth target, Viet Yen must focus on doing a good job of site clearance, especially site clearance for industrial projects; creating space to attract investment, especially foreign investment. Because from the completion of site clearance to the creation of industrial production value, it takes at least 2 years. Of which, 1 year for investors to level the site, build technical infrastructure and attract secondary investors; 1 year for secondary investors to complete licensing procedures, build factories and start operations.

Thus, it will take until the third year to create production value. However, in the first two years, the investment value in construction (technical infrastructure, factories) has also increased. "To achieve the growth target this year and the next term, from now on, Viet Yen must ensure that there is clean land for investors," emphasized comrade Nguyen Dai Luong.

In order to effectively carry out site clearance, the Town People's Committee has launched the emulation movement "100 peak days of site clearance for key projects and public investment projects in the town". The implementation period is from March 1 to June 8, 2025. Immediately after launching the movement, the entire political system of the town has taken part in propagating and mobilizing the people, promptly overcoming difficulties and obstacles in the site clearance stages according to the motto: "Do all the work, not all the hours, for the goal of rapid growth, making people happier and more prosperous".

The Town Party Committee and People's Committee requested the Party Committee, commune-level authorities, relevant departments and agencies to increase the dispatch of cadres to closely follow localities with ongoing projects to propagate and disseminate land laws... Thereby, raising the responsibility, awareness, trust, consensus and support of the people. Mr. Bui Ngoc Trung, Trung Xuan village, Nghia Trung commune said: "My family has 700 m2 of rice land subject to recovery to build Song Mai - Nghia Trung Industrial Park. Through propaganda and mobilization by local officials, my family saw the importance of industrial development, so we received compensation in mid-March 2025 and handed over the land to the State".

After nearly a month of launching, the movement "100 peak days of site clearance for key projects and public investment projects in the town" has achieved positive results. According to the People's Committee of Viet Yen town, the area of ​​more than 50 hectares of Song Mai - Nghia Trung Industrial Park in Viet Yen town has basically received compensation from the related households. For all remaining projects, Viet Yen town will complete site clearance and hand over clean land to investors within 100 days of launching the movement.

In a short time and with a large amount of work, with the spirit of direction and drastic implementation of the entire political system and people, it is expected that Viet Yen will complete site clearance for all projects being implemented in the area in the second quarter of 2025. Thereby, creating room for local and provincial socio-economic development in 2025 and the following years.
