As one of the tasks to continue effectively implementing Project 06, the Prime Minister requested the People's Committees of provinces and centrally-run cities to build a model of a one-stop shop providing public services in the direction of combining one-stop shops of administrative units at all levels in the area; organize a pilot in 2024 in the following localities: Hanoi, Ho Chi Minh City, Quang Ninh province, Binh Duong province.
Prime Minister Pham Minh Chinh has just signed Directive No. 04/CT-TTg on continuing to promote the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) in ministries, branches and localities in 2024 and the following years.
According to the Directive, the Prime Minister assigned the People's Committees of provinces and centrally-run cities to coordinate with the Ministry of Public Security and the Ministry of Information and Communications to conduct training for local officials, civil servants and public employees on information security, prioritizing electronic forms on online training software (MOOC); to be completed before July 1.
Localities organize the construction of land databases within their localities, ensuring connection, integration, and communication with the national land database and the national population database, promptly completing and putting them into operation in 2025; deploy models and solutions to apply utilities from the National Population Database platform, citizen identification and electronic identification to promote the implementation of Project 06 and implement the roadmap according to the issued plan; direct the continued assurance of infrastructure and acceleration of data digitization, especially in the fields of civil status, land, labor and employment.
The Prime Minister also assigned ministries, branches and localities to urgently overcome the tasks that are behind schedule; restructure business processes, complete the provision of essential public services on the National Public Service Portal, ensure maximum reduction of paperwork, travel time and compliance costs for people and businesses; develop, promulgate under authority or submit to the Prime Minister for promulgation of interconnected electronic processes for interconnected groups of administrative procedures, to be completed in April.
In particular, localities accelerate the digitization of records and results of administrative procedure settlement in the process of receiving and settling administrative procedures, linking digitization with the performance of duties of officials and civil servants in the process of settling administrative procedures, and not requiring people and businesses to provide documents and results of administrative procedure settlement that have been digitized according to regulations.
The Prime Minister also assigned the Government Office to preside over and coordinate with the Ministry of Planning and Investment to guide ministries, branches and localities to integrate, connect and share data between the National Public Service Portal, the administrative procedure settlement information system at the ministerial and provincial levels with the national database on business registration, to be completed in the first quarter; to develop and submit to the Prime Minister for promulgation a list of groups of electronically connected administrative procedures, integrated and provided on the National Public Service Portal in 2024, to be completed in February.
The Government Office shall preside over and coordinate with the Ministry of Public Security, the Ministry of Home Affairs, the Ministry of Information and Communications, the Ministry of Justice, the Ministry of Finance and relevant localities to build a model of a one-stop shop providing public services in the direction of combining one-stop shops of administrative units at all levels in the area, organize a pilot in 2024 in the following localities: Hanoi, Ho Chi Minh City, Quang Ninh province, Binh Duong province and evaluate and summarize to develop the model on a large scale.
The Ministry of Labor, Invalids and Social Affairs shall preside over and coordinate with the Ministry of Public Security, the State Bank, the Vietnam Bank for Social Policies and relevant units to research and develop a plan to issue "Social Security Accounts" so that each Vietnamese citizen with a social security account associated with a personal identification number on the VNeID application can receive social security payments through the account upon request.
The Prime Minister also assigned the Ministry of Health to coordinate with the Ministry of Public Security, Vietnam Social Security and Hanoi City to guide medical facilities and people in using electronic health records on VNeID; evaluate the results, and develop a plan for nationwide implementation starting from June.
The Ministry of Finance shall preside over and coordinate with the Ministry of Planning and Investment to advise on the issuance of a document guiding the implementation of tax registration for individuals when implementing the use of personal identification numbers instead of tax codes. The Prime Minister directed the State Securities Commission to cross-check and verify information with the national database on population, clean up data on securities investors and those granted securities practice certificates.
The Ministry of Planning and Investment will research and develop a project on building a business database to submit to the Prime Minister, to be completed in June. The Ministry of Transport will review and clean up driver's license data and synchronize data on the VNeID application. Coordinate with the Ministry of Public Security to deploy a solution to use driver's licenses on the VNeID application in Binh Duong, to be completed in 2024.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Information and Communications and relevant agencies to provide guidance on job positions and policies for personnel performing administration, operation and development of the information system of the national data center.
Along with that, the Prime Minister assigned the Ministry of Construction to speed up the progress of connecting and sharing between the housing information system and the real estate market with the national land database and the national population database, to be completed in May; and to appraise the project to build a national data center as proposed by the Ministry of Public Security.
Vietnam Social Security will expand the application of biometric information authentication on chip-embedded citizen identification cards at one-stop shops of social security agencies nationwide, to be completed in 2024.
