Pilot issuance of Criminal Record Certificates on VNeID application

Accordingly, the Prime Minister assigned the Ministry of Justice to preside over and coordinate with the Ministry of Public Security to research and develop solutions to pilot the issuance of Criminal Record Certificates on the VNeID application as required in Resolution 74/NQ-CP dated May 7, 2023.

Advise the Government to report to the National Assembly on piloting the decentralization of the issuance of Criminal Record Certificates to the Justice Department under the People's Committees at the district level in Hanoi city and Nghe An province, and submit it to the Government as soon as possible.

At the same time, the Ministry of Public Security is assigned to preside over and coordinate with relevant agencies and localities to perform the following tasks:

- Preside over and coordinate with the Ministry of Justice, the Ministry of National Defense, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies to connect and share the National Population Database with the Judicial Records Database, the Database of the Civil Judgment Enforcement Agency, the Database managed by the Public Security sector, the Database of the Ministry of National Defense, the Supreme People's Court, the Supreme People's Procuracy to serve the issuance of Judicial Records Certificates and the settlement of administrative procedures in accordance with the law.

- Coordinate with the Ministry of Justice, the Ministry of Information and Communications, and the People's Committee of Thua Thien Hue province to research and develop solutions to pilot the issuance of Criminal Records on the VNeID application according to Resolution 74/NQ-CP dated May 7, 2023. On that basis, summarize and report to competent authorities on the nationwide implementation.

Previously, in Resolution 74/NQ-CP dated May 7, 2023, the Ministry of Public Security was assigned to preside over and coordinate with the Ministry of Justice, the Ministry of Information and Communications, and the People's Committee of Thua Thien Hue province to research and develop solutions to pilot the issuance of Judicial Records on the VNeID application for citizens in Thua Thien Hue province; report to the Prime Minister before May 31, 2023.

Thus, in the near future, a pilot program will be launched to issue Criminal Record Certificates on the VNeID application in Thua Thien - Hue province.

Limit the abuse of requests for criminal records

It is recommended that political organizations, socio-political organizations, and associations thoroughly disseminate and implement this Directive to their members to limit the abuse of requests for provision of Judicial Records.

The Ministry of Information and Communications shall preside over and coordinate with press agencies to disseminate regulations on the issuance of Criminal Record Certificates so that organizations and enterprises can understand and properly implement them, limiting the abuse of requiring people to provide Criminal Record Certificates; directing enterprises providing public postal services to closely coordinate with agencies issuing Criminal Record Certificates to provide services of receiving and returning results of handling applications for Criminal Record Certificates at home when people have a need.

Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall organize the implementation and direct agencies, organizations and units under their management to strictly implement Directive 23/CT-TTg dated July 9, 2023.

Quarterly report to the Prime Minister on the situation and results of implementation in the report on administrative procedure control work of ministries, branches and localities.
