BTO-This afternoon (October 8) in Hanoi, Deputy Prime Minister Tran Hong Ha chaired a national online conference on the implementation of the Land Law, Housing Law, and Real Estate Business Law.
The conference was attended by representatives of leaders of a number of ministries, branches and leaders of 63 provinces and cities at the bridge points. At the Binh Thuan bridge point, Permanent Vice Chairman of the Provincial People's Committee Phan Van Dang chaired, with the participation of a number of departments, branches, sectors and related enterprises. Representatives of leaders of districts, towns and cities attended the online meeting at the district level.
At the conference, Deputy Prime Minister Tran Hong Ha emphasized that the Land Law, Housing Law, and Real Estate Business Law are closely related to the implementation of specific tasks and projects serving socio-economic development and ensuring national security and defense.
The goal is to remove difficulties, propose a number of new policies and guidelines to create development resources, including the real estate market, ensuring housing policies. Based on the requirement to resolve practical difficulties, unblock driving forces, promote land resources, capital for the country's socio-economic development. The Deputy Prime Minister highly appreciated the efforts of ministries, branches, localities, associations, enterprises... who have worked together, participated together, and agreed together in building decrees, decisions, and circulars to put laws into practice.
Since these laws were passed, the Government and the Prime Minister have directed ministries, branches and localities to actively and diligently develop detailed regulations and implementation guidelines.
However, many localities are still facing difficulties and are not ensuring progress in implementation. Particularly in Binh Thuan, the province has been closely following the Government's direction. At the same time, it is making efforts to complete documents to implement the Land, Housing and Real Estate Business Laws according to the Central Government's direction. However, in reality, there are still difficulties in the implementation process.
Concluding the conference, Deputy Prime Minister Tran Hong Ha directed that the development and promulgation of detailed regulations for the implementation of the Land Law, Housing Law, and Real Estate Business Law, which will take effect 5 months in advance, is a practical and urgent requirement. Thereby, in order to remove difficulties and obstacles, deploy new mechanisms and policies to create more favorable conditions for the socio-economic development process, ensuring security and national defense. This is also the aspiration of Party committees, authorities, National Assembly delegations, voters, and people of localities. Along with detailed regulations under the authority of the Government, Prime Minister, ministries, and branches, the laws have directly assigned some contents to localities to develop and promulgate at the same time. The process of developing decrees and circulars has had the participation of localities to grasp the contents that need to be issued guiding documents.
Therefore, the delay in developing and promulgating documents detailing the implementation of the Land Law, Housing Law, and Real Estate Business Law at the local level must assess the level of impact on local economic development, the interests of organizations and individuals, as well as the responsibilities of relevant agencies. The Deputy Prime Minister requested local leaders to grasp the list of documents that need to be issued, the situation and progress of implementation; clearly point out shortcomings, limitations, negative impacts and have solutions to overcome them. Localities can consider a shortened form when issuing documents that inherit old policies that have been stipulated in the law; fully implement the processes and procedures for complicated documents with great impacts and impacts...
