Removing difficulties for Van Ninh General Port Project

The Van Ninh General Port Project started construction in October 2021 on an area of ​​82.79 hectares, with a total investment of over VND 2,248 billion in phase 1, invested by Van Ninh International Port Joint Stock Company, expected to be completed and put into operation in the fourth quarter of 2024. However, difficulties and problems related to the lack of filling materials are affecting the project's progress.

The project includes the following items: The main wharf is 500m long, capable of receiving 2 ships of 20,000 DWT or 3 ships of 10,000 DWT at the same time and mooring barges at the back; 180m of barge wharf inside, adjacent to the shore; 3 approach bridges... The warehouse area is invested synchronously, equipped with modern infrastructure, best meeting the requirements of handling general cargo and containers. The project also has a CFS warehouse, port operator. This is one of the 4 long-term growth driving projects of the province. The completion of the project contributes to the investment in completing the synchronous system of infrastructure and seaport services in a professional and modern direction, promoting logistics, import-export, international trade, especially trade of goods by sea between the ASEAN region and Northeast Asia. At the same time, support the development of industry, trade and services, actively contributing to GRDP growth and budget revenue of Mong Cai in particular and Quang Ninh province in general.

The investor and contractors are implementing dredging and filling the port. Of which, dredging the water area in front of the port, pumping sand into the geotechnical pipes of the project's surrounding dike has reached more than 60%; dredging and filling the project's beach foundation has reached more than 40% of the volume. Currently, the project's construction is facing many difficulties, mainly related to the lack of filling materials.

Mr. Tran Khanh Duy, Deputy Project Management Board (Van Ninh International Port Joint Stock Company), said: The unit is urgently constructing the embankment and leveling the project's ground which has been registered with the Provincial People's Committee. The construction process is facing difficulties in the source of materials for leveling the ground and the road to the port. According to calculations, the source of materials for leveling the port ground and the road to the port is about 2.2-2.3 million ^m3 , but so far there are only more than 700,000 ^m3 . To ensure the project's progress, the Company is urgently working with licensed mining units to have a source of leveling materials. Although the principle contract has been signed with the mine owners, the mines currently do not have enough conditions to provide leveling materials for the project. The Company is urgently preparing the necessary conditions to implement items not related to leveling materials, such as the wharf in front of the wharf, expected to be implemented in June. At the same time, continue to coordinate with mine owners to continue to make recommendations to relevant departments and branches to speed up the progress of necessary legal procedures for mines around the project area to ensure conditions for providing filling materials for the project.

The investor of the Van Ninh General Port Project is facing many difficulties related to the source of filling materials.

On April 10, Deputy Minister of Transport Nguyen Xuan Sang and provincial leaders inspected the construction progress of Van Ninh General Port. After the inspection, the working group agreed to request the project investor to increase human resources and equipment for construction of items with construction design drawings; especially the construction of the project's foundation and yard to ensure that it exceeds the tidal peak. The Deputy Minister of Transport requested the departments and divisions under the Ministry to support the investor in urgently completing the procedures for approving the project's construction design drawings; and instructing the 6-12 Van Don Veteran Entrepreneurs Company Limited to complete the procedures for dredging the level -7 channel to serve the project's filling. Comrade Bui Van Khang, Vice Chairman of the Provincial People's Committee, requested the Department of Natural Resources and Environment to complete procedures related to the soil mine in Village 5 (Quang Nghia Commune, Mong Cai City) to serve the construction of the road connecting Van Don - Mong Cai Expressway to Van Ninh Port, to ensure the project is completed and put into operation in the fourth quarter of 2024.
