That was the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Anh Tuan at the Dialogue Conference with 250 Union and Youth Union officials, organized by the Provincial People's Committee at the Provincial Conference Center, on the morning of March 26.

Focus on developing high quality human resources

At the dialogue conference, 12 opinions and proposals were raised, revolving around key issues: Science and technology development (S&T), innovation (I&C) and digital transformation (DCT).

Student Huynh Ngoc Minh Khue (class 12A9, Trung Vuong High School, Quy Nhon City) asked: “In the past, the province has attracted large technology corporations and FPT University Quy Nhon offers training in artificial intelligence and semiconductor design. However, with high tuition fees, many students have difficulty accessing it. So, what is the province's direction for schools, especially Quy Nhon University, to expand training in related fields?”

Regarding this issue, Vice Rector of Quy Nhon University Dinh Anh Tuan said that the University has been enrolling students in majors related to artificial intelligence since 2022 and will continue to enroll students in the coming time. Quy Nhon University is also the main unit training high-quality human resources for the fields of semiconductor technology, AI, and network safety and security in the period of 2025 - 2030 under the direction of the Provincial People's Committee.

“The school is committed to maintaining tuition fees at the minimum level set by the Ministry of Education and Training, and at the same time proposes that the province should have policies to support students studying these majors, helping them feel secure in studying and developing in their chosen major,” Mr. Dinh Anh Tuan informed.

Besides training, scientific research is also an issue of concern. Mr. Nguyen Duc Ton (Secretary of the Youth Union of Quy Nhon University) asked: Resolution 57-NQ/TW of the Politburo has identified science and technology, innovation and digital transformation as decisive factors for the country's development. So what policies does the province have to support and encourage young people to participate in the above fields?

According to Director of the Department of Science and Technology Tran Kim Kha, the province has implemented groups of solutions to encourage youth innovation, including a science and innovation development fund to support youth in accessing incentives and investment in technology infrastructure, especially in the fields of semiconductor and biological technology.

“In addition, the Department has been promoting consulting work with the Provincial People's Committee to create a network connecting young people with experts, scientists, and businesses, and at the same time bringing STEM education into schools so that students can access technology early, thereby orienting their majors early,” said Mr. Kha.

Many suggestions from practice

The conference also acknowledged practical proposals from cadres and youth union members to effectively implement digitalization work in all fields.

Ms. Nguyen Thi Ngoc Trang (Secretary of the Youth Union of Tran Phu Ward, Quy Nhon City) proposed that the province continue to promote administrative procedure reform associated with digital transformation, especially focusing on propaganda so that people can better understand the benefits and how to use online public services.

Ms. Trang said: “In reality, there are still cases where people do not clearly understand the effectiveness of applying digitalization to administrative procedure settlement, leading to a lack of understanding of basic operations when carrying out procedures. Therefore, to improve the effectiveness of propaganda, it is necessary to create instructional videos and vividly illustrated infographics to help people, especially the elderly, easily access and carry out administrative procedures in the digital environment.”

Ms. Le Mong Huyen (lecturer of the Faculty of Economics and Accounting, Quy Nhon University) raised the issue: Officials and civil servants also need to be trained in digital skills, so that this team can apply new technology, especially artificial intelligence, to their work.

“In the coming time, I hope that the provincial leaders and related departments and branches will consider building an e-learning system so that cadres can study anytime, anywhere, promoting the spirit of self-study. This is an important factor in forming a young intellectual force that masters science, technology and digital transformation in the province,” Ms. Huyen expressed.

From the business perspective, Mr. Vu Hong Quan, Chairman of the Provincial Young Entrepreneurs Association, said that it is necessary to upgrade the ecosystem supporting young entrepreneurs to not only help start-ups but also support small and medium enterprises to develop sustainably. Because currently, many young people only improve packaging and promote products without investing in core technology - the decisive factor for long-term competitive advantage.

“The province should develop a general project on the innovation ecosystem, support access to capital, connect experts, invest in digital technology and AI in management; create more support for small and medium enterprises to upgrade and apply technology in production and management,” Mr. Quan suggested.

Let young people master technology

Speaking at the dialogue conference, Chairman of the Provincial People's Committee Pham Anh Tuan acknowledged and thanked the opinions and proposals of the Youth Union; and affirmed that Binh Dinh is focusing on developing science and technology, innovation and digital transformation to create breakthroughs in economic growth. The province has issued many important policies, including the Action Program to implement Resolution 57-NQ/TW, providing clear directions for these areas. In particular, the province is attracting large technology corporations to invest in semiconductor chips, artificial intelligence, cyber security, while building an innovation ecosystem and developing the digital economy with the goal of contributing 25-30% of GRDP by 2030.

Along with that, to support the young force, the province also implemented a series of specific policies, such as: Allocating 3% of the annual budget for science and technology, innovation and digital transformation; investing and developing technology infrastructure, promoting STEM education, training high-quality human resources in the fields of information technology, AI, semiconductor technology, etc. In addition, policies to support young people in starting businesses and scientific research are also being implemented.

Faced with these opportunities, the province’s youth need to proactively study, improve their professional qualifications and digital skills, boldly start businesses, and apply technology to production and business. At the same time, they need to actively research and innovate, contributing to bringing digital technology to key areas of the province such as agriculture, tourism, and public administration. In particular, young people must promote the role of the “Community Digital Technology Group”, supporting people to access digital services, and promoting e-government.

Chairman of the Provincial People's Committee Pham Anh Tuan said that Binh Dinh has all the conditions for development, but for the homeland to make a sustainable breakthrough, the pioneering force must be the local children.

“Young people not only preserve this land but also take the lead in development, attracting investment, making Binh Dinh a prosperous and livable place. Young people need to have ambition, passion, think seriously about the development direction of the province, clearly define their own path, and link personal development with the development of their homeland,” the Chairman of the Provincial People's Committee emphasized.
