Thanh Hoa focuses on responding to heavy rain

Thanh Hoa Provincial People's Committee has just issued Official Dispatch No. 10/CD-UBND, dated June 6, 2024, requesting provincial departments, branches, units, armed forces, People's Committees of districts, towns, cities and related units to focus on directing and implementing measures to respond to heavy rain.

At 2:00 p.m. on June 6, heavy rain caused Du Gate Flood, Luan Thanh Commune (Thuong Xuan) to be deeply flooded.

Due to the influence of the low pressure trough with an axis through the North being compressed combined with high-altitude wind convergence; from June 4 to 7:00 a.m. on June 6, 2024, Thanh Hoa province had moderate to heavy rain, some places had very heavy rain, with common rainfall from 50-115mm.

Some places have heavy rainfall such as: Nga Son 168mm, Sam Son 184mm, Cua Dat 248mm.

It is forecasted that during the day and night of June 6, Thanh Hoa province will have scattered showers and thunderstorms, with localized heavy rain with rainfall ranging from 10-30mm, with some places exceeding 70mm. From the evening of June 7 to June 9, there is a possibility of widespread heavy rain again.

To proactively respond to the developments of heavy rain, the Chairman of the Provincial People's Committee requested Directors of provincial departments, branches, sectors, units, Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Chairmen of the People's Committees of districts, towns, cities and related units to focus on directing and closely monitoring weather and disaster forecasts and warnings to proactively and promptly deploy preventive measures, response measures, and minimize damage.

Organize inspections and reviews of residential areas along rivers, streams, low-lying areas, areas at high risk of flooding, flash floods, and landslides to proactively evacuate people when situations arise. Proactively implement flood control work for agricultural production areas, low-lying areas, urban areas, and industrial parks.

Urgently mobilize forces and means to support people in harvesting the remaining rice and crops that are ready for harvest.

Direct the inspection, review, and readiness to deploy plans to ensure safety for dike and dam projects, especially at key locations and projects under construction; arrange permanent forces to operate and be ready to handle situations that may occur from the first hour. Proactively deploy forces to control and guide traffic, especially through culverts, spillways, deep flooded areas, and fast-flowing water when rain and floods occur.

Prepare forces, materials, vehicles, and logistics according to the "4 on-site" motto to deploy when a situation arises.

Thanh Hoa Electricity Company is responsible for providing safe and continuous electricity to drainage pumping stations and drainage culverts (electrically operated).

The provincial Hydrometeorological Station closely monitors, strengthens forecasts, warnings and timely information on developments of rain, floods, risks of flash floods, landslides and inundation.

Thanh Hoa Radio and Television Station and Thanh Hoa Newspaper increase the time spent reporting on weather developments, natural disasters and the province's direction so that all levels, sectors and people know and proactively respond.

Organize the on-duty team seriously, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue according to regulations.
