Hong Ngu district promotes the implementation of digital government, economy and society

DTO - After receiving Resolution No. 04 of the Provincial Party Committee, term XI, on digital transformation of Dong Thap province, the Standing Committee of the Hong Ngu District Party Committee advised the District Party Committee to issue Action Program No. 108 dated February 15, 2022 on digital transformation of Hong Ngu district (abbreviated as Digital Transformation Program). Therein, focusing on leading, directing the organization and implementation, thoroughly disseminating to key officials of the district, Party committees, Party organizations, and the District People's Committee to issue separate digital transformation plans for each sector for 3 priority areas (agriculture, health, education) close to the actual conditions of the locality and unit.


The computer systems of the People's Committee of Hong Ngu district and the People's Committees of communes and towns all have anti-malware software installed.

Hong Ngu District concretizes Decision No. 1397 dated December 20, 2022 of the Provincial People's Committee on promulgating a set of indicators to evaluate and rank digital transformation of agencies and specialized units under the Provincial People's Committee, districts and cities in the province through the development and implementation of a set of indicators to evaluate and rank digital transformation in the area to evaluate the results of digital transformation implementation. From there, agencies, units and localities identify the current situation, promote strengths, overcome weaknesses; promptly reward, motivate and encourage outstanding collectives and individuals in implementing digital transformation. The locality is interested in supporting enterprises and cooperatives to build e-commerce websites for online sales for 8 establishments, enterprises and 2 companies in 2025; supporting 4 companies, enterprises and cooperatives to apply QR code technology solutions to trace the origin and source of products on the dacsandongthap.com.vn software. Up to now, selling and shopping in the electronic environment has become a habit of the majority of consumers in the district; 100% of products under the One Commune One Product (OCOP) Program are available on e-commerce platforms (40/40 products). In particular, farmers know how to apply and exploit supply and demand information through the Internet, buy and sell online, contributing to changing the mindset from agricultural production to agricultural economy.

Currently, Hong Ngu district has more than 80% of households with fixed broadband Internet connection; over 70% of mobile phone subscribers use smartphones; 30% of the population has basic digital knowledge and skills. In addition, 100% of the population has a digital identity; 40% of general education institutions and vocational training institutions deploy management, teaching and learning activities in the digital environment; 50% of the population has electronic health records. Hong Ngu District Medical Center has deployed remote medical examination and treatment consultation. Human resources operating information systems to ensure the effective operation and exploitation of the province's shared systems are guaranteed. Deploying connections with common digital platforms for data integration and sharing, electronic identification and authentication, electronic payment; monitoring, operating network safety and security.

Hong Ngu district coordinates with relevant units to organize training, coaching, and update knowledge and skills on digital transformation for cadres, civil servants, public employees, workers, businesses and people in the area in accordance with local and unit conditions.

Based on the guidance of the Department of Information and Communications (now the Department of Science and Technology) on the implementation of a number of key tasks on network information security, Hong Ngu district has 11/11 units approved by the Department of Science and Technology for the information system security level, including: 10 commune-level units and 1 district-level unit. Most of the computers of state agencies under the district People's Committee and the People's Committees of communes and towns have installed anti-malware software. At the same time, the copyright of Kaspersky Endoint Security centralized anti-malware software has been extended for 100% of computers, ensuring the spirit of Directive No. 14 dated May 25, 2018 of the Prime Minister on improving the capacity to prevent and combat malware.

In the coming time, Hong Ngu district will continue to innovate the content, form, and methods of propaganda, raising awareness in the political system and the people about digital transformation in socio-economic development. Effectively implement mechanisms and policies to facilitate digital transformation, especially policies to support people and businesses using online public services and preferential policies for civil servants and public employees performing digital transformation tasks in state agencies. In addition, focus on leading and directing the implementation of 3 pillars of digital transformation, including effectively deploying and applying shared databases and specialized databases. Support businesses, cooperatives, and households to convert traditional production methods to production methods applying digital technology; deploy the Public Telecommunications Program to support poor and near-poor households to use smart devices in the area according to the roadmap to turn off 2G waves and according to the instructions of the Department of Science and Technology.
