Implementing policies on teachers' professional titles is also one of the solutions to develop the teaching staff.
Teachers are promoted, not only demonstrating their capacity and professional qualifications, but also with salary policies and regimes.
Deputy Minister Hoang Minh Son informed that the Ministry of Home Affairs has drafted a Decree amending and supplementing a number of articles of Decree No. 115/2020/ND-CP dated September 25, 2020 regulating the recruitment, use and management of civil servants; including a proposal to eliminate the form of professional title promotion exams for civil servants.
If this proposal becomes a reality, the promotion of professional titles will only be through examination, not through examination. This will have a positive impact on career development for civil servants in general and teachers in particular.
According to the Deputy Minister, whether it is an exam or a professional title promotion, the purpose is to evaluate the capacity and professional qualifications of teachers; and professional capacity and skills require a process of teaching, self-training, fostering and practicing.
Regarding the form of professional title promotion exams, the Deputy Minister acknowledged that when taking the exam, teachers must study, review and prepare knowledge content; while teaching work must still be ensured. That makes teachers lose a lot of time and effort...
If we conduct the professional title promotion, there will be more positive aspects. Instead of evaluating through exams, there will be an evaluation board. The evaluation and comments will be based on the teacher's work process.
This will ensure fairness, transparency and accuracy. It will motivate teachers to dedicate themselves to their profession and help reduce the number of teachers quitting their jobs.
