- Approaching and building a Gender Equality Law that is inclusive of gender and sexuality

Overview of the Workshop
Speaking at the workshop, Mr. Le Khanh Luong, Director of the Department of Gender Equality, emphasized: Communication is identified as one of the key tasks to implement laws and policies on gender equality, and is the most important solution to raise awareness, change behavior, contribute to eliminating gender stereotypes and move towards real gender equality.

In recent years, all levels, sectors and localities have made great efforts in communication work on gender equality. Implementing Resolution No. 28/NQ-CP dated March 3, 2021 of the Government promulgating the National Strategy on Gender Equality for the 2021-2030 period and Decision No. 1790/QD-TTg dated October 23, 2021 of the Prime Minister approving the Communication Program for Gender Equality to 2030, the Ministry of Labor, War Invalids and Social Affairs was assigned to preside over the organization of the "Month of Action for Gender Equality and Prevention and Response to Gender-Based Violence", creating positive effects, attracting the attention, participation and cooperation of agencies, organizations and people, contributing to narrowing the gender gap in most fields.
The month of action has created a peak communication campaign, attracting the participation of ministries, branches, central agencies, international organizations, non-governmental organizations and 63 provinces and cities nationwide, contributing to widely spreading images and messages, calling on all classes of people to make efforts to achieve gender equality, and join hands to end violence against women and children.
Through the annual communication campaign, messages calling for gender equality and joining hands to end violence against women and children have spread further and wider, contributing to positive changes in dealing with acts of violence and abuse against women and children.
On that basis, the Ministry of Labor, Invalids and Social Affairs has chosen the theme of the Month of Action for Gender Equality and Prevention and Response to Gender-Based Violence in 2023 as "Ensuring social security, empowering and creating opportunities for women and girls to achieve gender equality and eliminate gender-based violence".
This year's theme continues to emphasize the importance and necessity of prioritizing social security work, which is also an important solution to ensure gender equality and gradually eliminate gender-based violence in the current period.
Therefore, communication on this topic aims to increase communication effects, contributing to the good implementation of social security policies.
Ms. Ngo Dieu Linh - Deputy Director of Gender Equality Department presented the theme and communication message on gender equality in 2023.
Also at the Workshop, Ms. Ngo Dieu Linh, Deputy Director of the Department of Gender Equality, presented 14 draft communication messages for the Month of Action for Gender Equality and Prevention and Response to Gender-Based Violence in 2023. The communication messages were developed closely following the theme of the Month of Action and aimed at rich content, objectives and communication audiences, suitable for agencies and organizations to apply in communication activities.
In addition, the Department of Gender Equality also introduced and sought opinions on diverse communication product models to meet the needs of agencies and organizations in different events.
Delegates contributed ideas to the communication message on gender equality.
Commenting on the theme, messages and media products in the Month of Action for Gender Equality and Prevention and Response to Gender-Based Violence in 2023, delegates highly agreed with the theme of the Month of Action in 2023 and said that this is a new, appropriate and progressive approach while ensuring comprehensiveness and topicality for the issue of gender equality.
However, to make the communication message more effective, it is necessary to edit some messages to be concise, easy to understand, easy to remember, add some content to be more comprehensive, and arrange the messages to suit each communication audience as well as attract the participation of many agencies, departments, and people in the implementation.
Based on the comments of delegates and experts at the Workshop, the Department of Gender Equality will absorb, finalize and submit to the Ministry for promulgation of documents guiding ministries, branches and localities on the implementation of the Month of Action for Gender Equality and Prevention and Response to Gender-Based Violence in 2023 in the coming time.
