At the meeting, delegates listened to representatives of the Department of Home Affairs present reports and draft resolutions to be submitted to the 15th Session, including: Report and draft resolution regulating the titles, allowances and concurrent positions of non-professional workers at the commune, village and residential group levels; fixed operating budget levels of socio-political organizations at the commune level; monthly support levels and concurrent allowance levels of people directly participating in activities in villages and residential groups and allowance levels for a number of other positions in Ha Tinh province.
Report and draft resolution on assigning the number of commune-level cadres, civil servants and part-time workers at the commune level in the province in 2023; report and draft resolution on deciding the number of teaching labor contracts at secondary schools in Ha Tinh city in the 2023-2024 school year.
Deputy Director of the Department of Home Affairs Cu Huy Cam reported on the submissions and draft resolutions.
Speaking at the review meeting, delegates basically agreed with the content of the submission and draft resolution. Delegates said that the draft resolutions submitted this time ensure the authority, legal procedures and the necessity of promulgation.
Many delegates suggested that it is necessary to carefully study legal regulations to consider and adjust reasonable and practical allowance levels related to policies for positions.
Regarding the proposal to assign the number of commune-level cadres, civil servants and non-professional workers at the commune level in the province in 2023, delegates expressed their opinions that it is necessary to assign responsibility to localities in arranging the number of cadres, avoiding mass recruitment.
Vice Chairman of the Provincial People's Council Tran Van Ky requested clarification of the positions according to the draft resolution related to the policy.
Regarding the submission and draft resolution on deciding the number of teaching labor contracts at secondary schools in Ha Tinh city for the 2023-2024 school year, delegates said that it is necessary to conduct a thorough review and possibly transfer surplus subject teachers from districts surrounding Ha Tinh city to the city to meet the teaching needs of children.

Concluding the meeting, Head of the Legal Committee of the Provincial People's Council Nguyen Thi Nhuan highly appreciated the preparation of the reports and draft resolutions of the agencies and units and the enthusiastic and responsible comments of the delegates.
