PAPI is a tool that reflects people's opinions on the effectiveness of state management, administration, policy implementation and public service provision. This index is conducted annually through the largest sociological survey nationwide.

In 2024, Thai Binh ranked first in the country in terms of accountability to the people, reaching 4.6101 points. Other indicators such as: publicity and transparency in local government decisions; provision of public services; effectiveness of public administration and governance... were all in the highest group. This result shows encouraging progress in governance and provision of public services at the local level. To achieve this achievement, the Provincial Party Committee, the Provincial People's Committee, departments, branches and localities have focused on directing and synchronously implementing many solutions to improve operational efficiency, improve service quality and people's satisfaction.
