Efforts to resolve retirement benefits for officials according to Decree No. 178/2024/ND-CP

Promoting the reorganization of the political system towards streamlining, effectiveness and efficiency is an important step to realize the goal of comprehensive national development. In this process, the full and timely implementation of regimes and policies, especially the early retirement regime according to Decree No. 178/2024/ND-CP of the Government, is of great significance in stabilizing the organization and ensuring legitimate rights for cadres.

The Social Insurance Regime Department (Provincial Social Insurance) focuses on processing records and ensuring pension benefits for people who retire before the age according to Decree No. 178.

With more than 30 years of working in the labor - war invalids and social affairs sector, Ms. Nguyen Thi Hai Hong, former Chief Inspector of the Department of Labor - War Invalids and Social Affairs, has always been dedicated and responsible for her work. When there was a policy to merge the Department of Labor - War Invalids and Social Affairs with the Department of Home Affairs, she proactively wrote an application for early retirement to create opportunities for the younger generation of cadres to continue contributing. Immediately after the approval decision, her policies and regimes were resolved quickly and fully by the Social Insurance agency. She shared: Although the time to process the documents was short, all regimes and benefits were resolved promptly and in accordance with regulations. I received the decision and pension for March and April 2025 through the bank, I am very assured and excited because of the enthusiastic support.

Ms. Hong's case is a clear demonstration that the early retirement policy under Decree No. 178 is being effectively implemented, creating consensus and trust among the staff. Her story is also the common joy of many cadres, civil servants and public employees in the province who have voluntarily retired early, leaving their positions to the next generation. Many people have proactively written applications for early retirement, willing to sacrifice personal interests for the common goal, demonstrating a sense of responsibility and accompanying the process of organizational innovation, towards building a professional and effective civil service.

At the provincial Social Insurance, although the number of applications for retirement benefits under Decree No. 178 has increased in a short period of time, each officer and employee has upheld their sense of responsibility and made efforts to resolve them quickly, completely, and accurately according to regulations. As of April 2025, the provincial Social Insurance has completed the settlement of retirement benefits for nearly 300 cases. Ensuring legitimate rights for employees, especially early retirement benefits, clearly demonstrates the role and responsibility of the Social Insurance sector, contributing to strengthening the trust of officers, civil servants, and public employees in the policy of restructuring the apparatus in association with ensuring social security.

According to Ms. Nguyen Thi Hong Ngoc, Deputy Director of the Provincial Social Insurance, the settlement of retirement benefits belongs to the Social Insurance Regime Department. Before April 1, 2025, the Department had 10 officers and civil servants, but after 4 comrades retired according to Decree No. 178, only 6 people remained to handle the increasing workload. In the context of human resource shortage, the Provincial Social Insurance has directed the Department to proactively arrange work scientifically, flexibly innovate working methods, and promote the application of information technology to meet the requirements in the new period. Thanks to that, the progress of handling records is guaranteed, and the rights of workers are fully and accurately implemented.

At the district Social Insurance, the settlement of retirement regimes according to Decree No. 178 has also been urgently implemented with a high sense of responsibility. Quynh Phu District Social Insurance has coordinated with employers to provide guidance and clearly explain the rights and necessary procedures to employees. Mr. Le Van Tho, Deputy Director of the district Social Insurance, said: Immediately after receiving the retirement decision from the competent authority, the district Social Insurance will review the employee's social insurance participation process, check factors such as title, salary coefficient, position allowance, validity of the records and receive them to carry out the next steps. The implementation is carried out urgently, in accordance with the process, on time and ensuring full benefits for beneficiaries. As of April 16, 2025, Quynh Phu District Social Insurance has completed the settlement of 20 retirement records according to Decree No. 178.

We are entering a major revolution in the organization and reorganization of the administrative apparatus to realize the goal of building a streamlined, effective and efficient political system. As the agency implementing social insurance and health insurance policies, the Thai Binh provincial social insurance sector has been making efforts to effectively implement regimes and policies, contributing to ensuring the rights of beneficiaries, maintaining social security and creating consensus in the process of reorganizing the local apparatus.
