Focus on maximum disbursement of public investment capital

There is only one month left until the end of 2024, but the disbursement rate of public investment capital in the province is still very slow compared to the set plan. This requires relevant departments, branches, investors, and local People's Committees to focus on leading, directing, and organizing to accelerate the progress of project implementation and settlement in accordance with the law.

With favorable weather and ready land, the project of the road connecting National Highway 4B to National Highway 18 in Tien Yen district, invested by Tien Yen District People's Committee, is always bustling with the sound of machinery and construction vehicles along the entire route these days. The project has a route length of 2.6 km, with the starting point connecting to National Highway 4B at Km102+200; the end point connecting to National Highway 18 at Km208+00.

According to the Tien Yen District Investment and Construction Project Management Board, before October 2024, the project encountered many difficulties in terms of site clearance and could not carry out synchronous construction of all items. Up to now, the project has completed the entire site clearance, the joint venture of contractors is taking advantage of favorable weather, focusing on maximum equipment, machinery, and vehicles to carry out construction along the entire route, with the spirit of only working, not backing down, organizing construction in "3 shifts, 4 teams".

Currently, the joint venture contractors have detailed construction plans for each item. At the construction site, the joint venture contractors have arranged 12 road rollers of various types, 5 graders, 20 trucks, 16 excavators, 5 crawler cranes, 2 graders, 1 water truck, 4 pile drilling machines, and over 100 technical staff and workers to organize the construction along the entire route.

Regarding the bridge package, there are 2 bridges across the Tien Yen River and its branches. Up to now, for Bridge No. 1 (the beginning of the route), the contractor has completed the construction of pier M1; completed bored piles for pier T6 and pier T7; completed the temporary bridge from pier M1 to pier T2 and from pier T6 to pier T5. Currently, drilling piles for M2, pier T2, pier T3 is being actively carried out. Bridge No. 2 has completed the casting of 24m DUL girders; completed bored piles for pier M2 and is focusing on constructing bored piles for pier T22, filling the service road and building a temporary bridge across the branch river.

For the road package, the contractor has completed site clearance, organic stripping; completed excavation, grading the slope from pile 97 to pile 116; completed K95 earth filling from pile 97 to pile 116; completed 4 D1500 circular culverts; completed casting the top ditch slab; completed K98 roadbed earth filling from pile 97 to pile 116. Up to now, the completed volume of the entire project has reached 31%; the capital disbursement rate has reached 55.9% of the annual plan.

Along with the above project, many other projects across the province are currently in the peak construction phase when the weather is favorable, combined with many difficulties and obstacles that have been focused on being resolved, such as: Dam Nha Mac Intersection, Provincial Media Center Headquarters, Provincial Police Headquarters, Provincial Border Guard Headquarters, National Highway 279, Van Don - Mong Cai Expressway feeder road...

According to the Department of Planning and Investment, despite the efforts of investors and contractors, as of November 15, the province had only disbursed 43.8% of the adjusted plan, equivalent to over VND5,300 billion. Of which, the central budget disbursed 52.6% of the plan; the provincial budget disbursed 39.5% of the plan; and the district budget disbursed 45% of the plan. Thus, in the remaining time of the year, the province must disburse over VND6,800 billion to reach 100% of the adjusted capital plan by December 31.

Taking advantage of favorable weather, the contractor carried out the embankment of K95 and K98 on the Van Don - Mong Cai expressway.

To achieve this goal, on November 12, the Provincial People's Committee issued Document No. 3243/UBND-GTCN&XD directing departments, branches, investors, and local People's Committees to strictly implement Official Dispatch No. 115/CD-TTg dated November 7, 2024 of the Prime Minister; focus on promoting site clearance work, prioritizing the allocation of sufficient funds to carry out compensation and site clearance for areas that meet the conditions; remove difficulties related to licensing of mines and exploitation of stone, sand, and soil materials; implement measures to control prices and quality of raw materials for public investment projects, ensuring speed, efficiency, and compliance with legal regulations; strengthen inspection, urging, promptly commending and rewarding organizations, individuals, and units that achieve good results in disbursing public investment capital; Resolutely and severely handle investors, project management boards, organizations and individuals who intentionally cause difficulties, obstruct, and irresponsibly delay the progress of capital allocation, capital adjustment, project implementation and disbursement of public investment capital.

The Provincial People's Committee also requires contractors to implement public investment projects to increase their responsibility, make efforts, arrange enough human resources, equipment, overtime, and organize construction in 3 consecutive shifts in suitable locations with sufficient conditions, with high determination and great efforts to complete the project ahead of schedule; make payment as soon as there is volume, and do not leave any backlog at the end of the year. Resolutely consider eliminating and replacing contractors with poor capacity, slow construction, affecting progress and wasting State investment resources.
