Focus on removing difficulties and speeding up progress of key projects

According to the report of the Provincial People's Committee, since the beginning of the year, with the drastic direction of the Provincial People's Committee and the participation of the entire political system, the implementation of key projects has basically achieved the set progress.

For the Lao Cai - Hanoi - Hai Phong standard gauge railway project, the districts of Van Ban, Bao Yen, and Bao Thang are developing plans and implementing statistics, compensation and site clearance from March 15; Lao Cai city is directing relevant units to carry out public posting procedures and notify organizations to organize statistics and counting.

Regarding resettlement, on March 20, 2025, the Provincial People's Committee issued Document No. 1520/UBND-TH on unifying the list of projects to build resettlement areas for the construction of the Lao Cai - Hanoi - Hai Phong railway line and assigning localities to carry out investment preparation work including 16 projects to build resettlement areas (Lao Cai city 4 projects; Van Ban district 6 projects; Bao Yen district 3 projects and Bao Thang district 3 projects).

The site clearance work for phase 2 (75.8 ha) of the Sa Pa Airport Project is being actively implemented. Up to now, the site clearance boundary markers have been placed; additional measurements have been made and the current cadastral map has been adjusted.

The project to build a border bridge across the Red River in Bat Xat area and connecting infrastructure, the border bridge section (component project 1) will start construction on March 31, 2025. Currently, the Provincial People's Committee Office is coordinating with the Department of Construction to prepare the contents to organize the groundbreaking ceremony.

For the Lao Cai - Vinh Yen 500 kV transmission line project, the column foundation has handed over 100/100 VT (100%); for the corridor, the province has issued a decision approving the compensation, support and resettlement plan.

At the meeting, local leaders reported a number of difficulties and obstacles in project implementation. Accordingly, for the Lao Cai - Hanoi - Hai Phong standard gauge railway project, due to the fact that the project's route plan completed according to the pre-feasibility study report has many locations changed compared to the route previously provided by the Railway Project Management Board, leading to changes in the results of the survey, statistics and counting of households whose land is recovered, so the survey, compensation, support and resettlement work is temporarily suspended. In addition, the Railway Project Management Board has not yet carried out the marking and handover of the project's implementation boundary in the field, so the survey, statistics and forecast of the number of affected households and the number of households that must be resettled cannot be accurate according to the approved Pre-feasibility Study Report.

For the Lao Cai - Vinh Yen 500 kV transmission line project, the determination of service roads and waste dumps has not been done.

At the 220 kV Bat Xat - Bao Thang transmission line project/500kV Lao Cai substation, due to the impact of mineral exploration and exploitation plans, the site clearance progress is slower than required...

Speaking at the meeting, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested agencies, units and localities to focus on thoroughly removing difficulties and obstacles, speeding up project progress according to the motto "clear people, clear work, clear responsibilities, clear progress, efficiency". The Chairman of the People's Committee also noted that local leaders must clearly understand where the constructions and projects in the area are stuck, clearly understand the relevant legal regulations to coordinate with departments and branches and direct departments and offices to handle. Departments and branches should research and advise the province to flexibly apply specific mechanisms and policies of the central government for each specific project category. Along with that, closely follow ministries and branches to coordinate and urge the contents that are not under the province's authority.

10 key tasks in 2025 of the Provincial People's Committee:

1. State budget revenue and expenditure.

2. Disbursement of public investment capital and national target programs.

3. Focus on implementing key projects.

4. Investing in building technical infrastructure for industrial parks and clusters.

5. Removing difficulties for businesses.

6. New rural construction.

7. Housing.

8. Accelerate the implementation of Project 86 on strengthening management of land originating from state-owned farms and forestry farms in Lao Cai province, while resolving difficulties and problems in paying for forest environmental services to people.

9. Administrative reform and digital transformation.

10. Pay attention to solving social issues; urgent issues, preventing natural disasters and epidemics; ensuring social order and safety, promoting foreign affairs activities.
