Concentrating resources to change the urban face of Hoang Mai district

In 2024 ( the 21st year since its establishment), the work of basic construction investment (XDCB), site clearance and land use rights auction of Hoang Mai district has been making significant breakthroughs that have been recognized by the people. People can feel this when contacting and working with specialized departments and offices of the District People's Committee and wards with projects. Now, the work is stuck at which stage, which unit and who is responsible have been clearly defined.

Ensuring progress of public investment projects

Regarding land management, up to now, Hoang Mai district has basically implemented the land use plan for 2024 and is currently preparing the land use plan for 2025.

Hoang Mai District People's Committee has strengthened inspection, supervision, detection and handling of violations related to land management and use and violations of construction order in accordance with current regulations.

Hoang Mai District is developing solutions to accelerate investment progress, focusing on handling 45 non-budget capital projects using land that are slow to be implemented; 24 cases exist in the Red River delta area; the remaining 640 cases have not yet received Land Use Right Certificates.

The 2024 public investment capital plan of Hoang Mai district is allocated 1,081 billion VND for a total of 116 projects, completing 06/43 transitional projects, starting 13/34 new projects, approving 8/39 investment preparation projects. Disbursement up to the end of the first 6 months of the year reached 55% of the capital plan. To solve the problem of school shortage, in the first 6 months of 2024, Hoang Mai district built, repaired, renovated and is under construction 14 schools.

In 2024, Hoang Mai district strives to disburse 100% of the capital plan assigned by the City; complete and hand over 20 projects in 2024. Of which: focus on progressing the investment implementation of 4 public school construction projects on land recovered from the Housing and Urban Development Corporation (HUD) in Hoang Liet ward, 3 kindergarten, primary and secondary school projects in Dinh Cong ward; school projects in Vinh Hung and Linh Nam wards. Complete detailed planning projects for the beach area, urban design of the eastern route, urban design of the route from Giai Phong to Den Lu bridge.

Focus on 6 key projects

Regarding site clearance work, in 2024, the district is implementing site clearance for 45 projects, continuing to urge investors for 24 projects with problems and difficulties, announcing land recovery for 1,109 households, conducting surveys for 771 households, confirming the land origin of 1,153 households, creating 1,109 draft plans, and approving 782 official plans with an amount of 335 billion VND.

Currently, the Party Secretary of each ward is the Head of the Steering Committee for Land Acquisition and Site Clearance of projects in his/her locality. In addition to the Standing Committee of the Party Committee, the Chairman and Vice Chairman of the Ward People's Committee, there are also heads of political organizations of the ward and secretaries of Party cells in the land acquisition and site clearance area. The wards of Linh Nam and Mai Dong have had many initiatives to focus the entire political system on ensuring the progress required by the district.

The People's Committees of the relevant wards continue to review and complete the remaining site clearance work of 6 public school construction projects in the district, such as: Vinh Hung Kindergarten Project (plot F2/NT3); Vinh Hung Primary School (plot F3/TH4); Vinh Hung Kindergarten Construction (plot F3/NT3); Dinh Cong Secondary School Construction Project (plot D1/TH4); Dinh Cong Primary School Construction Project (plot D1/TH3); Dinh Cong Kindergarten Construction Project (plot D1/NT2).

 

"The Standing Committee of the District Party Committee directed units to focus on site clearance work, including 6 important traffic projects in the city and district.

These are the projects of the northern route of Vinh Tuy Industrial Park; the route from Dong Tau to Giai Phong; Tam Trinh route; Minh Khai-Vinh Tuy-Yen Duyen project connecting the section from Ring Road 2.5 to Ring Road 3; Linh Nam route; the route from Road 2.5 to Hoang Van Thu Ward People's Committee" - District Party Secretary Nguyen Xuan Linh affirmed.

Relevant units need to speed up the progress of site clearance for 2 traffic projects (Intersection project between Tam Trinh street and Minh Khai - Vinh Tuy - Yen Duyen street; Project of roads around the parking lot and Aeon Mall) immediately after Hanoi City approves the policy and meets the conditions for implementation.

Yen So, Mai Dong, Linh Nam wards... need to strengthen propaganda, mobilization, and handling of people's petitions and complaints in the land acquisition and clearance work. According to its functions and tasks, the District People's Council has organized 2 specialized voter contact conferences on land acquisition and clearance work for projects in the area. Voters' opinions and petitions have been received and focused on by the District People's Committee, relevant departments, offices, and units.

Regarding the auction of land use rights, the People's Committee of Hoang Mai district focused on completing procedures to organize the auction of land use rights for the low-rise housing construction project at block TT4 of the urban area Nam Ho Linh Dam; land fund in the resettlement areas of Thanh Tri bridge; low-rise housing construction project at blocks TT1-TT3 of the urban area Nam Ho Linh Dam (phase 2); focused on completing investment preparation and construction of technical infrastructure for auction blocks that have been approved for investment policy.

After more than 20 years of establishment, the government and people of Hoang Mai are joining hands and determined to change the face of the city. Certainly, in 2024 - 2025, many civil projects will be completed and put into use.
