Focusing resources on housing support for people in disadvantaged areas

Implementing Project 1 under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 Period (National Target Program 1719), Thai Nguyen province has focused resources on housing support to help people in disadvantaged areas stabilize their lives.

After more than 3 years of implementation, from the investment resources of the National Target Program 1719, remote areas, ethnic minority and mountainous areas of Thai Nguyen province have had positive changes, people's lives have been gradually improved and enhanced.

Being a poor family, for many years, the 6 members of Trieu Van Thuy's family in Phu Dinh commune (Dinh Hoa district) had to live in an old, cramped house, making daily activities very inconvenient. When the National Target Program 1719 was implemented, Thuy's family's housing difficulties were resolved. From the State's support fund, Thuy and his wife borrowed more from the Social Policy Bank to build a new place to live. After 4 months of construction, the family's new, spacious and solid house was completed with an area of 90m2, including 3 rooms with full functionality. The sturdy house has given the couple more motivation to continue to make efforts to develop the economy, stabilize their lives and gradually escape poverty.

Also in 2023, with support from Project 1 under the National Target Program 1719, the family of Ms. Nguyen Thi Uyen - an ethnic minority household in Lien Minh commune (Vo Nhai district) built a 4-room house, paved with bricks and roofed with solid tiles. Ms. Uyen said: With the attention and support of the Party and the State, my family has built a spacious and solid house. With a stable place to live, the couple can also feel secure in doing business, focusing on economic development, and raising their children to adulthood.

The solid and spacious houses have provided support and motivation for hundreds of poor ethnic minority households to stabilize their lives, develop their economies with peace of mind, and escape poverty. According to statistics, since the implementation of Project 1 under the National Target Program 1719, Thai Nguyen province has disbursed housing loans to 724 households with a total cost of about 29 billion VND.

Mr. Phan Duc Cuong - Head of the Ethnic Minorities Committee of Thai Nguyen province said that supporting the solution to the shortage of residential land, housing, production land, and domestic water for poor ethnic minority households is one of the policies effectively implemented by Thai Nguyen province. In the period of 2021 - 2025, the province's capital investment for the National Target Program 1719 is nearly 2,000 billion VND. By the end of 2023, Thai Nguyen province has disbursed about 850 billion VND, supporting more than 200 households to build houses, supporting decentralized domestic water for more than 500 households, building 12 centralized domestic water supply works; supporting the development of many production models according to the value chain, creating livelihoods for ethnic minorities.

In 2024, the National Target Program 1719 was implemented in Thai Nguyen province with an investment capital of 645 billion VND. From the above resources, the province focused on supporting residential land for 27 households, housing for 153 households, domestic water for over 1,200 households, and investing in the construction of 9 centralized domestic water works. Along with prioritizing resources for developing rural infrastructure in difficult, remote and isolated areas, localities continue to have policies to support production development, ensuring essential conditions for housing and domestic water, thereby helping ethnic minorities and mountainous areas to escape poverty and stabilize their lives. Thai Nguyen province sets a target of reducing 2% of poor households in ethnic minority and mountainous areas each year; 96% of ethnic minorities have access to clean domestic water; and fundamentally solving the shortage of housing, residential land, and production land for ethnic minorities.
