In her presentation on "Data Development for Digital Transformation in Ho Chi Minh City," Ms. Vo Thi Trung Trinh, Deputy Director of the Department of Information and Communications, stated that in recent years, Ho Chi Minh City has focused on building digital data to serve digital transformation. Specifically in 2023, the city concentrated on developing digital data, with government agencies focusing on activities related to developing, sharing, exploiting, and analyzing data to support digital transformation, the development of digital government , the digital economy, and the digital society, with key strategic directions.

According to Ms. Vo Thi Trung Trinh, Deputy Director of the Ho Chi Minh City Department of Information and Communications, digital transformation and data governance is a journey that requires continuous improvement in line with technological advancements over time. Therefore, it is necessary to establish a leading agency to promote, coordinate, and design digital solutions for the city in order to improve the integration and design of shared digital services for the entire city.

Currently, Ho Chi Minh City is among the top 5 localities in digital transformation, with 100% of administrative procedures in the list of administrative procedures meeting the requirements for partially or fully online public services; the rate of administrative procedure dossiers processed online reaches 60%; and the rate of digitization of dossiers and results of administrative procedure resolution by city departments, agencies, district and commune levels reaches a minimum of 50%, 40% and 35% respectively.

“Currently, state agencies are focusing on activities related to developing, connecting, sharing, exploiting, and analyzing data to serve digital transformation, the development of digital government, digital economy, and digital society with key orientations: citizens and businesses only provide information once to state agencies when using online public services; businesses can access data and open data provided by state agencies to serve production and business; state agencies use data from information systems in real time to support decision-making and minimize manual reporting between levels,” Ms. Vo Thi Trung Trinh shared.

Set many big goals.

Ho Chi Minh City has set several goals for digital transformation by 2030, including fundamentally and comprehensively reforming the operation of the digital government apparatus, promoting the digital economy and digital society to bring convenience to the people. In particular, Ho Chi Minh City aims to become a healthcare center not only for Vietnam but also for the ASEAN region, with a healthcare ecosystem of 6,000 medical facilities; striving to develop remote healthcare services, applying artificial intelligence (AI) in diagnosis and treatment, and developing efficient and modern hospitals and healthcare facilities.

Furthermore, developing the digital economy is one of Ho Chi Minh City's major goals. In 2022, the digital economy in Ho Chi Minh City contributed approximately VND 1,479,227 billion to the city's GRDP, accounting for about 19% of the GRDP. The city is aiming for the digital economy to reach 25% by 2025 and 40% by 2030 (higher than the national target of 5%-10%) to continue maintaining its leading economic position nationwide.

According to Ms. Nguyen Truc Van, Director of the Ho Chi Minh City Center for Economic and Social Simulation and Forecasting, to develop the digital economy, Ho Chi Minh City needs to strengthen its economic competitiveness through digitalization, such as creating favorable conditions for the application, access, and effective use of digital technology at all business sizes and levels of digital maturity; promoting industry development by increasing local participation; building a legal framework to meet the needs of the digital economy, encouraging innovative business models, and developing digital industrial clusters…

"Digital transformation is a long-term process that requires the efforts and cooperation of the entire political system, businesses, and people. I believe that, with the joint efforts and unity of all levels, sectors, businesses, and people, Ho Chi Minh City will soon become a smart city, a pioneer in national digital transformation."

With the goal of accelerating digital transformation, Ho Chi Minh City is currently focusing on building three data groups (data on citizens, financial and business data, and land and urban data); expanding the construction of digital infrastructure and strengthening information security; deploying digital platforms for city-wide information systems; implementing digital transformation; building an innovation ecosystem; deploying AI programs; and developing open data platforms.

“Technology is increasingly becoming an important part of daily life, positively impacting every aspect of life for city dwellers. Therefore, it is crucial that we understand, apply, and innovate in this field. The city has a responsibility to promote the development and application of technology intelligently, to promote digital transformation, and to ensure that no one is left behind,” said Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc at the Tech4Life 2023 Exhibition and Conference.

Bringing new technologies to people and businesses.

This year's Tech4Life exhibition features over 60 booths from 50 IT companies nationwide, showcasing the latest smart technology products and solutions, such as: Vibotics' automated customer care system; Ho Chi Minh City Power Corporation's electricity information lookup system; MK Group's security authentication and smart cards; VNPT's digital signatures, and more.

According to Mr. Lam Dinh Thang, Director of the Ho Chi Minh City Department of Information and Communications, the Tech4Life 2023 event is an opportunity to introduce new technology products and serve as a bridge connecting government agencies, businesses, and experts. “The number of businesses participating in Tech4Life 2023 has tripled compared to 2022, and the conference content has expanded to better serve the public. I expect this year's event will provide citizens and businesses with much useful information about digital transformation and new technologies. Through this event, the Ho Chi Minh City Department of Information and Communications hopes to receive feedback and suggestions from experts, scientists, and citizens for digital transformation in Ho Chi Minh City in the coming time,” Mr. Lam Dinh Thang shared.

Digital transformation has entered many fields.

In Ho Chi Minh City, digital transformation is permeating all sectors, especially state management agencies, with the goal of better serving the people, as demonstrated in many areas. The city has recently launched a comprehensive information system for directing and managing operations based on data. The system was built to help city leaders monitor and comprehensively assess the socio-economic situation, or provide critical feedback on pressing issues, in order to promptly provide appropriate guidance, decisions, and actions.

In the field of justice, Ho Chi Minh City is the first locality in the country to complete the digitization of 4 types of civil registration books: marriage registration books, birth registration books, death registration books, and parent-child registration books, with a total of 12 million records.

In the education and training sector, the city has completed the construction of databases for schools, classes, students, teachers, and staff, and is continuing to build databases for high school graduation and diplomas/certificates. This data source has actively served the management of education and training in Ho Chi Minh City.

Regarding the natural resources and environment sector, the city has completed and is currently conducting trials of data sharing on a geographic information platform at a scale of 1/2000 and 1/5000, comprising 87 data layers as a basis for overlaying map data. The city has also implemented a system for monitoring and handling citizen complaints and feedback through the 1022 hotline. This system allows city leaders and relevant units to search for, monitor the quality of, and supervise the handling of complaints and feedback, enabling timely decision-making to improve the quality of service for citizens, organizations, and businesses.
