Khanh Hoa Provincial People's Council has just issued a Resolution approving the Cam Ranh City Urban Development Program to 2030, with a vision to 2045. The program has specified the orientation for developing the urban system according to the provincial planning to realize the goal of becoming a tourism - logistics city according to Resolution No. 09 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045.

According to the Cam Ranh City Urban Development Program Project to 2030, with a vision to 2045, Cam Ranh is divided into 7 urban development areas. Specifically: Area 1 (including wards: Cam Loi, Cam Linh, Cam Thuan, Cam Phu and part of wards: Ba Ngoi, Cam Loc, Cam Phuc Nam, Cam Phuc Bac) is the central public administrative - commercial service urban area, with an area of ​​2,805 hectares, population of about 255,000 people. This is identified as the administrative - political, public, educational, cultural, sports, historical center of the city; is the urban logistics development area associated with festival tourism development.

Area 2 (part of the communes and wards: Cam Phuoc Dong, Cam Loc, Cam Phu, Cam Phuc Nam, Cam Phuc Bac and Cam Thanh Nam) is an area for developing cultural tourism and nature conservation with an area of ​​2,934 hectares and a population of 30,000 people. This will be a tourism service center that develops diverse types of tourism; an area with convenient traffic connecting easily with the financial - commercial - service center, a high-density mixed-use area on Nguyen Van Cu Street.

Area 3 (including part of the communes and wards: Cam Nghia, Cam Phuc Bac and Cam Thanh Nam) is an ecological urban area of ​​trade - logistics services associated with the airport, with an area of ​​2,176 hectares and a population of 160,000. This is a comprehensive logistics urban area, international airport logistics, international waterway passenger port, bus station; at the same time, it is the northern gateway area of ​​Cam Ranh City with the role of a tourist urban area, welcoming guests staying from the international airport and waterway port.

Area 4 (Cam Nghia ward) is a service-tourism urban area with an area of ​​2,200 hectares and a population of about 78,000 people. This is a coastal urban area, a hub for air and sea traffic and a high-class coastal resort.

Area 5 (part of Ba Ngoi ward and Cam Phuoc Dong commune) is an area for tourism, agriculture and ecological landscape development with an area of ​​about 2,435 hectares, with a population of about 65,000 people. This is where low-rise residential units are formed between agricultural lands; it is an important flood drainage area of ​​Cam Ranh city; and at the same time, it is an area for developing eco-tourism and tourism associated with agriculture.

Area 6 (belonging to Cam Thinh Dong commune and part of Cam Thinh Tay commune) is an industrial - logistics urban area with an area of ​​about 2,995 hectares and a population of about 90,000 people.

Area 7 (belonging to Cam Lap commune and part of Cam Thinh Dong commune, Cam Binh) is an urban - tourist service area on the peninsula with an area of ​​about 3,287 hectares and a population of about 130,000 people.

According to the representative of the Department of Economics, Infrastructure and Urban Areas of Cam Ranh City, in order to develop Cam Ranh into a tourism - logistics city in accordance with the orientation of Resolution No. 09 of the Politburo, the People's Committee of Cam Ranh City proposed solutions to innovate and improve the quality of planning and land use plans. Specifically, land use planning must combine land type indicators with space, land use zoning, natural ecosystems, and demonstrate information for each plot of land. Determining land use indicators must be consistent with land use needs, avoiding waste in land allocation, management and use. In addition, it is necessary to promote digital transformation in the field of land management and use; allocate resources reasonably to build a national land information system and database, ensuring centralized and unified information from the central to local levels.

Regarding the mechanism and policies to support urban development, Cam Ranh City People's Committee proposed that the Provincial People's Committee promote investment promotion in the city along with preferential policies to support and accompany investors; actively participate in national conferences on investment promotion; organize annual investment promotion conferences in the city with different topics, suitable for different subjects. At the same time, the province continues to prioritize the allocation of urban development investment capital from the state budget and mobilize non-state resources to synchronously invest in the urban infrastructure system, in which it is necessary to focus on promoting the form of public-private partnership (PPP) investment for urban development, especially smart cities.

Mr. Le Ngoc Thach - Chairman of Cam Ranh City People's Committee said that the total funding requirement for implementing construction investment projects serving urban development in the period up to 2030 is estimated at about 217,608 billion VND. Of which, the central budget is about 10,036 billion VND (accounting for 4.6%), the provincial budget is more than 12,620 billion VND (accounting for 5.8%); Cam Ranh City budget is more than 1,375 billion VND (accounting for 0.6%); other capital sources are about 193,575 billion VND (accounting for 89%). In the coming time, the city will make efforts to call for investment in developing transport infrastructure to strengthen the connection between the North - South, East - West axes, and promote logistics development. At the same time, speed up the preparation and approval of zoning plans, call for attracting non-budgetary investment to soon realize the urban development program.
