On the morning of September 15, Comrade Pham Minh Chinh, Politburo member, Prime Minister and Deputy Prime Ministers chaired an online conference with ministries, branches and localities affected by storm No. 3 on the consequences and damage caused by the storm and its circulation; solutions to overcome the consequences, support people and businesses to stabilize their lives, production and business activities after the storm.

Storm No. 3 causes heavy damage to people and property
Since the formation of storm No. 3, entering the East Sea, with the risk of affecting our mainland, the Politburo and the Government have directed and closely monitored developments to respond promptly. The Politburo held a meeting to listen to the situation report and draw conclusions. Party and State leaders and Politburo members have directly gone to the area to direct and urge the prevention, response, and overcoming of the consequences of storm No. 3 and floods, landslides, and inundation.

Ministries, branches, and localities, especially the main forces, directly participating in preventing, combating, responding to, and overcoming the consequences of storm No. 3 and floods, landslides, and inundation have coordinated closely and quickly; people trust, support, and unite to prevent, combat, respond to, and overcome the consequences of natural disasters according to instructions... Therefore, the damage has been minimized.

According to statistics, by 6:00 a.m. on September 15, storm No. 3, heavy rain, landslides, and inundation caused by storm circulation had killed or left missing 348 people, injured 1,921 people; nearly 232,000 houses were damaged; more than 190,000 hectares of rice were flooded and damaged; nearly 48,000 hectares of crops were flooded and damaged; nearly 32,000 hectares of fruit trees were damaged; 3,269 aquaculture cages were damaged and swept away; more than 2.6 million poultry and livestock died...

Due to the long duration of the storm and the sustained intensity of the storm, very strong gusts of wind caused many shops, offices, and schools to have their roofs blown off and damaged; many advertising signs, electric poles, telecommunication poles, and mobile broadcasting stations to fall; urban trees to be uprooted and broken. In the provinces and cities of Quang Ninh, Hai Phong, Thai Binh, Hai Duong, and Hanoi, there were widespread power outages and communication outages...
In Thanh Hoa, according to the report of the Standing Office of the Steering Committee for Disaster Prevention, Search and Rescue, by 1 p.m. on September 14, storms and rains had killed one person and injured two others due to falling trees while driving. Storms and rains damaged 299 houses. Of these, 2 houses were completely damaged; 1 house was severely damaged; 18 houses were severely damaged; and 278 houses were partially damaged.

Damage to rice was 2,728.99 hectares; 607.97 hectares of flowers and vegetables; over 1,390 hectares of annual crops, 66.35 hectares of perennial crops, 2.3 hectares and 520 fruit trees, 60.11 hectares of forestry trees; 41.8 hectares of industrial trees... were broken; 234.49 hectares of traditional fish farming area, 52m3 of aquaculture cages were damaged.
The storm caused 391.8m of canals to be eroded and damaged; 85 water wheels were swept away; 3 dams were damaged; 2,967m of river and stream banks were eroded; 2 bridges were damaged... According to estimates, the value of damage caused by storm No. 3 and the storm's circulation in Thanh Hoa province is about 305 billion VND.
Urgently overcome the consequences caused by the storm
Speaking at the conclusion of the conference, Prime Minister Pham Minh Chinh sent condolences from Party and State leaders to the families of victims killed by storm No. 3.
The Prime Minister commended relevant ministries, branches of the Central Government, armed forces, agencies and units for actively supporting localities in responding to storm No. 3. At the same time, he commended the masses for strictly implementing the directions of the Party and State and actively participating in responding to the storm.

After pointing out the difficulties and presenting lessons learned in leadership and direction in response to storm No. 3, the Prime Minister requested: In the immediate future, ministries, branches, provinces and cities should focus on flood prevention, ensuring the safety of dikes on the Red River - Thai Binh River system and immediately overcoming incidents on the dike routes after the flood.
At the same time, urgently overcome the consequences caused by the storm; ensure the supply and support of enough food, clean water, absolutely do not let people go hungry or cold; mobilize forces to support people in repairing houses, cleaning the environment, and preventing epidemics.

Operate pumping stations and irrigation systems to drain water and save flooded rice and crops; prepare seed sources to restore production immediately after the storm. Focus on promptly fixing problems with the power grid and information systems...
The Prime Minister assigned the Ministry of Agriculture and Rural Development to direct the inspection, review, and synthesis of incidents and damage to the dyke system and reservoirs caused by storms, floods, and to synthesize and report to the Prime Minister the need for funding to repair and restore. Review and synthesize urgent resettlement projects proposed by localities according to the resettlement program for natural disaster areas, focusing on flash floods and landslides.

The Ministry of Natural Resources and Environment closely monitors weather and natural disaster developments, promptly provides forecasts and warnings, especially on heavy rains, flash floods and landslides in the coming time in areas where floods have occurred. Enhance the capacity to forecast and warn of natural disasters, especially heavy rains, flash floods and landslides to serve the direction and response work. Ministries and branches, according to their functions and tasks, proactively advise and propose solutions to respond to and handle natural disasters promptly, quickly, appropriately and effectively.
