69 years after the Capital Liberation Day (October 10, 1954 - October 10, 2023), Hanoi is facing new opportunities and development opportunities, but at the same time, it also faces many difficulties and challenges. Reality requires the Party Committee, government and people of the Capital to better implement the Party's resolutions, creating new momentum for the development path. In the immediate future, it is necessary to strive to successfully complete the goals, targets and tasks of 2023; be ready to enter 2024 with high spirit and determination, achieving worthy results to celebrate the 70th anniversary of the Capital Liberation Day.

Complete major plans, propose to promote decentralization and delegation of authority
Since the beginning of the 2020-2025 term, along with the whole country, Hanoi has been greatly affected by the COVID-19 pandemic and strong fluctuations in the world economic and geopolitical situation. However, under the wise leadership and direction of the Central Committee, the Party Committee, government and people of the Capital have promoted the heroic, united, dynamic and creative traditions, achieving quite comprehensive results with many outstanding marks.
The capital's economy has become a bright spot in growth. The city's gross domestic product (GRDP) increased by 2.92% in 2021 and 8.89% in 2022, both higher than the national average. In the first 9 months of 2023, the global economic recession was evident, but thanks to focusing on developing services, Hanoi's economy improved every quarter (in the first quarter it increased by 5.81%, in the second quarter it increased by 5.93%, and in the third quarter it increased by 6.49%). The total state budget revenue in the area in the first 9 months is estimated at 305,300 billion VND, reaching 86.5% of the annual ordinance estimate and increasing by 24.6% over the same period in 2022. The situation shows that the prospect of economic recovery is very bright.
Along with regular tasks, the city has determined to have strategic thinking and vision, thereby boldly implementing a number of major policies with long-term significance.
Notably, the Hanoi Party Committee proposed and on May 5, 2022, General Secretary Nguyen Phu Trong, on behalf of the Politburo, signed and issued Resolution No. 15-NQ/TU on the development direction of Hanoi Capital to 2030, with a vision to 2045. The Party Committee, government and people of the Capital have urgently and seriously studied, thoroughly grasped and organized implementation. The City Party Committee issued Action Program No. 16-CTr/TU on August 26, 2022 to implement the Resolution, clearly demonstrating the "action" nature through specific projects and works.
Over the past year, Resolution 15 of the Politburo has become a new driving force for the development of the capital. Hanoi has strengthened planning and institutional development to realize the goal of becoming a "Cultured-Civilized-Modern" city as set out in the Resolution.
Specifically, with the Project to adjust the overall Master Plan for the construction of Hanoi Capital to 2045, with a vision to 2065, the City has focused on orienting the development of two cities directly under the Capital, which are both new growth poles and help to expand the population density in the inner city; that is the city north of the Red River (Me Linh, Soc Son, Dong Anh) and the city west of Hanoi (Hoa Lac - Xuan Mai); at the same time, it has identified 5 development axes, in which the Red River is the green axis, the central landscape... In the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, the City has directed to emphasize the cultural sub-regional factors to see the diversity and convergence of the thousand-year-old capital...

Regarding the Draft Law on the Capital City (amended), the preparation efforts of the Government, Hanoi City and ministries, especially the Ministry of Justice - the drafting agency, have helped complete the dossier to submit for the first time to the National Assembly Standing Committee for comments on September 20.
The most important thing is that the Law on the Capital (amended) must bring practical value, in essence, decentralization and delegation of power to Hanoi, which is to remove bottlenecks and obstacles to create new momentum for the Capital and the country to move forward. For example, giving the capital authority to decide on public investment, projects in the form of public-private partnership (PPP), investing in large-scale bridge projects such as bridges across rivers in Hanoi (Tran Hung Dao bridge, Tu Lien bridge) with a total investment of over 10,000 billion VND (belonging to the group of national key projects) or inter-provincial bridges under the central budget's expenditure tasks such as Ngoc Hoi bridge, Van Phuc bridge... Or for the need to build 10 urban railway lines according to the planning in Hanoi, there needs to be a mechanism for all 10 lines to receive an ODA loan package, on that basis, synchronous implementation, ensuring technical and operating time... The relocation of hospitals and schools out of the inner city, to be implemented effectively, needs to be given to Hanoi mechanisms such as taking charge of site clearance, investing in new facilities instead of letting schools and hospitals take care of it themselves as is currently the case...
If these "bottlenecks" are untied, not only will Hanoi have new momentum for development, but other localities, related facilities and units will also have opportunities.
Defining a new position for culture
Thoroughly grasping the guiding viewpoints of the 13th National Party Congress, the Party Committee, government and people of the capital have closely linked and synchronously implemented tasks, ensuring socio-economic development as the center; Party building as the key; cultural development as the spiritual foundation; ensuring national defense and security as essential and regular.
Hanoi is one of the few capitals in the world with a history and cultural tradition of more than 1,000 years old and is known as the "Heritage City". The Hanoi Party Committee has issued a specialized Resolution on the development of cultural industries in the 2021-2025 period, with a vision to 2030 and a vision to 2045 (Resolution No. 09-NQ/TU dated February 22, 2022) in the spirit of the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference on November 24, 2021. The city also identified 3 priority investment areas in the 2022-2025 period and the following years, including healthcare, education and culture, with a capital source of up to more than 90,000 billion VND. Of which, more than 14,000 billion VND is allocated to preserve and restore 579 relics that are deteriorating and have seriously degraded. The city is also focusing on implementing a number of key projects such as recreating Kinh Thien Palace, building a temple to worship King Ngo Quyen, piloting a plan to preserve and develop Duong Lam ancient village, Son Tay ancient citadel, etc.
A major policy and also a breakthrough in infrastructure development is that Hanoi has proactively proposed and the Central and National Assembly have approved the policy to implement the investment project to build Ring Road 4 - Capital Region. On June 25, Hanoi started the project. To date, nearly 90% of the area has been cleared; 14 construction sites are being deployed. When completed, the road will not only create development momentum for Hanoi, but also overcome the limitations of regional connectivity, promote the development of provinces in the region and the whole country...
Hanoi has also directed many breakthrough solutions to solve outstanding, urgent and outstanding issues to meet the needs and aspirations of the people, such as approving the Project on public asset management; handling 712 projects using non-budgetary capital with slow progress and slow implementation; strengthening decentralization and authorization; Project on renovating old apartment buildings...
Maintaining socio-economic development, maintaining national defense and security, the city has also done well and constantly strived to do better and better in social security and social protection in the spirit of leaving no one behind; striving to have basically no poor households by the end of 2025.

Take one step further to dare to think, dare to do, dare to take responsibility
In the coming time, the tasks and targets set for the Party Committee, government and people of the Capital are very heavy, while the difficulties and challenges are forecasted to be very great. The city must be determined to complete a number of very important targets and tasks of the Socio-Economic Development Plan and State Budget for 2023 and the following years.
To do that, we must continue to innovate the Party's leadership method with the city's political system, be exemplary, take the lead, be close to the people, and effectively implement the motto "people are the root"; build a clean, streamlined Party and the city's political system that operates effectively and efficiently. All levels and sectors need to effectively implement the theme: "Discipline, responsibility, action, creativity, development". In particular, we must proactively implement Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee on strengthening discipline and responsibility in handling work in the political system of Hanoi city. This is a very important directive to reshape the mindset and awareness of public service responsibilities and the spirit of serving the people; thoroughly overcome the situation of shirking, avoiding, and fearing responsibility. More importantly, through implementing this directive, we, each cadre, civil servant, and public employee, especially party members, leaders, and heads, must take a step forward to dare to think, dare to do, and dare to take responsibility.
All levels and sectors of the city must continue to well implement the direction of General Secretary Nguyen Phu Trong in his New Year greetings to the Party Committee and people of the Capital on the occasion of the Lunar New Year of Quy Mao; arouse the will and strive to build a cultured, civilized and modern Capital; further promote pride, self-respect, determination, dynamism and creativity, continue to innovate thinking, innovate leadership and management style, proactively and actively seize every opportunity and advantage, calmly and soberly overcome all difficulties and challenges to successfully complete the set goals and tasks.
In 2024, we will solemnly celebrate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024), a milestone of great significance, marking Hanoi's rise from hardships and struggles, the triumphant song to the glory of the cause of innovation, integration, construction and development. We must continue to strive from today to achieve many achievements to celebrate the anniversary. Completing the goals, targets, tasks, resolutions, programs and plans, bringing new developments to localities and units, and improving people's lives is the most meaningful welcome gift.
