Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen discussed in a group discussion at the 17th session of the Hanoi People's Council on the afternoon of July 1.
The Law on the Capital (amended) recently passed by the National Assembly is the content that received many discussions from the delegates of the Hanoi People's Council.
Legal basis for Hanoi to smoothly carry out its tasks
Delegate Nguyen Minh Duc (Hoang Mai District Group) said that after the Law on the Capital (amended) was passed, officials, party members and people were excited and appreciated Hanoi's proactiveness in drafting the Law; the Law was passed by the National Assembly with a high consensus rate. With "strong" decentralization and delegation of power provisions, this is the legal basis for Hanoi to smoothly carry out its tasks.
Gia Lam District Party Secretary Nguyen Viet Ha said that Hanoi submitted to the National Assembly 3 extremely important mechanisms: the Capital Law and 2 contents related to the planning of the Capital. This is an extremely important legal corridor that needs to be implemented soon. The process of organizing, implementing, and promulgating mechanisms to concretize the Capital Law according to authority, including the authority of the People's Council as well as the authority of the Government. There are 6 months left, if we do not do it soon, do not focus and do not assign specific tasks to each agency to advise on this content, it will be difficult to match the time of law implementation from January 1, 2025.
According to delegate Nguyen Ngoc Viet (My Duc district group), although the Capital Law (amended) will take effect from January 1, 2025, right now, the city needs to have a comprehensive plan, mobilize resources for mechanisms and policies so that when it takes effect, the policies will immediately come into effect.
Effective implementation as soon as the Capital Law comes into effect
Regarding the implementation of the Law on the Capital (amended), Deputy Director of the Hanoi Department of Justice Nguyen Cong Anh said that the Law on the Capital (amended) assigned the People's Council and People's Committee to issue many mechanisms for implementation from January 1, 2025. Up to now, the City People's Council has been assigned 35 contents, specifying the contents, the responsibility is very heavy. The Department of Justice has drafted a plan but needs the direction of the City Party Committee, People's Council, People's Committee, Vietnam Fatherland Front and other organizations to coordinate and assign specific responsibilities to departments and branches to implement the tasks.
Affirming that the amended Law on the Capital will open up great opportunities for the development of the Capital, delegate Nguyen Dinh Hung (Me Linh district group) also said that, besides the opportunities, there are great challenges. According to the delegate, communication work on the Law needs to be carried out more strongly so that the people of the Capital understand and support the authorities at all levels in implementing the Law in the future.
According to Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen, in the first 6 months of the year, the city's most important highlight was focusing on reporting to the National Assembly on the completion of the institution, especially the National Assembly passed the Capital Law (amended) and gave opinions on 2 plans; creating a legal corridor and long-term strategic orientation for Hanoi's development.
Referring to 83 tasks under the city's authority related to 6 draft Decrees of the Government, the Standing Deputy Secretary of the City Party Committee said that this is a large amount of work and must be implemented immediately. Regarding the plan to implement the Capital Law in 2024, the People's Council and People's Committee need to be determined to implement it soon.
Meanwhile, according to Deputy Director of the City Police Nguyen Thanh Tung, in the coming time, Hanoi will apply the Capital Law and the planning of the Capital in each stage; from there, issue a legal corridor to have sanctions, issue specific mechanisms to gradually "eliminate" violating constructions.
