Creating motivation for Da Nang to break through and rise up

NDO - On December 11, the People's Council of Da Nang city opened its 21st session, the last session of 2024. This is a very important session with the largest workload since the beginning of the term, focusing on the contents to concretize Resolution 136/2024/QH15 of the National Assembly; discussing and resolving many important contents for 2025 and the following years; implementing the arrangement of a streamlined and effective apparatus in accordance with the direction of the Central Government.

In 2024, despite facing many difficulties, Da Nang city's economy still achieved a growth rate of 7.51% over the same period, ranking 2nd among 5 provinces and centrally run cities. Some major economic sectors and fields grew quite well, especially services and tourism; the number of newly established and re-established enterprises increased sharply.

Da Nang's industrial and construction sector grew by 7.69% over the same period; budget revenue is estimated to exceed the estimate by 33% and 20% higher than the same period. The city has started, inaugurated, and put into use many important projects and works. Social security programs have been maintained with many outstanding policies, imbued with humanity.

However, some important indicators of the city have not been achieved, such as the Provincial Competitiveness Index (PCI) continues to fall in rank; compensation, clearance, and handover of land in some localities, works, and projects are still slow; some key and dynamic works, projects, and disbursement of public investment capital have not ensured the set progress.

Da Nang maintains many outstanding policies with strong humaneness.

Speaking at the opening of the session, Mr. Ngo Xuan Thang, Chairman of the People's Council of Da Nang City, said that the delegates of the People's Council of Da Nang City exchanged, discussed, and gave opinions on 158 documents to promulgate regulations, policies, and solutions on socio-economic development and ensuring the lives of the city's people in 2025 and the following years.

The City People's Council also studied, discussed, and clarified the new viewpoints and policies of the Central Government in accordance with the characteristics and practical situation of the city, especially the special mechanisms and policies of the Politburo, the National Assembly, and the Government recently issued for Da Nang; proposed and built major, breakthrough goals and solutions for the city's development in the new period, together with the whole country entering the era of national development.

Speaking at the meeting, comrade Nguyen Van Quang, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Da Nang affirmed: The special mechanisms and policies issued by the Central Government, especially Resolution 136/2024/QH15 of the National Assembly on the Organization of Urban Government and piloting a number of special mechanisms and policies for the development of Da Nang city, have opened up many new opportunities for the city, making breakthroughs for the locality in the coming time.

In 2025, the Da Nang City Party Committee set a target of achieving an economic growth rate of over 10%, with budget revenue exceeding 10% compared to the central government's estimate. The theme for 2025 has just been determined by the City Party Committee as: "A year focusing on streamlining the apparatus in conjunction with cutting administrative procedures, effectively implementing urban government organization and specific mechanisms and policies, strongly promoting economic growth".

The important task of this session is that the City People's Council will consider and approve 16 thematic contents to specify the specific mechanisms and policies that have been authorized by the National Assembly in Resolution 136/2024/QH15 of the National Assembly. Many contents have no precedent for application in very new areas such as Free Trade Zones, piloting financial mechanisms. These are very new issues, the National Assembly allows Da Nang to test them under control.

Currently, Da Nang is implementing the restructuring of the apparatus towards streamlining, effectiveness and efficiency according to the direction of the Central Government. In the future, in addition to the Central Government's policies and mechanisms, the city will have outstanding mechanisms and specific policies that specifically care about the lives of a significant number of cadres and civil servants who will no longer perform their duties due to the streamlining of the apparatus. The city needs to have new mechanisms and policies and the consensus of the people.

Secretary of the Da Nang City Party Committee Nguyen Van Quang requested that immediately after the session, the Standing Committee of the City People's Council and the Committees of the City People's Council, together with departments, branches and the City People's Committee, urgently concretize and organize the effective implementation of the Resolutions of the session, avoiding the situation of correct decisions but slow and ineffective implementation.

The meeting of the People's Council of Da Nang city lasted for two days, December 11 and 12.
