Starting to build a new rural area since 2010 with many difficulties specific to the island area, up to now Cai Chien commune has really transformed itself, putting on a new appearance of development, prosperity and wealth. Many important infrastructure projects have been invested and completed, creating momentum and premise for socio-economic development in the area and improving the lives and incomes of the people.
Notably, rural traffic is smooth with 15km of main roads, 2km of inter-village roads and 0.48km of alleys in the commune all being concreted, trees and flowers planted along the roadsides, and lighting installed, ensuring light - green - clean - beautiful. At the same time, the agricultural, forestry and fishery sectors in the area have all developed, thanks to the commune's policy of enhancing the transfer of science and technology, linking production according to the supply chain, focusing on key agricultural products...
Cai Chien Commune has been approved for a plan to use marine space for aquaculture until 2030, with a vision to 2045 in Decision No. 516/QD-UBND dated February 6, 2024 of the People's Committee of Hai Ha District. Accordingly, the commune is planned to arrange 5 areas for aquaculture at sea with a total area of 2,359 hectares. The locality has promoted, mobilized, and encouraged households to register their needs for aquaculture, orienting this as a production industry that brings high economic efficiency, sustainability, and protects the ecological environment.
In particular, talking about Cai Chien means talking about tourism services. Because this place is blessed with beautiful landscapes by nature, with a sea surface area of more than 24,136.6 hectares, many fine white sand beaches and pristine natural forests... In 2019, the Provincial People's Committee recognized Cai Chien as a provincial tourist area, creating an important driving force to strongly awaken the local tourism potential.
Over the years, the commune has focused on investing heavily in promoting tourism and service development in the area. Especially in attracting businesses to invest in tourism; mobilizing people to change their occupations. The system of accommodation and resort facilities on the island is increasingly complete, as households on the island actively invest and build motels and homestays with full amenities to meet the living needs of tourists. Thanks to that, the number of visitors to Cai Chien has continuously increased, from about 20,000 (in 2020) to nearly 59,500 (in 2024).
Most recently, the Provincial People's Committee issued Decision No. 218/QD-UBND (dated January 21, 2025) approving the 1/2,000 scale construction zoning plan for Cai Chien island area (area D2 - Mong Cai border gate economic zone). This will serve as a basis for concretizing the goal of developing Cai Chien into a high-class island tourism center, with high-quality services, contributing to improving the living conditions of local people. At the same time, it is associated with the construction of an area with a strategic position in terms of national defense and security in the Northeast region.
The important driving force for Cai Chien to have many comprehensive breakthroughs in recent years is the patriotic emulation movements, campaigns, and models that have been widely deployed in the community. In which, mass mobilization work is given top priority, with a total of 62 "Skilled Mass Mobilization" models in various fields that the whole commune has built and implemented from 2020 to present. Typically, models on changing awareness and behavior to build a new rural environment have shown clear effectiveness, helping the image of the island commune become more friendly and innovative. Or with skillful mass mobilization, attracting consensus and high support from the people, the commune has successfully implemented many important infrastructure projects, shortening the implementation time, serving people's lives well. Typically: Building embankments to prevent beach erosion; repairing household waste incinerators; expanding the commune's central road; solidifying drainage canals; upgrading cultural houses, community sports areas...
From a deserted island commune with a backward economy, Cai Chien now has no poor or near-poor households according to the Government's multidimensional poverty standards for the period 2021-2025. The commune's average income per capita has now reached nearly 92 million VND, exceeding 17 million VND compared to the target set at the beginning of the 2020-2025 term. National defense and security are maintained, social order and safety in the area are always stable, and people's quality of life is improved.
In 2025, the district will continue to build and promote cultural values and human strength to become endogenous resources and driving forces for rapid and sustainable socio-economic development. In which, tourism is still the spearhead in the district's economic growth, striving to attract 150,000 visitors; the production value of the tourism service sector strives to reach 12,300 billion VND (accounting for 31.5% of the economic structure); the goal is to increase the average income per capita to 102 million VND/year... |
