Focus on completing advanced NTM criteria
According to the report of the Office of New Rural Development Coordination of Bac Giang province, in the first 6 months of 2024, the total central and provincial budget directly invested in the National Target Program on New Rural Development was about 279,665 billion VND, of which localities in the province disbursed more than 72,151 billion VND, reaching 25.8%.
In 2024, strive to have 05 more communes meeting NTM standards, 11 communes meeting advanced NTM standards, 05 communes meeting model NTM standards. The goal by the end of 2024 is that the whole Bac Giang province will have 159/182 communes meeting NTM standards, accounting for 87.36%; 70/159 communes meeting advanced NTM standards, accounting for 44.0%; 17/159 communes meeting model NTM standards, accounting for 10.69%. At the same time, Tan Yen district will complete the goal of an advanced NTM district.

To achieve the set plan, from the beginning of the year, Bac Giang province has allocated central and provincial budget funds to localities to proactively arrange resources and mobilize counterpart funds from the people to invest in the construction of rural infrastructure works.
Mr. Nguyen Viet Toan, Chairman of Tan Yen District People's Committee shared: Implementing the plan to reach the advanced NTM district by early 2025, the whole district has focused all resources to speed up the progress. Up to now, the district has completed 6/9 criteria, with 3 criteria still unfulfilled: Traffic, environmental criteria and criteria on living environment quality.
Regarding environmental criteria, it is considered the most difficult criterion in building new rural areas in Tan Yen. Currently, in the district, there are 9 specialized environmental sanitation cooperatives, 266 environmental sanitation teams, 199 self-managed teams, inter-family teams, and 643 tanks and trash cans arranged to temporarily store packaging and pesticides in production fields.
However, the situation of waste accumulation on traffic routes; people on both sides of the canal dumping waste into the canal still occurs; the rate of collecting environmental sanitation service fees is low; the operation of incinerators in some communes is irregular and ineffective. Therefore, to complete the environmental criteria, the People's Committee of Tan Yen district recently held a conference to discuss effective solutions for waste treatment to ensure environmental sanitation.

"In addition, to complete the criteria of an advanced NTM district, Tan Yen district also focuses on investing in and upgrading infrastructure systems serving production and people's lives such as: traffic, irrigation, electricity, schools, cultural facilities, commercial infrastructure, information and communication, medical facilities, centralized clean water... associated with the criteria of a new rural commune, advanced, model, model NTM village", said Mr. Toan.
Promoting the movement of advanced rural communes and model rural communes
Up to now, Tan Yen district has had 20/20 communes basically completed, maintained, and achieved the standards of a new rural commune. In particular, in 2023, there will be 4 more communes reaching the advanced new rural commune finish line, 1 model new rural commune. Bringing the total number of advanced new rural communes in the district to 11 communes, 3 model new rural communes, 59 model new rural villages, 01 smart new rural village, contributing to maintaining and improving the criteria of an advanced new rural district.
The core of building a new rural area is to increase income, thereby improving the material and spiritual life of the people. Determining that production development is an important factor, Tan Yen district has focused on investing in improving traffic and irrigation infrastructure, promoting production, and exploiting all potentials and advantages.
Viet Lap Commune (Tan Yen) meets model new rural standards and friendly government in 2023.
To improve economic efficiency in production, Tan Yen district has focused on applying science and technology, forming cooperatives, cooperative groups, and linkage groups in production and consumption of products. Currently, Tan Yen is maintaining concentrated commodity production areas, with a scale of 5 hectares or more per area such as quality rice, peanuts, vegetables, food, etc., with an income value of 170 million VND/ha/crop.
Mr. Giap Van An (village 2, Ngoc Ly, Tan Yen) said: Since the plan to reach the model NTM finish line was announced, the villagers have been very excited and have a high spirit of support. The villagers have joined hands to contribute their efforts and materials to build infrastructure to upgrade the village. Wherever the officials put forward policies, the villagers have always agreed with them.
For example, when opening intra-field roads, village roads, and hamlet roads, people are willing to donate land and contribute funds. Many households have already donated land and even spent their own money to rebuild the surrounding walls without any support or assistance from the government.
Along with Ngoc Ly commune, Viet Lap commune after achieving the advanced NTM standard, people were very excited when their material and spiritual life was improved. Not stopping there, the Party Committee and people of Viet Lap commune continued to register to achieve the model NTM commune, and have now reached the finish line.

According to Mr. Tran Van Ban, Head of Trong Giua Village (Viet Lap, Tan Yen), to complete the goal of building advanced and model new rural areas, propaganda work to help people understand the benefits of the new rural program is extremely important. Along with that, the issues of democracy, discussion, publicity and transparency in finance also need to be focused on, and prestigious people must be appointed to supervise the construction of new rural areas so that people can trust. When these tasks are done well, building new rural areas is very simple.
With the foundation of solidarity and the attention and investment from the industry level, Viet Lap commune has mobilized all resources, invested tens of billions of VND to complete the criteria for building a model new rural area. The total investment cost for building socio-economic infrastructure reached over 50 billion VND; mobilized people to carry out site clearance for 05 works and projects in the area with a total area of over 16,000m2 of various types of land, of which people donated 1,880m2, 350m of fence, 02 works on land...
"To support communes in building advanced new rural areas, in addition to the capital guaranteed under the target program, the district also has a special mechanism for communes building advanced new rural areas, which is: support for basic construction investment projects for communes that are still facing difficulties; in terms of infrastructure and traffic infrastructure, the district also focuses on investing and supporting communes to ensure that communes do not have debts in building advanced new rural areas. In addition, Tan Yen district also has a program to support the development of agricultural products such as the OCOP program right from the beginning of the period to help communes complete the construction of advanced new rural areas in the area", said Mr. Ngo Quoc Hung, Vice Chairman of Tan Yen District People's Committee.
