Tan Thanh's efforts to complete new rural criteria have been reduced.

Tan Thanh Commune, Huong Hoa District was recognized as meeting the new rural standards (NTM) in 2018. However, according to Decision No. 1738, dated July 4, 2022 of the People's Committee of Quang Tri province on promulgating the set of criteria for new rural communes in Quang Tri province for the period 2021-2025, Tan Thanh commune had 6 NTM criteria reduced. In order to continue to improve the material and spiritual life of the people, effectively implement the program of building new rural areas and advanced NTM, Tan Thanh Commune Party Committee issued Resolution No. 35 on leading Tan Thanh commune to complete the reduced NTM criteria for the period 2021-2025, creating a breakthrough in socio-economic development, and changing the face of the countryside quite comprehensively.

Tan Thanh Commune Party Secretary Le Ba Minh said: In the 2021-2025 period, the set of new rural criteria increased by 10 criteria compared to the set of new rural criteria in the 2016-2020 period and many criteria had high achievement levels, leading to Tan Thanh commune losing 6 new rural criteria, including: schools, cultural facilities, income, multidimensional poverty, labor, environment and food safety.

After the commune achieved the NTM standards, due to the complicated and prolonged development of COVID-19, the supply chain for agricultural products was disrupted; on the other hand, many households that had economic cooperation with Laos when applying anti-epidemic measures on the border had to return to their localities and could not change their jobs, people's income decreased sharply, so mobilizing resources to maintain and improve the quality of NTM criteria in the commune was not guaranteed.

Since the commune was recognized as meeting the NTM standards, some investment capital sources of the programs have been cut, so the applied criteria at the time of appraisal that were not met cannot be implemented, reducing the criteria. Therefore, to lead the completion of the reduced criteria and improve the quality of the NTM program, there needs to be a strong participation with higher determination from both the political system and the people.

The Party Committee of the commune has issued a resolution on leadership in building new rural areas, assigning specific responsibilities to the government, the Fatherland Front and socio-political organizations to effectively implement it; especially focusing on leading the implementation of income and multidimensional poverty criteria in Ha Let village, where 100% of the population is Van Kieu ethnic group and their lives are still difficult.

Up to now, the NTM criteria that have been reduced for the people have basically been completed; the remaining two criteria on schools and cultural facilities need State investment resources to meet the standards of the NTM commune criteria set for the 2021-2025 period.

Ha Let village has 143 households, 737 people, 100% of the population are Van Kieu ethnic people. This is the area with the most difficult economic conditions in Tan Thanh commune. What to do to help Ha Let escape poverty, increase people's income, thereby contributing to improving the appearance of the new rural area is a difficult problem that requires creativity and the participation of the entire political system.

“Realizing that Ha Let people lacked land for production, the village Party cell proposed to the commune Party Committee to find a solution to mobilize households in the commune with unused land to lend to Ha Let people to develop livelihood models of growing cassava, bananas...

From that policy, the Party Committee of Tan Thanh commune led the local government to review and count the unused land area in the whole commune, and at the same time assigned the responsibility to political and social organizations to propagate and mobilize households with unused land to lend to the people of Ha Let village for production. As a result, 32 poor households in Ha Let village were able to borrow land from 20 households in other villages in the commune for production with a total area of ​​over 35 hectares.

Thanks to that, people's income has been raised. In 2022 - 2023, Ha Let village had 15 households escape poverty; in 2024, 8 more households registered to escape poverty. Along with the traditional broom making profession of Ha Let villagers, the policy of borrowing unused land from households in the commune for Ha Let people to produce has changed the economic development mindset, increased income and improved the lives of people, thereby contributing to sustainable poverty reduction, creating resources to build new rural areas in the area", said Secretary of Ha Let village Party Cell Tran Thi Kim Quyen.

The journey to build a new rural area in Tan Thanh commune after COVID-19 has been favorable due to the increase in prices of local key agricultural products such as cassava and bananas, economic recovery, and increased income of people. After the pandemic, the conversion of occupations and development of livelihoods of people in the area have gradually stabilized and become more sustainable. In the first 6 months of 2024, Tan Thanh commune coordinated to organize 8 vocational training classes for 177 students to participate, thereby applying scientific and technical advances to production, improving economic efficiency.

Thanks to increased income, the material and spiritual life of the people has improved, the new rural construction program has been actively responded to by all classes of people, the appearance of the countryside has increasingly improved. The work of building the Party and the political system has been consolidated and enhanced; grassroots democracy has been promoted; political security and social order and safety have been maintained.
